The purpose of this amendment is to make the following changes, clarifications, and responses to questions received as of February 27, 2020 as described further in this Amendment No. 0003.
The contracting officer will not accept future questions regarding the referenced solicitation.
The Time and Date set for receipt of proposals remain unchanged from March 04, 2020.

This amendment 0003 does not modify the drawings.
The following questions have been received to date regarding this solicitation. Responses are included with this amendment as shown below.
QUESTION 1:
Are all necessary Gov Furnished Items already powder coated?
RESPONSE TO QUESTION 1:
Thirty-three (33) of the Government Furnished chime aluminum chime tubes are powder coated
(exterior only). The new Fabrication Contractor is required to complete powder coating of ten (10) chime tubes as well as all of the sails constructed under this contract by the new Fabrication
Contractor.

QUESTION 2:
SECTION 11 62 18 - WIND CHIME ASSEMBLIES - States that (40) units are needed plus (3)
Spare Assemblies. The Gov Furnished Parts Tracker shows quantities of parts already in hand. We have noticed that the correct number of parts to complete the project is not listed on the Gov
Furnished Spread Sheet. Would the Fabrication Contractor be responsible for completing the parts that are missing to complete all the assemblies or would those be coming from the original fabricator?
RESPONSE TO QUESTION 2:
The new Fabrication Contractor shall consider the quantities in the Government Furnished material table to be the list of materials to be provided. The new Fabrication Contractor shall be responsible for procuring and fabricating any materials, parts, or elements not included in the list of Government
Furnished materials but necessary to provide a complete chime assembly. Some quantities listed in the Government Furnished materials list may be in excess of the necessary quantity for the final assemblies. Similarly, some quantities listed may be less than the necessary quantity for the final assembly. Any quantities not shown in the Government Furnished material table shall be assumed to be “zero provided.” Again, the new Fabrication Contractor shall be responsible for procuring and fabricating any materials, parts, or elements not included in the list of Government Furnished materials but necessary to provide a complete chime assembly.
QUESTION 3:
Need to Discuss Shop Drawing Set (1 of 8) Questions about materials, final assembly, mounting -
Trying to find Drawings of final installation method
RESPONSE TO QUESTION 3:
The first five sheets of the Shop Drawings 8 of 8 PDF document provide a general installation mounting within the concrete structure of the Tower of Voices. The chimes hang with a vertical alignment in the tower, but these drawing sheets rotate the installation images 90 degrees for ease of fit on the page. One concrete corbel is at the top of the chime and one concrete corbel is located at the bottom of the chime. The concrete corbels contain a core that allows for the chime assemblies to be threaded through the corbel and tightened in place. The concrete corbels are existing in the tower.
QUESTION 4:
Is there photos of fully assembled prototype ? Or has Prototype not yet been assembled ?
RESPONSE TO QUESTION 4:
Refer to the photo below that shows a prototype chime assembly with Sail “C” suspended in a test tower. Additional reference media documents will be shared with the successful offeror after award.

QUESTION 5:
Can we submit our bid in our typical bid form, or is there a GOV supplied bid form that we need to use for submittal? If so where is that located (Section L?)
RESPONSE TO QUESTION 5:
A contract price schedule is available in SECTION B – SUPPLIES OR SERVICES AND PRICES of the B08_sf1449_Chimes PDF file in the solicitation. Offerors may use their own bid form for the
4 | P a g e proposal so long as the information described on the Contract Price Schedule is provided.
QUESTION 6:
Do we need to submit schedule with our bid/proposal?
RESPONSE TO QUESTION 6:
Refer to the requirements shown for Factor 3 SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS in the B08_sf1449_Chimes PDF file in the solicitation.
Submit your proposed fabrication and testing schedule for THIS SPECIFIC PROJECT showing completion within the required period of performance contained in this solicitation with accompanying schedule narrative. Submit your schedule in Gantt Chart format; assume a contract award date of March 11, 2020; and include specific activities required for this project and a clear critical path with major milestones and applicable predecessor activities. In your accompanying narrative, explain schedule logic, critical path activities, and key considerations and constraints.
There is no preprinted form for this submittal.
QUESTION 7:
Is there 3D assembly drawings avail? ( Solid Works, CAD, Rhino, etc)
RESPONSE TO QUESTION 7:
Native files for the 2D CAD are available and will be provided to the successful offeror. These files formats include .drw, .dwg, .prt, .stp, and .igs. Isometric drawings for Sail “C” are available.
QUESTION 8:
What material are the milled sails made out of? MODEL NAME: 99120_SAIL_C_AD_TOP
RESPONSE TO QUESTION 8:
Sail materials shall be aluminum. This includes the air foils and the top and bottom air dams on the sail assembly.
QUESTION 9:
We see two versions of the sail, one that’s a bent piece of aluminum, another that's an air foil. Airfoil is unclear where it is installed in the assembly.
RESPONSE TO QUESTION 9:
Design files contain references to multiple sail designs. Sail “C”(dual air foil) is the design that shall be used as the basis of design for completion of the final chime assemblies. Any other variations, including the bent plate version, included in the drawings are provided for information only.
QUESTION 10:
What is the result of the testing performed on the universal joints?
RESPONSE TO QUESTION 10:
The failure testing for the universal joints is not yet complete and the results are not yet available.

QUESTION 11:
Why is there no provision to provide actual raw materials and hardware that are useful in the completion of the chimes as these may be requested and required by a submitter?
RESPONSE TO QUESTION 11:
Refer to the response to Question 2 in this amendment. The Fabrication Contractor shall provide for any raw materials, hardware, fabrications necessary for the complete final chime assemblies and not already included with the Government Furnished materials described in the solicitation.
QUESTION 12:
Does the section re: powder coating specify that the chimes will be coated inside as well or not?
RESPONSE TO QUESTION 12:
The chimes are coated on the exterior. The interior of the chime tubes is not coated.
QUESTION 13:
Regarding section 2.3 of the powder coating specification, what is the color of the coated chime tubes?
RESPONSE TO QUESTION 13:
The name of the color and the product used for the coating of the chime tubes to date is available in section 2.3 of Specification Section 05 05 16 – POWDER COATINGS.
Color is Anodic Natura CFA301BA (AR400) as available from Alesta Decorative Powder Coatings
(axalta.com/powder). This color is the color of the coated chime tubes.
QUESTION 14:
Regarding the powder coating specification, is there a reference as to the UV-resistance/stability over the years/decades to come?
RESPONSE TO QUESTION 14:
The requirements for the powder coating are included with the content of Specification Section 05 05
16-POWDER COATINGS.
QUESTION 15:
Regarding the powder coating specification, why is anodizing not considered?
RESPONSE TO QUESTION 15:
Through sound testing specific to this project, the Government concluded that there is no recognizable difference in performance between anodized chime tubes and a powder coated chime tubes of this magnitude. Powder coating was preferred over anodizing for aesthetics and maintainability.
QUESTION 16:
Is sales tax applicable to this project?

RESPONSE TO QUESTION 16:
Offerors shall determine applicable tax applications to the effort and purchases associated with executing the contract requirements. Offerors shall identify assumptions with the proposed costs.
The Government can and will provide tax exempt documentation after award to the successful offeror for any applicable taxes that qualify for exemption.
QUESTION 17:
Are all sails the same dimensions or do they vary based on the size of the chime?
RESPONSE TO QUESTION 17:
Each of the forty-three (43) sails (including the three spares) are the same dimensions.
