Design, testing, and fabrication actions are summarized in this scope of work for use in continued effort for final fabrication and delivery.
* Quantity of 43 represents 40 chime assemblies for the Tower of Voices plus three spare assemblies as described in the specifications.
1.2 BACKGROUND
The Flight 93 National Memorial is a National Park Service unit located in Somerset County, Pennsylvania where
United Flight 93 crashed on September 11, 2001. Development of the 2,200-acre park occurred through several phases. The Tower of Voices is the last major phase of work in the development of the Flight 93 National
Memorial. The tower is a monumental, 93-feet tall musical instrument that will hold 40 wind chimes, representing the 40 passengers and crewmembers on the plane. It is intended to be a landmark memorial feature near the entrance to the park and a living memorial in sound to remember the 40 through their ongoing voices.
Upon entering the park, visitors see the Tower of Voices that marks the gateway to the Memorial site and symbolically introduces the memorial theme. Rings of White Pine trees resonating from the tower, flowering
Hawthorn and Redbud trees, and some reforestation will partially screen this area from the site entrance from
State Route 30 and Approach Road. A paved walkway and a trail from a parking area winds its way through the pine trees to a raised clearing and plaza for the tower. Future trails will originate from the Tower to lead through the park.
The concrete tower structure and sitework are complete and eight prototype chime assemblies currently hang in the tower. The National Park Service installed the eight chimes currently in the tower prior to the dedication of the project site in September 2018. These chimes serve as a basic representation of chimes that will ultimately be in the tower. These eight chimes will be replaced when the chimes fabricated under this contract are delivered https://www.lawinsider.com/clause/factory-acceptance-testing
02-02-2020 | Page 4 of 15 and installed. The chimes consist of 8-inch outside diameter aluminum tubes with 1/2 inch thick walls and vary in length from 5 feet to 10 feet which produce various frequency sounds in a harmonic melody. Each chime consists of a chime tube, suspension components, striker, sail, fasteners, dampening material and tether. The total assembly length is a maximum of approximately 18 feet.
Additional information regarding the Tower of Voices is available on the park website at https://www.nps.gov/flni/getinvolved/tower-of-voices.htm.

2.2 DESIGN REQUIREMENTS
The elements of the chime assembly below require refinement or completion of design details. Development, revision, and completion of the details is a collaborative effort between the Fabrication Contractor and the design team. The Fabrication Contractor will develop shop drawings for the assembly components. The design team will provide strength of material calculations and feedback related to the component designs.
1. Node bar: This component is the attachment of the chime tube to the internal suspension and striking assembly. Prototype testing to date demonstrated that a two-point connection contributes to undesired rotation at the nod bar. Prototype testing also demonstrated that a four-point (cross) connection may produce dampening of the fundamental tone. Refinement of this component shall advance the design of the four-point (cross) connection in order to minimize dampening caused by the connection. The
Fabrication Contractor, through coordination with the design team, shall develop design details of the refined node bar for approval.
2. Sail connection locations: The upper and lower attachment locations on the sail were fabricated at adjustable mechanisms during prototype testing in order to determine the optimal locations for connection. The Fabrication Contractor, through coordination with the design team, shall develop a fixed/secure final connection detail for approval prior to fabrication.
3. Rigid connections in lieu of universal joints: Prototype assemblies were tested with as many as six universal joints along the suspension system. Prototype test results yielded that optimal wind response required a minimum of three universal joints within the suspension system. Prototype testing assemblies used temporary rigid connections in lieu of universal joints. The Fabrication Contractor, through
02-02-2020 | Page 10 of 15 coordination with the design team, shall develop the final connection details for a rigid assembly at locations where universal joints are no longer needed.
4. Universal joints: The National Park Service is conducting material failure testing of universal joints proposed for use on the chime assemblies. If the test results determine that the size or materials of the universal joints is not suitable for use in the chime assembly due to load requirements, then alternative sizes or materials may be introduced for inclusion in the chime assemblies. Size and/or connection details associated with alternative universal joints may result in modifications to the chime assemblies.
The Fabrication Contractor, through coordination with the design team, shall develop design revisions to accommodate changes to the chime assemblies.
5. Dampening material: Prototype testing confirmed that polyurethane sleeves for the strikers provide for dampening necessary to avoid metal on metal contact between the striker and the chime. The polyurethane sleeves were tested in various durometers. Additional effort is necessary to finalize the selection and design of the polyurethane sleeve. Striker masses for different size chimes may require different durometers of polyurethane for optimum chime sound. The Fabrication Contractor, through coordination with the design team, shall develop final dampening material design for incorporation into the final chime assemblies.
6. Striker mass revisions: Prototype testing identified that varying the striker mass weight provides for variations in the chime performance. The Fabrication Contractor, through coordination with the design team, shall develop final sizing of striker masses for incorporation into the final chime assemblies.
Fabrication Contractor shall plan for fabrication of revised strikers for as many as all forty-three (43) chime assemblies. Reuse of the fabricated strikers with minor modifications will be acceptable if demonstrated that the size of the striker mass is appropriate.
7. Other design revisions as necessary: Other design revisions may be needed in order to accommodate the design revisions described above and/or any other revisions determined necessary by the project team.
