Question Answer Plans indicate that we are to match the existing

SS bolts to fasten the new battens. What size are the existing SS bolts used to fasten the battens?

Please confirm.

Based on the original drawings, the bolts are 1/2‐inch diameter, countersunk, spaced 4’‐0” O.C. max, and located 6‐inches from the end of each batten. This will need to be field verified by the GC. The replacement bolts, nuts, and washers are to be stainless steel. The existing holes in the existing armatures are to be reused so locations will need to be verified in the field by the GC. Noted at detail 5/A27.

Please provide more details of the armature for attaching the battens, i.e., size, thickness, material, etc.

The armatures were part of the original structural design drawings which was not available to the design team. Except where armatures are discovered to be severely damaged or structurally unsound once exposed, no steel armatures are expected to be replaced in part or in whole or to be redrilled. They are to be prepared and repainted. They are to be wrapped entirely with the self‐adhered air barrier to assure that the air‐ and water‐barrier system is contiguous at all locations.

Noted at details 5/A27 and 2/A30.

Spec 01 27 00 CLINS don’t match up to SF1442

CLINS – Is there a CLN 6 required for site improvements for Phase II?

As the design team understands it, site improvements would include changes to the site to accommodate the work of both phases. Clean up, finished grading repair, turf restoration, and the like would still be required at the end of each phase as part of that phase. Extent of site improvement scope is noted on the sheet G6 Sheet notes and applies to both Phase I and Phase II of the project.

What commissioning is required? Commissioning is currently not included in the scope. Unless added to the scope, references to commissioning are moot.

Coordination Drawings‐ ‐ why are these included in spec 01 31 00?

The intent of the shop drawings required under Section 06 40 13 –

Exterior Architectural Woodwork is to comprehensively show all architectural in one coordinated set of shop drawings and to include all related Work. Work related to mechanical and electrical scope and signage scope would also be shown. Division 1 coordination drawing requirements can be met via the Division 6 coordinated shop drawings.

Is this an Historic Preservation project? Why does it require an historic preservation treatment plan?

The Filene Center is not currently listed on the National Register of

Historic Places. However, this project is to be undertaken with the idea that in order to be eligible to be listed in the future, it is imperative that the work faithfully replicates the appearance of the construction in place before construction begins.

What are the required dimensions for the exterior and interior signs?

The intention is to match existing where possible unless superseded by the information on the signage schedule on Sheet A19. In all cases new signage needs to meet ADA requirements. If this requires increasing the sign size or contrast, please clear this with the CO before submitting.

The specs call for photopolymer or sandblasted polymer photopolymer signs are not the best material for exterior applications please advise.

For the sandblasted polymer ‐ is the architect referring to MP Plastic signs which are typically sandblasted or sand carved?

Such types of signs are present now in limited quantity. The design intention is to match existing sign construction and appearance to the greatest extent possible. If other types of sign construction are acceptable to the CO, they may be offered.

Concealed fasteners are specified. Alternatively, are mechanically fastened with security screws acceptable?

Concealed anchors are required for new signs. Existing signs that are to be salvaged and reinstalled will use stainless steel anchors of as low profile a head as possible. Anchor heads are required to be painted to match adjacent sign color, as noted on A19.

The specs call for “slide in changeable signs”.

This is usually not done on an exterior application, since they will trap water. Please confirm this is the sign that is needed.

This is only required for any slide‐in interior signage that is being replaced and is required to match existing.

In reference to 05‐01, hat is the spacing of the stainless steel bolts that bolt the Douglas fir battens?

Based on the original drawings, the bolts are 1/2‐inch diameter, countersunk, spaced 4’‐0” O.C. max, and located 6‐inches from the end of each batten. This will need to be field verified by the GC. The replacement bolts, nuts, and washers are to be stainless steel. The existing holes in the existing armatures are to be reused so locations will need to be verified in the field by the GC. Noted at detail 5/A27.

Architectural drawing A‐17, Keynote 06‐19 references "radiused face ribs at 2'‐0" O.C." for the Fins. What size are the face ribs and what is the material? Please advise.

These are preservative pressure treated 2X members at 24‐inch O.C.

max. Conditions within the fins are not entirely clear based on the original drawings. The intent is to replace the existing wood but reuse existing armatures of steel clip angles or other plate assemblies that are to be field verified by the GC. New stainless steel anchors are required. Match existing conditions field verified by the GC. All such members are radiused or curved at the face to match the profiles of the existing wood to be removed. All field cuts are to be fully perseverative treated.

Drawing A11 Detail 2/A11, amphitheater walkway Key Notes 06‐07 indicates “Provide

Douglass Fir Railing…...Bottom Rails where as

Key Note 02‐02 indicates “Existing Railing to

Remain. Should we assume “Douglass Fir

Cladding is NOT needed to the underside of the

Walkway Railing on the Key Note 02‐02 side?

Correct, no work is required to railings or the bridge otherwise to the right of the demarcation line, so noted with 02‐02. This applies to both site bridges at the project north side of the building.

