About this file
This document contains a sample task order and mock task order related to the operation and maintenance of the Interagency Monitoring of Protected Visual Environments (IMPROVE) network.
The National Park Service seeks to operate and maintain the 157-site IMPROVE network to monitor air quality and visibility in national parks. Services required under the sample task order include network operations such as site maintenance, data management and quality assurance. An additional 20,000 filter samples per year require gravimetric, elemental and optical absorption analysis. Deliverables include biannual quality reports, quarterly data transfers and documentation updates.
The mock task order outlines optional tasks such as establishing a new IMPROVE site, conducting a special study at Colorado National Monument, coordinating outreach recognition for site operators, increasing routine site maintenance visits, and developing methods for a lower-cost IMPROVE site monitoring approach. All tasks are to be completed by June 30, 2021.
The related federal contract opportunity is solicitation number 140P2120R0017 for IMPROVE network operations, issued under National Park Service agreement NR-ARD-17.

SCOPE OF WORK
IMPROVE Network Operations and Filter Analysis
SAMPLE TASK ORDER
BACKGROUND
The National Park Service (NPS) conducts air quality monitoring to better understand visibility in the national parks. The objective of this Sample Task Order is to operate and maintain the IMPROVE Network, the primary visibility monitoring program for NPS, and to carry out gravimetric, elemental and optical absorption analysis on the collected filters. Price proposals should be based on the current network, which includes 157 sites, with 158 monitors (Phoenix has two collocated monitors). The Period of Performance for the Sample Task Order is one year. Specific tasks are listed here.
TASKS
1) Network Operations (Task 3.3) The Contractor shall assist NPS in operating and maintaining the IMPROVE particle monitoring network. This task includes, but is not limited to: training agency personnel to support routine site operations; communicating with site personnel; coordinating shipments of all IMPROVE filters; providing routine preventative service of instruments; maintaining equipment; supplying Teflon and nylon filters; coordinating analysis of selected filters for ion and carbonaceous material with the appropriate contractors; conducting an internal quality assurance program; participating in laboratory and field audits; storing Teflon filters for the duration of the contract; reducing the IMPROVE data and submitting to the appropriate databases; maintaining current documentation for the network; participating in the IMPROVE Steering Committee Meeting; and archiving all IMPROVE data for the duration of the contract.
2) Filter Analysis (Task 3.4) The Contractor also shall analyze all fine (PM2.5) and total (PM10) Teflon filters for mass concentrations, analyze all fine Teflon filters for elemental concentrations of the species listed in the RFP, and conduct optical absorption on the Teflon filters. This task order is based on 20,000 filters analyzed annually, as specified in the RFP for each of these analyses.
DELIVERABLES
Quality assurance report: a summary report on quality control data shall be provided to the COR twice per year.
Database and transfers: data from the network should be maintained in an SQL Database. ASCII files of valid data should be transferred to the IMPROVE/FED and the EPA AQS databases, or other database as directed by the COR, on a quarterly basis.
System configuration: a description of the network, including all site locations, shall be submitted to the COR upon request.
Analysis software: code associated with data editing and reduction shall be submitted to the COR upon request.
Standard Operating Procedures (SOPs). Current SOPs for Network Operations and Analysis shall be maintained and updated on the IMPROVE website.
Quality Assurance Project Plan (QAPP). The QAPP shall be updated and provided upon request, as required by EPA.
Desired Delivery Schedule All of the Tasks listed (1-2), and the associated deliverables, shall be completed by the end of the Period of Performance. The Contractor is responsible for coordinating all tasks to ensure the work is completed in a timely and efficient manner.

SAMPLE TASK ORDER 2. SITE TASKS
BACKGROUND
The National Park Service (NPS) conducts air quality monitoring to better understand visibility in the national parks. The objective of this Mock Task Order is to implement several Optional Tasks associated with the IMPROVE Network, the primary visibility monitoring program for NPS. Cost proposals should be based on the tasks described below. The Period of Performance for the Mock Task Order is July 1, 2020 – June 30, 2021. Specific tasks are listed here.
TASKS
1) The contactor shall establish a new IMPROVE site (Optional Task C.4.1. Establishment of New Monitoring Site). The contractor should assume that all parts needed for the IMPROVE sampler are provide by NPS, but that an open air sampling structure (http://vista.cira.colostate.edu/improve/wp-content/uploads/2018/01/IMPROVE-SOP-126_Appendix-E_Open-Shelter-Specifications_12.2017.pdf) will need to be built onsite by the contractor. For the cost estimate, do not include travel costs to and from the site. To establish the new site, the contractor shall:
· Purchase all necessary part and install the sampling structure for instrument installation.
· Install all components needed for an active IMPROVE site and conduct any initial tests required to ensure proper operation.
· Train agency personnel responsible for routine operation of instruments.
2) The contractor shall participate in a Special Study at Colorado National Monument (Optional Task C.4.7. Special Studies). The contractor shall deploy an IMPROVE sampler at the site for 1 year, which will operate on a one-in-three day sampling schedule, and shall coordinate analysis of the filters. As part of this task, the contractor shall conduct gravimetric, elemental and filter absorption measurements, consistent with the routine monitoring program. Ion and Carbon analysis will be conducted by separate contractors and those costs should not be included here. At the end of the study, the contactor shall provide all processed data (including from the Carbon and Ion Contractors) and decommission the site, returning all instruments to storage. For the cost estimate, assume that the IMPROVE sampler is provided by NPS, and that a sampling structure is already in place. For the cost estimate, do not include travel costs to and from the site.
3) The Contractor shall help oversee outreach activities related to the IMPROVE Program (C.4.8 IMPROVE Outreach), aimed at recognizing IMPROVE site operators. For this effort, the Contractor shall summarize site statistics (e.g. years of service, sample collection efficiency, changes in visibility over the lifetime of the site), provide some form of recognition (assume $20 cost per site), and distribute these summary materials to every site.
4) The Contractor may be asked to increase the frequency of site visits for routine maintenance (C.4.9. Change in Site Maintenance Schedule) so that every IMPROVE site is serviced every year, adding 80 site visits per year to the current schedule.
5) The contractor shall develop methods to enhance current IMPROVE measurements to allow for cost savings measures (Optional Task C.4.10. Development of Measurement Methods). The proposer should outline a “Reduced Cost” IMPROVE site that would (1) include fewer measurements than a typical IMPROVE site (as described above); and (2) still collect sufficient data to allow for calculation of visibility conditions. Cost estimates should only include the anticipated effort to develop the “Reduced Cost” site.
Desired Delivery Schedule All of the Tasks listed shall be completed by the end of the Period of Performance. The Contractor is responsible for coordinating all tasks to ensure the work is completed in a timely and efficient manner.
