Amendment 1 Questions - GRTE Snake River Phase 2 - Dam Boat Launch – 140P1421R0014
1. reference detail 2 / L14 – Bike Rack. The in-ground mounting detail (section) indicates receiving sleeves are to be cast into the concrete paving while note 1 indicates the slab is to be core-drilled in the cured concrete walkway. Please clarify CONCRETE TO BE CORE DRILLED
2. reference specification section 323300 – site furnishings, para 2.5.A. The introduction sentence calls for 24” X 24” barrier panels while dimensions below are indicated as 24” X 36”. Drawing L15 indicates a 36” or 48” height. Please clarify. 36” HEIGHT
3. reference specification section 323300 – site furnishings, para 2.3.A. The specifications (and drawings) indicate a table length of 7’-10”. The manufacturer has indicated the model no. provided is for a 10’-0’ table length. Please clarify. 8. Contract Line-Item No. 1.20.60.1 calls for installation of Traffic Counter. The plans indicate the location of the Traffic Counter, but there are no product specifics provided for desired product. Please provide guidance and specifications for the desired Traffic Counter. is there a specification for the traffic counter referenced in CLIN 1.20.60.1 and located on drawing C12?

10. does the Government anticipate a coffer dam will be required for the construction of any ‘inundated’ walks and platforms (lower fishing platform)? The documents indicate that dewatering will be required. SOME SORT OF DAMMING WILL LIKELY BE REQUIRED.
11. please clarify the contractor’s responsibility relative to the ‘river paving’ indicated on drawing L3 CONTRACTOR WILL FORM, PLACE, AND FINISH THE CONCRETE. THE LAYOUT WILL REQUIRE COORDINATION (2-3 MEETINGS) WITH PARK CONTRACTED ARTIST WHO WILL PROVIDE FULL SCALE BLOCKOUTS FOR THE RIVER PATTERN.
12. please confirm all boulders and interpretive panels are to be provided by CO (contracting officer?) BOULDERS AND INTERPRETIVE PANELS ARE GOVERNMENT FURNISHED
13. does the Park, through their Contracting Officer, have a ‘feel’ for the re-use of salvaged signage or shall costs for new signs be included in the proposal? COSTS FOR NEW SIGNS TO BE INLUDED PER DRAWINGS
14. reference SF 1442, block 10. The period of performance is noted as starting within 10 days of the notice to proceed and completing by June 30, 2022. We believe this date should be June 30, 2023, correct? JUNE 30, 2023 COMPLETION IS CORRECT
15. reference Instructions for the Submission of Offers and Other Information – Competitive Source Selection (page 44 0of 50 of the solicitation). Can Jorgensen Geotechnical, LLC, as author of the geotechnical investigation report, be solicited and engaged by the prime contractor for the purposes of special inspections? YES
16. reference Special Clause 1: Key Personnel (page 13 of 50 of the solicitation). Is it acceptable to list the same individual for the job-site superintendent, the quality control manager, and the safety manager? YES
17. is the boulder replacement contractor the only key trade requiring identification in the proposal (page 14 of 50 of the solicitation)? YES
18. the wage decision included in the solicitation package (WYT20210033 01/01/2021) will be over a year old when the project bids. Does NPS anticipate providing an updated General Decision? YES – The WD’s were updated on 12/24/2021 and are attached to this amendment.
19. can the Mapillary link with the detailed photo tour of the site be re-issued? We are struggling to open it. 23. Is the fog seal material CSS-1H? Should the application rate be .125 gal/SY? YES, CSS-1H AND .125GAL/SY. APPLICATION: DILUTE THE EMULSION ONE PART WATER TO ONE PART EMULSIFIED ASPHALT. APPLY THE EMULSION ACCORDING TO SUBSECTION 407.09 AT A RATE OF 0.10 TO 0.15 GALLONS PER SQUARE YARD (0.4 TO 0.7 LITERS PER SQUARE METER) AS APPROVED BY THE CO. AT LOCATIONS WHERE THE FOG SEAL CANNOT BE APPLIED WITH AN ASPHALT DISTRIBUTOR SPRAY BAR, APPLY THE FOG SEAL UNIFORMLY USING A HAND SPRAY ATTACHMENT OR BY ANOTHER APPROVED METHOD. 24. I cannot find a line item for wheel curb stops. Should I make the costs incidental to a different line item, or can we add a line item? MAKE COSTS INCIDENTAL TO STRIPING

26. Item 1.20.50.1 Permanent Storm Water Handling…Can you please identify on a plane the location of each drainage swale and infiltration basin? I think I see the infiltration basin on the far east part of the riverside plan but would like to see everything identified so I can get the earthwork takeoff as accurate as possible. THERE ARE TWO DRAINAGE SWALES; EACH SWALE IS LOCATED ON THE OUTFALL OF THE TWO SIDEWALK SCUPPERS ON PAGE C11; ONE INFILTRATION BASIN IS LOCATED AT THE EASTERN SCUPPER DOWNSTREAM OF THE BOAT RAMP ON PAGE C11
27. For Revegetation, in the spec- 3.3 Installation 32-92-00- Revegetation spec says conserved, or government provided topsoil to a 4” depth. In the topsoil spec, it says contractor provided and 6” depth of topsoil. Can you please clarify what I should use? 4” DEPTH OF CONSERVED/ IMPORTED SOIL; ASSUME A 25% IMPORT

1. In reviewing the Schedule of Values in the proposal documents, we have noticed that there isn’t a line item for Inundated Concrete Walk & Platform. There is a detail on page C20, but no line item on the SOV. It is a different cross section than the typical for concrete sidewalk in that there is filter fabric, so we are not sure if it is included in the schedule of values under another line item.