The documents reference a sediment control plan requirement per NPS and Fairfax County, due to there not being any ground disturbance for the work please confirm that this plan is needed.

If ground disturbance triggering this plan is included in the means and methods to access the facades to execute the Work, then such documents shall be provided by and submitted by the GC in such a timely manner that the project schedule is not delayed. If one plan is permissible for both phases that is acceptable.

The specifications require a Under‐An‐Acre

Pollution Prevention Plan. Please confirm and clarify.

Refer to RFI 64, ground disturbance is anticipated as part of the site logistics. Please provide this related to the Work in each phase. If one plan is permissible for both phases that is acceptable.

The specifications indicate the General

Contractor will need to provide a licensed arborist. Please confirm and clarify as drawing indicate NPS will remove vegetation.

Protection of existing trees and other plantings to remain are the responsibility of the GC. Please provide services of an arborist as required to prevent damage to trees, plants, roots, etc. Refer to G6 and G7 for additional tree protection information.

The specification state the contractor shall provide structural engineering of anchorage.

Please confirm and clarify.

The final design of the replacement wood siding and all related Work is to be covered in the coordinated shop drawings under Section 06 40

13 – Architectural Exterior Woodwork. The anchors for all this work including but not limited to the siding, trim, soffits, railing assemblies, furring, blocking, copings, caps, etc. are to be spaced, sized, and selected by a professional engineer in compliance with current ASCE

07 and related requirements to suit the conditions in the field to be verified by the GC. However, the new anchors for the replacement battens are simply to match existing except in stainless steel anchor, nuts, and washers.

Sheet G0, note 04‐01 States to provide solid grout fill at CMU cavities, please clarify the extent of this scope. Unable to find this note on the drawings.

Where anchors are required to be installed into existing CMU such as at the exterior restroom door frames, confirm that cells of CMU are grouted solid before drilling new frame anchors. If hollow, grout solid prior to anchoring. Anchor when grout is at strength acceptable to anchor manufacturer. Refer to the door details on sheet A28, specifically 3/A28.

Sheet GO note 05‐04 states to prepare and paint armatures, Please provide a drawing showing the extent of this work. The armatures are only shown in detail cuts on the drawings and not clear of the extent of items to paint.

The design team does not have structural or steel fabrication drawings for these armatures. They are understood to span vertically from horizontal structural member to horizontal structural member the entire vertical height of the batten; for all intents and purposes they are understood to be continuous with structural vertical slip connections at the top end of each armature length. The armatures are to remain in place and the structural connections from these to the building structural frame are not expected to be disturbed, replaced, or adjusted. Any damage to these structural anchors needs to be reported to the CO.

Please clarify the scope of preparing, are we to only assume air blasting or is rust present to where wire brushing or sand blasting is required?

Please do not use sand blasting on this site. Air blasting is not preferred as it could dislodge wall sheathing, insulation, and interior drywall or force grit and odors into the building. Hand tool cleaning is assumed unless rust is found where mechanical preparation may be required to accept the primer. Structurally damaged armatures, if present, would have to be repaired. There is no evidence to suggest that armatures are structurally damaged or even heavily rusted, but some surface rust should be assumed.

It appears there may be some interior patching of drywall around some new storefront door w sidelite and additional sidelite on the east elevations. What is the extent of the interior painting? Please provide the height and width of wall to paint, if the entire wall is to be painted.

Interior painting is to match existing color and sheen as approved by the CO to the closest surface demarcation point at the perimeter of the wall surfaces and the like. If the wall is in a stage space, backstage space, or in a location inaccessible to the public such as the roof access doors, an orthogonal limit of painting may be proposed to the CO around the area of work.

Please confirm blinds are not required on the awning windows since not mentioned on A19

Correct, no window coverings are scheduled for these clerestory awning windows.

Sheet A19, notes 6&8, states to remove and re‐ install curtains on the storefront window and door as well as to provide blinds for each. Is this correct and also confirm no other blinds are required to other storefront locations

Correct, salvage and reinstallation of the curtains and valances as well as provision of new miniblinds is required in room 009, The Green

Room. There is no other storefront in the project. Windows scheduled to have miniblinds will also receive new miniblinds and the old ones will be disposed of per project requirements.

Sheet A19, the number of new signs we are to include is unclear, please provide a total count of new signs that are to be included as well as the count of existing signs that are to be re‐used.

Additional clarifications include adding sign SN14 on each side of the active leaf of Door E0. There are also (5) existing no smoking signs near the loading dock area that will need to be removed and reinstalled. For all other signage scope questions, please refer to the

New Sign Location Schedule, the associated notes, and conditions in the field.

Spec section 01 08 10 13.13‐1 1.2, A states the

Chain of Custody is required for wood products but this is not listed in the wood siding specifications. We are hearing of wood supply shortages and feel this requirement may further hinder the supply of this much treated FSC wood. Is this FSC certification required? Please consider removing this if it is.

Division 1 covers all technical sections. FSC is required at this time.

