140P1423R0027 – Amendment 2 Grand Teton NP Replace Jenny Lake CG Water System Questions and Answers

Site Visit Notes from the NPS:

1. Schedule. General Grand Teton National Park operations were discussed including items such as the plowing of the TPR (and snow clearing in the campground…ie there is none unless the concessionaire accomplishes this), and closures in the fall (both concessions ops and our water system ops and winterizing). Attendants were alerted to watch for a solicitation amendment including information on schedule.

2. Rock disposal. Attendants were informed that at this time, the Park is not interested in saving/stockpiling boulders and the project should be bid assuming off-site external disposal of waste material.

3. Bear box mounting. In response to inquiries about pad mounting, attendants were informed that bear boxes would be post-mounted “as per the details provided in the solicitation”.

4. Tree trimming/damage. In response to inquiries about limbing/trimming the trees lining the campground loop road, attendants were informed that mitigations are stringent because of the historic nature of the campground, and we will need to stick close to the mitigations.

Questions from Contractors:

1. During the site visit, work schedule was discussed. Can more detail be provided on when this work will be completed? The discussion led us to believe that all work will need to be done from September to Mid-October 2024 due to inability to close the campground. Please confirm that the asphalt work can be completed during summer months.

It is expected that the primary work period will occur from approximately September 4th, 2024 until winter weather creates conditions non-conducive to continuation of work (mid to late October, 2024). Bidders can assume that 5 to 7 days of time within June of 2025 can be scheduled for paving or other remaining items of work. If conditions allow, work might be possible in May 2025 but this should not be expected.

2. The project has a lump sum bid. How will rock excavation be handled? Can a unit cost for anticipated rock excavation be added?

Bidders should expect to encounter boulders of varying sizes throughout all trench areas. Any large boulders of such a size that cannot be reasonably removed as part of regular project trench excavation methods, or bedrock encountered, will be considered a differing site condition.

3. The limit of disturbance is very tight on the project. This will limit our ability to handle spoils and imports. Can this be expanded to allow space for spoils along the trench?

Limits of disturbance were developed with the intention of protecting and preserving resources and the inherent character of the campground as it currently is. These limits cannot be expanded.

4. The manual specifies Mueller brand water components, would AY McDonald be an acceptable replacement for water fittings and components?

All water distribution products identified within Specification 33 12 13 (i.e. Mueller and Ford) are specified as “or approved equal” products, to be determined after contract award.

5. The specs indicate that the campground will be closed during construction. Can you verify when that closure period will be allowed or take place.

6. With the closure possibly being at the tail end of a season will a fall construction and spring paving window be allowable as it relates to the POP and NTP.

7. The electrical drawings indicate pull boxes along the routes of the conduit. Do all conduits passing each pull box get swept into the pull boxes.

Yes.

8. The project appears that it will produce a very large number of rocks/boulders. Can those boulders be left in the RKO pit.

Bidders should assume that no waste materials generated during execution will be allowed to remain within the Park.

9. Can water pipe be installed in the same trench as electrical?

No, electrical conduit trenching should be offset from water pipe trenching.

10. Can the Superintendent also take on the roles of Quality Control and Safety?

As per Specification 01 40 00, the Contractor’s Quality Control Supervisor may also perform other duties.

11. Are we expected to purchase material 18 months before start of work? The COR mentioned not starting until fall of 2024 during the site visit.

See response to Question 1 for information on expected general schedule. The contract does not include procurement requirements obligating purchase of materials prior to receiving Notice To Proceed (NTP).

12. Notice of this solicitation on a website other than sam.gov indicates that the project include jack and bore activities, but the plans do not suggest such activity. Can you confirm jack and bore components of this project?

This project does not specifically call for any boring work.

13. Question concerning use of manufacturer other than Mueller for curb boxes; concern about Meuller H-15156 and Ford B-66 curb stops not being compatible with DR11 ratio HDPE pipe; concern that the FB-400 corporation specified for the 6x3 tap into the existing water main is not available in a 3’ size; and inquiry into any “domestic specs” and acceptability of import products.

Assume that all curb valves will need to be compatible with DR11 pipe specified within 33 31 23.

It is acknowledged that a 3” corp stop meeting project specifications may not be available currently or at the time of work. For purposes of bidding, assume that the single 6x3 tap can be accomplished with the existing 6” main isolated and drained and that a tap/valve configuration differing from the solicitation plans will be determined post-award.

14. The plans call for 41 trees and stumps to be removed but the trees slated for removal are not shown on the drawings. Will the park mark all trees prior to the construction.

RESPONSE: Demo plans (C4.0 and C4.1) indicate location of 26 of the trees identified for removal. It is the Park’s intention to conduct a walk through with the successful bidder prior to start of work to flag the necessary trees for removal. This will allow the successful bidder to provide input into trees/roots that will need removal while having the Contracting Office and park compliance staff present.

15. The specs indicate that stumps are to be cut level with the ground and no higher than 2" but plans indicate that stumps are also to be removed. Can you confirm trees and stumps are to be removed.

RESPONSE: In the field, both methods will be used. It is expected that stump and root removal is necessary for those trees causing damage to the roadway. In cases where the tree’s root structure is not impacting the roadway, cutting level with the ground reduces impacts to the overall project footprint (remembering that this is a historic campground and one of the key goals is minimizing impacts). For purposes of bidding, assume that 26 trees will require full stump/root removal and the balance of the 41 will be cut off at ground level.

16. Specs state that tree slash can be chipped and broadcast. Can trees and larger branches also be chipped and broadcast.

RESPONSE: No. All requirements outlined in Attachment 1.10.A of the specifications must be followed.
