About this file

This document contains questions and answers regarding a request for proposal for network operations and filter analysis services. The solicitation seeks fully loaded labor rates for operating and maintaining an environmental monitoring network, analyzing collected samples, and performing related tasks over a one year period. Bidders should submit their responses directly to the National Park Service contracting officer with an optional copy to another agency point of contact. The proposal form should be filled out but references will provide input after bid submission. Clarification was provided on including all network operation costs within the filter analysis line items and on the number and scope of tasks described in the sample orders.

Text version

Regarding B08 Attachment 1 IDIQ pricing schedule.xlsx, I have two questions.

a. Tab 2 has a title “Network Operations and Filter Analysis” but only has rows for costs for Filter Analysis. Should we include all the costs for operating the network (e.g., sample collection and field maintenance) in with the Filter Analysis costs? If not, there is no place to enter the costs for operating the network in the workbook. In addition, there is no place to enter any details for these two tasks.

The price schedule has been fully revised to add clarity to pricing of these costs.

b. On Tab 3 Labor Rates, should we provide the fully-loaded rates including benefits and overhead in this worksheet or simply the base pay rates?

Fully loaded rates only.

2) Regarding B08 Exhibit 1 Sample Task Order 1 and 2, I have two questions.

a. As in #1 above, the first task specifies both Network Operations (Task 3.3) and Filter Analysis (Task 3.4), but the worksheet only has rows for costs associated with the Filter Analysis and no place to enter details for these tasks.

b. The worksheet and document have different numbers of tasks in them. The Excel worksheet lists five tasks while the document only lists four tasks. Both files are attached here for quick reference. The task missing from the document is “4.9 change in site maintenance schedule” which is described briefly in the SOW. Should we assume the task would be to perform maintenance at every site for one year?

The sample task orders have been revised to more appropriately address task 4.9.

3) Do we complete the Past Performance questionnaires in their entirety or do we just fill out the top portion and include the half-filled forms in the proposal?

The bidder would fill out the top portion, then submit to the evaluator for their input as refrences, before returning to me for submittal.

4) Please verify that the proposal should be submitted directly to Casey_Winters@nps.gov. Should anyone else be copied?

This is correct. The CO, paula_johnson@nps.gov may also be copied.
