4024 – Conditional Access to Sensitive but Unclassified Information Non‐

Disclosure Agreements from all individuals involved with developing the proposal, attending the site visit, and/or reviewing project documents must be returned to NPS no later than 1200 ET on December 5, 2018. Since at this point in the proposal we do not know who our subcontractor coverage is going to be, restricting the NDA’s to be completed by December 5th severely limits our subcontractor outreach capability. Could the RFP be revised to read that all NDAs required for the prime offeror and those attending the site visit be due by December 5th and all NDAs required by subcontractors be submitted prior to proposal due date?

Section J of the solicitation (pg. 142) has been revised to address this discrepancy. See

Amendment 002.

Section L. D. Proposal Format limits the Technical Proposal to 50 pages.

Section L. D. 3. Past Performance requires that the offeror submit completed PPQs that are three (3) pages each for five (5) projects per firm

(potentially five or more firms). These forms alone could total 75 pages (3 pages x 5 projects x 5 firms). Please consider eliminating these forms from the page count or increasing the maximum number of pages for the submission.

The solicitation has been changed so that the PPQ's do not count toward the Phase 1

Technical Proposal 50 page limit.

Section L. D. 1. b. Construction Team requests information related to the

Prime or subcontractor firm to perform subsurface conduit and structure installation. Please confirm that NPS would like to have qualifications data for both the Prime Contractor and the subcontractor firm that will perform the subsurface conduit and structure, if these are two different firms.

Yes we would want the qualifications data for both Prime and Sub if they are two different firms.

Please advise if the PPQ's contribute to the page limit as detailed in section

L part D (page 150 of 174).

As stated above, the PPQs will not count toward the 50 page limit of the Technical Volume for Phase 1.

Please advise if CPAR's can be substituted for PPQ's.

Yes CPARS can be substituted for PPQs, but it must be submitted in the required PPQ format.

Please advise if previous PPQ's can be provided for submission into the

Phase 1 techincal proposal.

Yes, as long as they meet the criteria described in Section L, Part D.

How will classified material be distributed in Phase 2?

All classified materials will be shipped via FedEx to each firm's Facility Security Officer.

Generally, the Government issues hard copies of the documents on paper and electronic copies of the documents on CD‐ROM. However, the Government reserves the right to change the format of the documents provided.

Can you describe issues we may encounter regarding work near the south portico?

Work in this area must be performed during August Work Window periods; in addition, this area has a very high concentration of natural resources (trees and vegetation), a very high concentration of cultural resources (historic features and finishes) and will require work which must physically connect to historic structures; all in an area which is in very close proximity to high level campus operations.

9 How long will the Phase 2 solicitation be out? 30 days

How long after the Phase 1 deadline of January 7th will it take for the Phase

2 solicitation documents to be sent out?

We're expecting a turnaround time of less than 2 weeks.

Will there be a suggested plan for phasing?

No. Any work phasing or sequencing requirements will be specified in the contract documents. Otherwise, the Contractor will develop the phasing plan in coordination with the Government during the design phase of the project.

How well do the as‐constructed/as‐built conditions drawings that will be provided by the Government under Phase 2 show the existing utility infrastructure, trees, etc.?

The as‐constructed/as‐built conditions drawings that will be provided by the Government under Phase 2 will depict the most up‐to‐date information available. They do depict subsurface utilities, surface features, trees and vegetation as accurately as is known.

However, since things are always changing on‐site, there will be areas where these documents may not reflect actual conditions completely accurately. In general, the

Contractor must perform their own site investigations in order to verify actual site conditions. In addition, specifically, the Contractor must also perform pre‐condition surveys, pre‐condition documentation, tree surveys and subsurface utility investigations per the requirements of the contract.

Solicitation 140P2018R0106 ‐ PRPA 18017 ‐ South Grounds Infrastructure

Are we allowed to work on the pool and south portico areas at the same time?

No

Is all work going to take place inside the perimeter fence?

Not completely. The majority of the work is inside the perimeter fence, but some is outside, for example in the areas south of the perimeter fence discussed during the site visit. This will be shown on the Phase 2 documents.

Will any work extend to the east of East Executive Avenue or to the west of

West Executive Avenue?

No

What will be the primary entrance onto the grounds during construction?

The majority of the time, the primary construction access route onto the grounds will be from the 15th Street side (east side), entering via 15th & E Streets, then through Gate SP6 and north on East Executive Avenue then onto the grounds via Gate B11 on the east side of the grounds. However, the Government reserves the right to change the required access route(s) based on Government operations as necessary, per the terms of the contract.

17 Will temporary screening facilities be established for this project? No

How far east and west of the South Portico does the South Portico Work area extend?

This will be shown on the documents provided under Phase 2. Generally speaking, the

South Portico Work area will extend eastward to approximately the officer booth located along the ring road east of the South Portico, and will extend westward to approximately the officer booth located along the ring road west of the South Portico, as described during the site visit.

Per Section D, Proposal Format, Page 150 of 173, Section 3. Past

Performance, the offeror must submit past performance information on the provided “Past Performance Questionnaire” form. Can we submit Past

Performance Questionnaires that we have received for prior solicitations, ?

Can we submit CPARS in lieu of Past Performance Questionnaires? We have a client (USACE) who has informed us that they will no longer submit

PPQs since all performance evaluations are captured in CPARS. Also, due to the holiday season, several of our clients are out of office and it is difficult to obtain new PPQs due to vacation schedules.

CPARS and PPQs from previous solicitations can be submitted; however, as stated above for question #5, they must be in the required PPQ format attached to the solicitation.

On page 149, Section L.D. Proposal Format, the solicitation states that the

Phase 1 Technical Proposal shall be submitted in five hardcopies and one electronic version stored on a USB. However, Box 13 of the SF 1442 states that sealed offers in original and 5 copies are required. Please confirm that we should submit one original, five hard copies, and one electronic USB for the Phase 1 Technical Proposal.

Please submit a total of five (5) hard copies, and one (1) electronic version on a USB drive, as specified in Section L, Part D.

On page 22 of the solicitation, Section H Special Contract Requirements, Special Clause 2: Key Personnel requires us to assign key personnel. Is this submission required for Phase 1? If yes, are we also required to include resumes for key personnel in our Phase 1 proposal?

Please follow the instructions in Section L for Phase 1 at this time. Section L, Part D Phase

1‐Technical Volume does require that offerors identify firms that will comprise the project team. Specific Key Personnel is requested under Phase 2. There may likely be some information submitted in Phase 1, that will be resubmitted in Phase 2.

On page 150, Section L.D.1.b Subfactor 2 ‐ Construction Team, the solicitation states that the offeror should "demonstrate prior experience on the part of the overall proposed project team serving in similar roles on design‐build projects and on construction projects involving similar subsurface utility infrastructure systems on project sites with complex and congested existing subsurface utilities and on subsurface infrastructure construction projects which required mitigation measures to protect existing sensitive natural and/or cultural resources." Please confirm that

Overall Proposed Project Team refers to the firms comprising the proposed team and not individual personnel.

Correct. For Phase 1, "Overall Project Team" refers to the firms comprising the proposed team and not the individuall personnel.

With the upcoming holidays, government office closures, and high travel volume we respectfully request a two to three day extension of the proposal due date.

The proposal deadline will not be extended.
