Response to Pre-Bid Questions
No. Question Response
Are we permitted to install a temporary bridge across Echo River at the location of the new pedestrian bridge, for the purpose of transporting excavating & compaction equipment to the other side of Echo River?
Or is there a different expectation for this from local NPS officials?
No – there are no provisions in the contract documents to construct a temporary bridge.
In regards to the helical piers specifications (316665-6 Section 2.1-A), it states that the contractor is responsible for using the appropriate size & length helicals required to achieve the design loads as shown in the plans;
But our helical supplier is unable to find these design loads in the plans.
Can you provide these to us or direct us as to where to find them?
The documents call out stone form liners to be used on the bridge abutments. Can Redi-Rock be used for the abutments? I have attached some photo examples and also the application Ebook.
No – your proposal must be predicated on the contract requirements outlined in the plans and specifications.
The plans show the loads for the bridge abutment; however, can you please provide the loads for the vertical and battered helical piers at the canoe launch?
5 What would be the required bearing depth of the helical piers?
The loads that are provided on the bridge abutments, going by soil bearing it seems we will reach capacity for the loads approximately 40 feet below grade, this is an estimated depth but wanted to check what the required depth would be for helical piers.
Can we use atv’s/utv’s to carry material to the abutment on the other side of the creek as long as we stay on the existing trail?
Yes – the contractor is responsible for preventing damage to the trail surfaces and the boardwalks as a result of ATV/UTV use.
ATV/UTV’s must conform to the stipulated load limits.
Can the testing for the helical piers be performed by an in house Engineer under direct supervision of a licensed Engineer in KY?
Section 3.7 states all helical anchors shall be proof tested. Do you have specific deflection criteria or can we follow the criteria set forth in the
AC358?
What is the loading and deflection criteria for the performance testing on the 10% of helical anchors?
The proof testing of each pier will be very expensive and nearly impossible to proof test all of the piers due to the slopes and space limitations.
Please advise --- We will have to drive non production piers to perform the test which will be cut off and left in the ground once the test is completed.
The specs state helical piers shall be galvanized or approved equal. Will a polyethylene copolymer thermo plastic coating per icc-es ac 228 be acceptable?
13 Will CPARS be acceptable in lieu of past performance questionnaire?
Per L.8C2 “Offeror shall provide a copy of the form entitled “Past Performance Questionnaire”.
Although CPARS will be used it does not replace the requirement for the contractor to provide past performance section with their proposal.
Soils from bridge construction and trail construction, will they be allowed to be wasted on site or need to be removed from project area? If removed from project area, will it be somewhere on National Park property or off site?
As approved by the Contracting Officer, soils that meet the requirements of the contract requirements resulting from the trail and bridge construction can be used as fill adjacent to the bridge abutments and sidewalks.
All other soils must be removed by the Contractor, to an area outside of Mammoth Cave National Park and disposed of in a legal manner.
Sheet C5.1 & C7.4, shows (3) sections of glass panels in the middle of the bridge, Sheet C7.9, does not show any glass panels.
Are glass panels to be an optional item?
Glass panels are not optional and are required as shown on sheets C5.1 and C7.4.
Specification Section 055400 – Aluminum Pedestrian Bridge, 1.2 Summary, A. Section Includes, #2 states: The bridge will be supplied by the government and delivered to the project site within the Park identified in the construction documents. The contractor will be responsible for coordinating the delivery of the bridge and unloading approximately 3 sections of the bridge and their related components and assembly on site.
Later in the Specification section – 1.5 Qualified Suppliers, Subfactor A States: Each bidder is required to identify their intended bridge supplier as part of the bid submittal. Qualified suppliers must have at least 5 years of experience fabricating aluminum bridge type structures.
Does this imply the contractor will be purchasing the bridge? Please clarify if the contractor purchasing the bridge or is the Govt.?
Section 055400 is hereby amended to state the Contractor will purchase and provide the bridge.
If Govt. is to purchase bridge, will hand railing on abutment walls be proved with bridge or will contractor have to fabricate?
This is not applicable.
If contractor is to purchase the bridge, will we be able to purchase bridge from an approved manufacture or will we have to use Gator Dock and Marine?
The Contractor is not limited to the bridge suppliers outlined in the contract documents.
The Contractor can purchase the bridge from any supplier that meets the requirements outlined in the contract documents.
Is there a location on site for the disposal of excavated material and cleared brush?
All brush and (unacceptable) excavated soils must be disposed of by the Contractor outside of Mammoth Cave National Park, in a legal manner.
20 Is there a load limit for park roads?
The load limit on pave roads within Mammoth Cave National Park is the same load limit that applies to vehicles on state roadways.
21 Is there an on-site water source that we will have access to?
There is no water source at the construction site.
There is water available from the water hydrant at the “boneyard” near the Facility Management Office at Mammoth Cave National Park.
It will be the Contractor’s responsibility to haul the water from the hydrant to the project site.