Sheet A18, Door E0 shows to be door/frame C, which is shown as a double flush door, but the notes state to provide fire rated laminated glass.

Please clarify.

E0 Door Type is A, and Frame Type should also be A (not C), each leaf has lites.

Please confirm that doors E10, E11, E12, E13, and E17 all have similar hardware and electrical connections are already at the required locations at each door.

No, new power supply and conduits are in this contract, please see electrical scope for these doors on sheet E7. Also note that these doors require new actuator buttons, conduit, etc. However, door contact wiring and conduits are already in place and need to be tied to the new door contacts by the GC.

Please confirm the existing overhead doors are wood to where the new siding can be nailed or are they metal to where screws will be required?

Original drawings listed insulated doors as steel. Match the mounting method as determined in the field. Use stainless steel anchors. If anchors are exposed to the exterior at this level, finish heads to approximate color and sheen of wood.

Please confirm brackets for the overhead door tracks have the extra room for adjustment for the extra ¾” of siding or is siding already on the doors and just being replaced?

The latter is accurate; the siding is simply being replaced in kind at these particular locations in order to fit the existing door tracks and clearances. Refer to details on sheet A22.

Spec section 08 11 13‐3, 2.3, B 2 b calls for welded door frames. Please confirm. We cannot set fully welded frames into existing metal stud wall openings. They will need to be provided knock down frames, anchored and holes filled in the field. Typically, the corners are filled as well but not welded. Welding in a finished building at all the doors is dangerous and the protecting of the adjacent areas will be expensive.

Knock down frames are acceptable, provided the holes for anchors are filled and ground smooth.

If welded frames are required, please show the area on the interiors as to where the walls will need to be repaired and re‐painted “corner to corner”.

Knock down frames are acceptable, provided the holes for anchors are filled and ground smooth.

Frames the are placed in existing CMU or concrete walls cannot be filled with grout as shown, please confirm the frames do not require to be grouted.

Please fill with grout after installation and cover grout holes with metal filler cap at the top of the jambs.

Sheet G6, note 9 states to provide a sediment and runoff control plan. Is this required since grading and moving dirt is not anticipated?

If ground disturbance triggering this plan is included in the means and methods to access the facades to execute the Work, then such documents shall be provided by and submitted by the GC in such a timely manner that the project schedule is not delayed. If one plan is permissible for both phases that is acceptable.

IAQMP‐ why required all work outdoors? If an IAQ (Indoor Air Quality) plan is needed per the means and methods to access the facades to execute the Work, then such documents shall be provided by and submitted by the GC and in accordance with the specifications

SWPPP‐ why required? Is Under an Acre PPP sufficient?

The Under an Acre PPP should be adequate, however if the means and methods to access the facades to execute the Work, including laydown areas and material storage exceed the (1) acre then such SWPPP documents shall be provided by the GC and in accordance with the

Specifications

Can environmental Manager hold other duties/responsibilities?

Yes, the Environmental Manager can hold other duties/responsibilities as long as all held duties and titles are staffed by a resource that holds the required knowledge and experience as listed within the

Specifications to perform assigned duties.

Factor 2 Subfactor 2A Management Approach‐

RFP states that the narrative is limited to 10 pages. Please confirm if Org chart, roles & responsibilities, and Risk mitigation are

INCLUDED or EXCLUDED from the 10‐page limit.

If INCLUDED, please consider allowing additional pages, as 10 is not sufficient for providing a thorough and complete response to the proposal criteria/evaluation factors.

The Org Chart, Roles & Responsibilities and Risk Mitigation are

EXCLUDED from the page limit.

Reference: 17.SUBFACTOR 2B – SAFETY: Does this section have any page limitation? Or is it intended to be included in any aggregate section with a page limitation?

There is currently does not have a page limit.

In order to properly evaluate staging options, we need the existing structural plans for the building. Would it be possible to provide copies of as‐built structural plans?

These as‐built structural plans have not be located to date. If they are located before bids are due, they will be shared in a future amendment.

For the representations and certifications, if paragraph d applies do we need to include the whole section or just the first page of this section?

We are unsure of what section of the Specification this question is referencing.

The specifications state that a Historic

Preservation Plan must be submitted prior to the pre‐construction conference. Please confirm that the property is historic and if this plan is required.

CLR is in process. Until further notice or finding it must be treated as historic.

The specifications state that a Temporary Storm

Water Pollution Prevention Plan, Indoor Air

Quality Management Plan, and Contractors

Commissioning Plan are required. Please confirm if these plans are requirements.

Reference Question 16 and 17 for the responses per SWPPP and

IAQPP. Reference Question 14 for Commissioning.

Please confirm and clarify these requirements for Tree and plant protection/erosion and sediment control.

Tree Protection, SWPPP/UAPPP have been addressed in other questions and answers within this amendment, please review previous responses.

Sheet G6, tree protection, please confirm safety net fencing and wood or metal post is adequate for tree protection measures.

Means and methods to access the facades to execute the Work is left to the Contractor, the requirement remains that tree protections are required and the contractor should put in place measures that conform to this requirement.
