# Bidder Question NPS Response 1 Please reference specification section 07 31 29 para 2.7 and 09 93 13 para 3.6.A.
Please clarify if wood roofing shingles are to be stained/sealed.
Per the Drawings and Section 07 31 29, only the mated shingle undercourses shall be "sealed" by dipping in wood preservative or immersion in stain prior to installation. After installation, all exposed roofing shingles shall be finish‐stained.
2 I don’t see an exterior finish carpentry specification. Please clarify the species of the new soffit/fascia on Samuel Hartwell Shelter.
See response for Item 4 re: finish carpentry. Per drawings, replace in‐kind matching existing conditions.
3 Please confirm all Douglas Fir structural lumber is to be pressure treated KDAT. Omit pressure preservative treatment for timber not in direct contact with ground. At Specification Section 07 31 29, delete subsection 2.3, paragraphs A. (Preservative Treatment by Pressure Process") and B. from Section 06 10 00. Retain and comply with paragraphs C. and D. which address required field‐application of preservatives at exposed endgrain, newly crosscut grain, etc.
4 Please refer to specification 09 93 13 para 3.6.A. This paragraph indicates a penetrating sealer to be applied to new plywood roof sheathing. The plywood specified for the roof sheathing is marine grade. Please clarify if plywood needs an additional penetrating sealer.
No penetrating sealer is required at the marine‐grade plywood; delete reference to sealer in paragraph 3.6 A of Section 09 93 13. Exposed plywood is designated for finish stain, however, together with the timber framing. Add the following General Note to Drawings
A1.2 SECOND FLOOR AND FRAMING PLAN, A1.3 ROOF SHEATHING PLAN AND ROOF PLAN,
A2.1 SOUTH & EAST ELEVATIONS, A2.2 NORTH & WEST ELEVATIONS and A4.1 TIMBER FRAME DIAGRAMS AND SCHEDULE: "Provide finish stain at all existing and new timber framing, finish carpentry and exposed plywood sheathing, in accordance with Section 09 93 13.
Finish stain underside of plywood sheathing in the field, before or after securing sheets to timber framing. (In 06 10 00 1.1 B.3, delete references to sealer at marine plywood.)
CORRECTION: At drawing Detail 10 / A5.1, change note referring to soffits as "1x" to "Marine‐grade plywood, thickness to match existing."
CORRECTION: In 06 10 00, subsection D. MISCELLANEOUS MATERIALS from article 2.6 FASTENERS and add it as a separate article 2.7 MISCELLANEOUS MATERIALS.
Regarding in‐kind replacement of finish carpentry (e.g. fascia, rake boards and associated trim) at Hartwell Shelter, comply with AWI Premium Grade Standards (Section 1700 of AWI QSI for grading, construction, and finishes. Unless specified otherwise, provide clear, vertical‐grain SPF softwood.

6 Do Steel pipe rail require refinishing prior to re‐installation? Refinishing steel pipe handrail and associated iron fittings is N.I.C.; reinstall as‐is, incorporating new galvanized wood screws matching existing.
7 Due to the extensive structural timber replacement, is it acceptable to dismantle/reassemble the structure in its entirety?
Regarding "means and methods," a proposal to thoroughly document and deconstruct the entire timber structure and then reconstruct the coordinated new and salvaged existing timber, all at no additional cost to the Government, would be acceptable ‐‐ subject to Government review/approval of the proposed sequence, including shoring of the roof framing assembly. Refer to 06 10 00, 3.1 TEMPORARY SHORING.
8 Specification 01 31 00 para 1.10 states that the Government will obtain a SWPP permit if needed. With the addition of driveways/ impervious pavements and septic systems at multiple locations, in multiple jurisdictions adjacent to wetlands, will the contractor be responsible for any environmental permitting? If so, what specifically? If this permitting is to be obtained by the Government, what is the anticipated timeline for obtaining the required permits and what sites will this permitting effort affect? It is understood that permits are needed from board of health for the septic installations, but it is unclear if local conservation commissions have been involved to date.
Contractor will be required to prepare and file any required SWPPP for work within this project. Contractor will be required to obtain all permitting necessary for work.
9 Please confirm CQC manager must be a dedicated person assigned no other tasks including supervisor.
QC Manager does not need to be a dedicated individual. This position can be combined with other Key Personnel positions, if the contractor chooses to do that.
10 Please refer to specification section 31 00 00 para 3.15 and clarify what types of soils, if any, will be stockpiled or spread within the Park and not require offsite disposal.