Will wall mock-ups be required for the stone form liner, or any other architectural concrete work?
Will the use of materials (e.g. wooden timbers) be permitted, to disperse the weight of equipment as to not exceed 90PSF on existing pedestrian bridges?
No.
24 Any work restrictions, such as weekends and holidays?
Normal work hours are 8:00 to 5:00 Monday through Friday.
The Contractor shall submit written requests to work outside of normal working hours.
Solicitation - Section L.8
Can the prime contractor use CPARS and CCASS documents on hand or do
We need to use the PPQ form provided?
Per L.8C2 “Offeror shall provide a copy of the form entitled “Past Performance Questionnaire”.
Although CPARS will be used it does not replace the requirement for the contractor to provide past performance section with their proposal.
Spec. Section 054000
N/A Are all bridge engineering and materials to be furnished by the Government or by the Contractor?
Section 055400 is hereby amended to state the Contractor will purchase and provide the bridge.
Spec. Section 013100, various Solicitation Section L.8
Can the Contractor Superintendent, Quality Control Manager, and Site Safety Manager duties all be performed by the same individual?
As long as one person can perform each duty as required, yes.
Pre-bid site visit remarks
Please confirm the overall contract period of performance and the anticipated notice to proceed date.
Per SF 1442, block 11 the contractor will have 260 days from receipt of the notice to proceed to complete the required work. Due to a current onsite contractor not being finished with their work when expected MACA is anticipating the onsite work will not begin prior to 4/1/2019. The POP dates will be adjusted at contract award.
Spec. Section 311013
Is all tree clearing and all tree removal to be performed by the National Park Service?
The Government will “fall” all trees that must be removed to facilitate this project.
The Contractor is responsible for the removal from Mammoth Cave National Park and the legal disposal of all downed trees.
Spec. Section 015000 N/A
Please confirm the location where temporary electric power is to be accessed for this project.
There is no temporary power on-site. The Contractor must provide their own temporary power.
Spec. Section 015000
Please confirm the amount and location of temporary fencing/barriers that will be required during the project. The documents indicate this must be approved by/coordinated through the National Park Service.
All Drawings and Specs.
Pre-bid site visit remarks The current documents are not sealed and signed by the designer of record. Please confirm what changes, if any, will be included in the next set of drawings and specifications to be issued under this solicitation.
The revised contract documents are attached for your review and action.
Spec. Division 31
Will temporary storage of disturbed materials along the trail have to be stockpiled between silt fences, or can there be other areas for temporary stockpiles?
Spec. Division 31
What is the distance between the silt fences along the trail, excluding the overlook area?
The plans show the loads for the bridge abutment could you please provide loads for the vertical and battered helical piers at the canoe launch.
36 What would be the required bearing depth of the helical piers?
The loads we are provided on the bridge’s abutment, going by soil borings it seems we will reach capacity for the loads approx 40' below grade, this is a est depth but wanted to check what the required depth would be for helical piers.
Can we use ATV/UTV’s to carry material to the abutment on other side of creek as long as we stay on the existing trail
Yes, and conform to the weight limitations outlined in the contract documents.
Can we get a 7000 lbs. mini excavator on the existing bridge and trail to install helical piers across creek.
Any equipment on the bridge and trail must conform to the weight limits outlined in the contract documents.
The testing for the helical piers, can these tests be performed by our engineers under direct supervision of a licensed engineer in KY
Section 3.7 states all helical anchors shall be proof tested. Do you have a specific deflection criteria or can we follow the criteria set forth in the AC358
Same question goes to 3.7c which states 10 percent of helical anchors shall be performance tested, what is the loading and deflection criteria for the performance testing.
The proof testing on each pier will cost around the 1600 to 1800 per pier due to the setup time of a beam and time to perform test. This will add approximately 8 to 9 days to job testing every pier. Also it may be impossible to proof test every pier on the job due to slopes and space limitations.
The performance test will cost around the $4,000 range for each pier tested due to having to drive non production piers to perform the test which will be cut off and left in ground once test is completed.
I just wanted to give you this info on the testing due to the cost of testing.
We can provide documentation and drawings on our piers and icc reports and testing our piers have been though and could save you money on the testing, if that will be acceptable instead of performing all the test in the field.
This being a Set - aside for small business, will the Prime Contractor be allowed to subcontract a portion of the work to a Large Business?
As long as the limitations on subcontracting clause 52.219-14 is met. That’s the reason for the completed subcontracting percentage worksheet; to ensure this clause is met.
45 Will we be allowed to spread the excess topsoil along the side of the trail?
As approved by the Contracting Officer, soils that meet the requirements of the contract requirements resulting from the trail and bridge construction can be used as fill adjacent to the bridge abutments and sidewalks.
All other soils must be removed by the Contractor, to an area outside of Mammoth Cave National Park and disposed of in a legal manner.
Is there a weight limit on the roads thru the Park?
(For the Concrete materials, rock, deliveries etc.)