2. The specification states that HMA shall be placed in two (2) lifts (Spec Section 32.12.16.3). We are requesting an alternative to install the asphalt in one (1) 3-inch lift for both the patching and roadway separately. (1) 3-INCH LIFT IS ACCEPTABLE SO LONG AS ALL COMPACTION REQUIREMENTS ARE MET.
3. Requesting clarification on which type of asphalt is being specified. Is it Type I or Type II as there is no reference in the specifications and we need this information to determine the testing requirements. TYPE II
4. Item 1.20.20.5, Reinforced concrete Slab- 690 SF. Spec says it is for the bike racks, but I can only find 150SF+75SF called out in plans. Please advise on the additional area in the takeoff. SEE TABLE OF CONCRETE PAVING ABOVE TO CLARIFY AREAS.
5. Item 1.20.60.3 Seating Boulders, the quantity is 1 EA. What does that quantity refer to? Should it be 1 LS for the boulder wall? Then on L4, it calls out 24”-48” angular boulders surrounding stone marker, by others. But on the same page, it also says 24”-48” boulders in a different location on the plans and gives a detail. Could we please have the boulder item in a LF for simplicity in bidding? LINE ITEM REFERS TO INSTALLING SEATING BOULDERS. SEE ATTACHED GRAPHIC FOR SIZES AND LINEAR FOOTAGE – APPROXIMATELY 800 LF OF BOULDERS. BOULDERS WILL BE PROVIDED BY PARK AND INSTALLED BY CONTRACTOR.
6. Is there any line item/specification for road base material? Also, C22, Typical 1 calls out specifications 31-05-16 and 32-13-13m but they are not included in the Compiled Specifications that I received. IGNORE CALLOUT IN DETAIL, REFER TO SPECIFICATIONS (THIS SHOULD BE IN SPEC 31-20-00)
7. On Sheet L8, the 24”-36” Boulder callout refers to Sheet L14, Detail 3. There is no Detail 3 on L14. SEE ATTACHED FOR UPDATED FLAT TOP BOULDER DETAIL 3, SHEET L14.
8. Flow Velocity in FPS, not CFS. Can you please provide? NOT AVAILABLE AT THIS TIME
9. Spec SECTION 01 11 00 - SUMMARY OF WORK - 1.4 WORK UNDER OTHER CONTRACTS: 1. Stone dry stack walls: What is the expected time frame for this work? Specifically how long should we expect to be committed to this task? MID SUMMER ~ LATE JUNE THROUGH AUGUST, APPROXIMATELY 160 HOURS SPANNED OVER 4- 6 WEEKS
10. Salvaged topsoil: is this planned to be stored onsite or will it required to be hauled off and brought back in during placement? If so where would this need to be hauled to and is enough room present? Specification call for nor more than 36” in height and cannot be stored under the dripline of trees. WILL LIKELY REQUIRE A PORTION TO BE HAULED 5 MILES TO THE PACIFIC CREEK HUNT CAMP
11. Spec 1.6 QUALITY CONTROL A. The Contractor is responsible for all testing and inspections, including Structural Tests and Special Inspections (STSI), as identified in the attached STSI. Inspect and test work as needed to ensure that the quality of materials, workmanship, construction, finish, and functional performance are in compliance with applicable specifications, drawings, and those required by the Building Code. Where is the STSI Located? NO SPECIAL INSPECTIONS WITHIN THIS CONTRACT; TYPICAL INSPECTIONS (COMPACTION, ASPHALT, CONCRETE, ETC ARE NOT PART OF THE STSI)
12. Spec SECTION 01 31 00 - PROJECT MANAGEMENT AND COORDINATION 1.8 PERMITS B. Government Furnished Permits: During the development of the project’s design the permits listed below were negotiated and agreed to by the Government. The terms and provisions of these permits shall be adhered to for the duration specified in each permit. Is it possible to obtain a copy of these permits prior to bidding the project? PERMITS HAVE NOT BEEN ISSUED The terms and provision contained in these documents could be significant. THE GOVERNMENT DOES NOT FORESEE ATYPICAL TERMS AND PROVISIONS BASED ON PREVIOUS PERMITS ALONG MORE PROTECTED SECTIONS OF THE SNAKE RIVER; SEE ATTACHED PACIFIC CREEK PERMIT FOR REFERENCE AND STANDARD TERMS AND PROVISIONS
13. Spec SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS - 2.2 TEMPORARY FACILITIES C. Toilets: Sufficiently lighted and ventilated toilet facilities in weatherproof, sight proof, handicap accessible, sturdy enclosures with privacy locks. To be cleaned daily and serviced/pumped as needed. 1. Provide separate toilet facilities for contractor employees and GRTE Visitors: What is the expected usage for the visitors and employees IE how many toilets are expected to needed? 2 TOILETS UNTIL SEP 5 and to clarify are the toilets expected to be cleaned on weekends and weekdays? YES
