AMENDMENT 0001:
The purpose of this amendment is to accomplish the following:
1. Incorporate the latest revision to the DOL SCA Wage Determination:
FROM: DOL SCA Wage Determination 2015-4281, Revision 26 dated 10 May 23 TO: DOL SCA Wage Determination 2015-4281, Revision 27 dated 30 June 23
2. Respond to all vendor questions below:
Question #1:
We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Response:
These services were previously provided as task orders on a Regional Landscape Maintenance Multiple Award IDIQ contract. The most recent contract numbers are: 140P3022F0135, 140P3021P0086, 140P3020F0070.
Question #2:
I noticed that this RFQ is only for 1 base year without any options. We would request that this be a base year plus a minimum of 2 options.
Response:
The solicitation timeframe relating to period of performance will remain as indicated.
Question #3:
Will an area (laydown area) be provided to store equipment and supplies ex. Golf cart for liter patrol?

Question #5:

Response:
Contractor shall perform task daily by 10:30 AM, except for Christmas Day. Please refer to PWS and QASP for additional details.
Question #6:
Are gas blowers acceptable to use on location due to the DC ban?
Response:
The National Mall and Memorial Parks is a Federal property and follow Federal guidelines relating to the use of gas-powered blowers. Gas blowers are allowed for use on East Potomac Park landscape maintenance tasking.
Question #7:
Is the contractor responsible for pruning and or removal of shrubs/weeds along the fence next to the water?
Response:
The Contractor shall be responsible for removing all unwanted plant material, in consultation with the COR, up to the fence line adjacent to the water. This does not include vegetation growing in the sea wall.
Question #8:
PWS – Period of Performance – The period of performance appears to be for only 1 year with no Options. This makes for a potentially unfair balance of pricing to the government because of the capital purchase a potential contractor will have to make for a project of this size and must recover in 1 year, passing this cost to the government. Typically, this type of scope is awarded with a base and several options. We would request that this RFQ have a base and minimum of 3 option years and preferably 4 option years.
Response:
Please refer to the response provided in Question #2.

Who is the current incumbent, contract # and award amount?
