About this file

This amendment modifies a solicitation for restoration work at Castle Clinton National Monument in New York City. The work includes replacing deteriorated stone elements with new stone to match existing, and installing new sheet lead flashings. The amendment provides responses to offeror questions, clarifying that dimensions in the price schedule are in inches, and adjusting the warranty period for sheet lead from 60 to 20 years to align with manufacturer standards. It also explains that flashing attachment details in the drawings illustrate design intent, and that shop drawings are required for approval prior to installation. The proposal due date remains July 27, 2020, with all other solicitation terms unchanged.

3. The special warrant stated in section 076200 paragraph 1.10 for a 60 year manufacturers warranty is problematic. We checked with our vender manufacturer for sheet lead and no such warranty is offered, nor will they offer such a warranty. From an GC and installers perspective, our surety will not bond a project with such warranty requirements. Will NPS remove this warranty requirement given it can't be offered by the manufacturer?

Specification Section 076200 - 1.10.A.2 is changed from a 60 year warranty period to 20 year warranty period.

4. Detail 6/A3.0 is not clear on how the cleat will attach to the coping stone? Is this attachment to be designed by the installer? Or does NPS have a preference on how to attach the cleat.

No mechanical fastening into the stone is permitted for flashings or attachments. Details illustrate design intent. Per Detail 6/A3.0, cleats shall not be attached directly to the coping stones, but are to be tack welded to the metal armature provided by the Contractor. The armature shall span each coping stone and shall be secured to the coping stones by insetting each end within the stone joints using fixing clips with sealant (see Detail 4/A3.0). Armature shall be custom fabricated based on the radius and lengths of the coping stones to be verified in field. Shop drawings and mock-ups are required to be completed by the Contractor for approval following inspection of existing conditions.

5. Detail 2/A3.0 does not show a cleat or clip anchor detail for the back edge/hem of the lead panel intersection with the roof apron flashing.

Is this attachment to be designed by the installer? Or does NPS have a preference on how to secure the panel to the substrate?

No mechanical fastening into the stone is permitted for flashings or attachments. Details illustrate design intent. Cleats and clips are not to be used at the back edge of the coping flashing where it intersects the existing roof flashing. Per Detail 2/A3.0, a non-moving flat-lock seam with sealant shall be used to secure this edge of the coping flashing to the