Surplus excavated soils will need to be disposed of offsite. Appropriately excavated and stockpiled topsoil may be reused in disturbed areas around construction sites.
11 For purposes of determining area of disturbance for NPDES compliance, is it the total disturbance at each individual site or is it in total of all site in this contract?
NPDES disturbance should be computed per site.
12 Page 2 of Septic SOW states “ An archeological monitor will be required, provided by the contractor to monitor all excavations.”. Typically archeological monitoring is provided by the Park. Please clarify if archeological monitoring will be provided by the Park at no cost to the contractor. Please confirm whether this is the case for the project as a whole or just the septic scope of work.
Archeological Monitor will be provided by NPS.
13 Could you please provide the wetlands delineation report referenced on page 2 of the Septic SOW. Have the wetland boundaries been approved by the respective conservation commissions?
Report provided as attachment to solicitation. These boundaries should be considered official for the purposes of construction.
14 Are CAD drawings of the Topographical surveys for the (6) septic locations available for use in the design process? Is any additional topographic survey required?
CAD drawings of the topography for the septic locations will be available for the design process. The information should be sufficient to design the septic systems. Additional information can be obtained as needed.
15 Tasks in the Septic SOW have durations associated with each. Some of these timeline may not be feasible (such as 60 days to design and permit (6) septic systems. Are these timelines rigid or do they have flexibility?
Durations were provided as guidelines for scheduling. A final schedule will be agreed to mutually between NPS and the contractor.
16 Are design documents required to meet DSC standards or is it only necessary from them to meet the standards of the local permitting agencies? DSC drafting requirements are very specific and time consuming.
Contractor and engineer to produce drawings that are acceptable for construction and permit application with all jurisdictions with authority for permitting. Contractor shall provide a copy of design drawings, as‐builts, and CADD files to NPS as part of close‐out.
17 Is it acceptable to abandon/infill existing septic tanks in accordance with MA DEP procedures or must they be completely removed?
Septic tank structures shall have the tops broken to allow for complete backfilling and compaction. Bottom of the tank shall be cracked to prevent water form collecting in the bottom of the tank.
18 Is there a basis of design/specification for the pre‐packaged grinder pump systems? Basis of design shall be Environment One residential grinder pumps or equal
19 Is there a basis of design product for the septic root barrier? Basis of design shall be Biobarrier by Typar or equal
20 There is conflicting information in the Septic SOW as to whether a manhole or a 1,500 gallon septic tank is to be installed at Stow‐Hardy. Task #8 indicates 1500 gallon tank however task #10 & scope and objectives indicates a manhole. Please advise.
A septic tank is required for the work at Stow Hardy. As‐builts indicate an existing service line to the distribution/field, but no tank. Mention of manhole is an error, and Installation of manhole is not required.
21 Have any perc tests been completed for the systems in the current configuration shown in the SOW?
No formal perc tests have been conducted.
22 Task #12 requires directional drilling for the force main installations at Stow‐Hardy and Joshua Brooks. It may not be feasible/possible to directional drill in the soil type present at MIMA. What is the intent of the directional drilling. Is open excavation an option if directional drilling is not feasible/possible?
Directional drilling is the preferred option for this work.
23 There are many unknown factors at this time that will go into determining the final design/location of the septic systems. For purposes of this proposal, shall the contractor consider the preliminary designs/locations as shown in the Septic SOW as feasible and acceptable to all permitting agencies in terms of pricing? If major changes to design/materials/location is required as a result of the full design and permitting process, will these changes be considered unforeseen and dealt with as a contract modification?
Septic fields shall be bid as shown on the drawings. Major changes required as part of the permitting process will require a contract modification.
24 Have local boards of heath and conservation commissions been involved with any of the proposed septic designs/locations?
Local health officials are aware of the septic projects.
25 Please confirm local and state agencies are the authority having jurisdiction over septic systems on Federal land. If not, who is the appropriate AHJ?
Board of Health for the Lexington, Lincoln, and Concord.
26 Please provide more information regarding the proposed stone stoop as shown on 8/L11.2. What kind of stone, finish, etc.
This is called out in a few places. If an stone stoop exists, it needs to be reset as shown in the detail and the original stone used if possible. If it is a new install, it should be a natural cleft or tumbled bluestone, sample to be approved by CO.
27 Please confirm correct solicitation no. is 140P2023R0127. Correct. The solicitation number was changed to 140P2023R0127 28 Will the Gov’t consider more time for additional questions? The deadline for questions has been pushed back to July 17th.
29 Can Safety Manager and Superintendent listed in Section H of solicitation be fulfilled by the same person, given that person meets both sets of qualifications?
