National Mall and Memorial Parks (NAMA) Catch Basin Cleaning 4/25/2022 Amendment 1 – RFQ 140P3022Q0005 – Answers to Questions
1. Will we have access to NPS fire hydrants to gain water for the cleaning of the catch basins; as in past catch basin cleaning contracts?
0. Yes, Contractor will need to use the one located at east Potomac Maintenance Yard.
1. Do you have as-builts of the trench drains? It would be good to know where the drains discharge into.
1. Yes, all as-builts that could be located are included as a new attachment issued with Amendment 1.
1. Will the border poles and gates around the Korean Memorial be able to be temporary removed to gain access to the trench drains?
2. No, The Government recommends that the contractor will need to have hoses long enough to reach the drain or have a trailer with an ATV to access the drain for washing and cleaning purposes. The sidewalks in this area are not wide enough for these large trucks – nor can they support the weight without possible damage. Additionally, there would be too great of a risk to tree root damage if trucks were allowed to drive in this area. Contractors should consider using Ash Road be behind the WWII Memorial to try to get their truck(s) closer. There are security bollards at the beginning of the sidewalk and contractors will not be permitted past that point in large trucks.
1. Are the concrete slaps (sic) covering the trench drains at the Korean Memorial to be removed by the contractor or NPS?
3. There are no concrete slabs covering the trench drains at the Korean War Memorial – they are granite. The contractor will be required to remove 5 granite caps, 1 on each end of the grate and 3 over each of the drain heads. See amendment 1 attachment images of stone removal tools.
1. Do you identify which sewers lines and/or storm lines to be cleaned?
4. The Government sought clarification with regard to this question. It is asking does the Government identify the ~2,000 linear feet of storm sewer and/or sewer piping ranging from 2 to 24 inches in diameter. This is specific to the PWS D.4.3. These services should be treated as will-call in nature. The COR will identify, at the time of need, up to 2,000 lf of storm sewer and/or sewer piping ranging from 2 to 24 inches during the contract year and from year-to-year based on the present need of the park at that specific moment in time. The location of the lines may change from year-to-year, however, the linear feet to be jetted shall not exceed 2,000 lf and the diameter of the pipe to be jetted may fluctuate only between 2 – 24 inches. Contractors are supplying a will-call service for jetting up to 2,000 feet of line cleaning and pipe inspection by camera. Contractors will be notified by the COR at the time the COR has identified a need for these jetting services. After being notified by the COR, the contractor is responsible for coordinating the jetting services of the identified line(s) with the COR. The COR and contractor shall keep written records of these will-call services by starting with a total of 2,000 lf and then subtract lineal footage after jetting services are completed. Once that record reflects that a maximum of 2,000 lf of jetting has been performed, the contractor shall not be called upon to perform further jetting services without equitable adjustment. Refer to the PWS D.4.3 for all tasks associated with jetting services.
1. Do you have replacement bolts and grates for the trench drains? They especially look in bad condition around the Lincoln Memorial.
5. The NPS does not have any spare drain grates or bolts. If the contractor experiences any issue(s) with removing a bolt or grate, they shall notify the COR for assistance prior to removal of any bolts or sections of grate.
1. Is the contractor permitted to bypass the standing water in the Oil Separator near the WWII Memorial into a nearby sewer line?
6. Yes, as long as the water is not contaminated with oil or sediment. If the water is contaminated, the contractor is required to remove and haul away contaminated water per D.5.3. The Government will provide an example of a waste management tracking sheet that the contractor will need to develop to capture mandatory data specific to waste removal from the park. This is different than the disposal receipt, however, the receipt may contain similar information that can be used on the waste management tracking sheet. Additionally, the Government will furnish with amendment 1 the pressure washing BMP. This document is a guide to stormwater protections to help with maintenance or project planning in the event pressure washing is needed.
1. Can the Government define specific tasks/work areas that can be performed during day shift vs night shift?
7. Per D.4 in the PWS - All work is to be scheduled and coordinated through the Contracting Officer’s Representative (COR). Work shall be scheduled in advance so that proper access to the area can be provided and shall be performed no earlier than 9:00 PM ET/ED and must be completed by 6:00 AM ET/ED unless directed, otherwise, in writing, by the COR for catch basins and oil on water separators. Sewage lift station pits and trench drain will be scheduled with the COR to occur during normal work hours 6:30 am ET/ED to 3:00 pm ET/ED. Storm and sewer pipe cleaning shall be scheduled as requested by the COR.
1. Does the government have a priority list for the order in which tasks must be completed?
8. The Government does not have a priority list for the order in which tasks must be completed. Any prioritization would be driven by emergencies and at present no emergencies exist. The trouble areas, specifically catch basing, are typically located around the Kendy Center and 14th and Madison.
1. Is decanting into existing storm drain systems allowed?
9. The answer is the same as question 7 – see above.
1. Can the government confirm the quantities under each task? It was mentioned that there are 15 Sewage Lift Station Pits and there are 10 listed in the scope.
10. The Government confirms the quantities provided in the PWS are provided as information only and is believed to be accurate. The Government expects contractors to use the information provided for pricing purposes. Any discrepancies found, shall be field verified and the COR shall be notified in writing. In this requirement there are 10 lift stations that need cleaned.
1. It was mention (sic) that no more than 50% of the Government contracted services may be performed by subcontractors. However, as noted in the solicitation on pages 21 and 22, in accordance with FAR 52.219-14 – LIMITATIONS ON SUBCONTRACTING (SEP 2021) (DEVIATION SEP 2021), (e) (4) and (e) (5) it would seem appropriate that the subcontracted portion of this work should not exceed the 85% and/or 75% of the Government contracted amount as the majority of this work is would be classified as “General Construction” and/or “Construction by Special Trade Contractors,” respectively, due to the nature of the work (including confined space entry) and the specialized equipment required to successfully achieve the objectives. Please confirm our understanding of the solicitation subcontracting requirements are accurate.
11. This requirement is for services only. This requirement is not for construction. Construction is defined at FAR 2.101 Definitions. It reads:
Construction means construction, alteration, or repair (including dredging, excavating, and painting) of buildings, structures, or other real property. For purposes of this definition, the terms "buildings, structures, or other real property" include, but are not limited to, improvements of all types, such as bridges, dams, plants, highways, parkways, streets, subways, tunnels, sewers, mains, power lines, cemeteries, pumping stations, railways, airport facilities, terminals, docks, piers, wharves, ways, lighthouses, buoys, jetties, breakwaters, levees, canals, and channels. Construction does not include the manufacture, production, furnishing, construction, alteration, repair, processing, or assembling of vessels, aircraft, or other kinds of personal property (except that for use in subpart 22.5, see the definition at 22.502).
This requirement is not constructing, altering, or repairing buildings (buildings include sewers and pumping stations). The sewer lines / pumping stations are existing therefor they are not being constructed or built. No alteration of the sewer lines or pumping stations is required in this action. No repairs to sewer lines / pumping stations are being sought in this requirement. This requirement is only for cleaning services and is therefore defined as a service requirement and subject to the Service Contract Act. Considering this requirement is for services only and is set-aside for total small business, FAR 52.219-14 (e)(1) Services - requires that the prime contractor self-performs a minimum of 50 percent. The prime contractor is permitted to subcontract a maximum of 50 percent of this contract.