14. 3.2 TEMPORARY UTILITY INSTALLATION I. Lighting: Provide temporary lighting with local switching that provides adequate illumination for construction operations, observations, inspections, and traffic conditions. 1. Install and operate temporary lighting that fulfills security and protection requirements without operating entire system. Is this required? LIGHTING IS NOT EXPECTED TO BE A REQUIREMENT OF THIS PROJECT
15. 3.3 SUPPORT FACILITIES INSTALLATION B. Temporary Roads and Paved Areas: Construct and maintain temporary roads and paved areas adequate for construction operations. Locate temporary roads and paved areas within construction limits indicated on Drawings. 1. Provide dust-control treatment that is nonpolluting and non-tracking. Reapply treatment as required to minimize dust - Do you have a specification of dust control treatment that is acceptable in the park? NO; WILL TYPICALLY BE PART OF A PART OF CONTRACTOR’S APPLICATION TO STATE OF WYOMING FOR APPROPRIATE SURFACE WATER PERMIT (S.W.I)
16. SECTION 01 74 19 - CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL - 3.4 RECYCLING DEMOLITION WASTE A. Asphaltic Concrete Paving: Grind asphalt to maximum 1-1/2-inch size. B. Asphaltic Concrete Paving: Break up and transport paving to asphalt-recycling facility. 1. Crush asphaltic concrete paving and screen to comply with requirements in Division 31 Section "Earth Moving". C. Concrete: Remove reinforcement and other metals from concrete and sort with other metals. 1. Pulverize concrete to maximum 4-inch size. Can you confirm if this is a requirement or a suggestion? REQUIREMENT
17. SECTION 31 20 00 – EARTH MOVING - 1.7 PROJECT CONDITIONS G. Dewatering may be required for boat ramp and fishing platform construction in vicinity of the Snake River. Compaction of native soils disturbed during excavation (Geotechnical Investigation Report Jackson Lake Dam Visitor Facilities Grand Teton National Park, Teton County, WY, Section 6.2) will be problematic if groundwater is too close to the surface of the excavation. All dewatering shall be performed in accordance with agency permitting requirements. As stated above is this permit available? NO; CAN EXPECT TO HAVE SAME REQUIREMENTS AS PACIFIC CREEK PROJECT; PLEASE SEE ATTACHED PERMIT FOR REFERENCE
18. 2.1 SOIL MATERIALS A. Fill Materials: Clean on-site soils or approved imported materials may be used as fill material. Imported soils shall be granular fee draining soils with a maximum particle size of 3-inches; no more than 15 percent passing the No. 200 sieve (AASHTO T 27 and AASHTO T 11) and a Plasticity index (AASHTO T 90) of no more than 6. Would it be possible to allow a maximum size of 8” or will this material need to be manufactured? NEEDS TO BE A MAX OF 3”
19. SECTION 32 12 16 – ASPHALT PAVING PART 3 – EXECUTION 3.1 GENERAL D. HMA shall be placed in two lifts. Would it be allowable for 1-3” lift rather than 2 lifts? YES, AS LONG AS IT MEETS COMPACTION REQUIREMENTS
20. SECTION 32 17 00 – PAVING SPECIALTIES PART 3 – EXECUTION 3.3 SNOW POLE HOLDERS A. Install according to detail in plans. I was unable to locate snow pole holder on the plans. Are these required? NO, NOT IN CONTRACT
21. Specifications state no chipping is allowed. The plans state the same. Are we to remove all slash and chip it offsite and them bring it back for mulching? MULCHING IS NOT IN CONTRACT
22. Are we to assume that sufficient material is present for topsoil and final grading requirements? ASSUME A 25% QUANTITY OF IMPORTED TOPSOIL
23. Is the material for the rock stoned drainage swale and the 18-24” angular riprap along the boat ramp provided by the government or do these need to be provided for by the contractor? BY CONTRACTOR
24. Can you provide a specification for the Fog Seal? CSS-1H AND .125GAL/SY
25. How many trees are expected to be transplanted? IGNORE ALL REFERENCES TO TRANSPLANTING; NOT IN CONTRACT
26. Will the NPS be able to draw down river level in Sept. to facilitate bottom of ramp concrete finishing? NO
27. Is there a specific method for transplanting existing trees? IGNORE ALL REFERENCES TO TRANSPLANTING; NOT IN CONTRACT
28. Will NPS require a temp job trailer? NO
