About this file

This document outlines the scope of work for a federal contract to replace the surface of a hike and bike trail at Palo Alto Battlefield National Historical Park. The project involves demolishing the existing 800-foot long asphalt trail and replacing it with a new 8-foot wide concrete trail between the park road and the southwest corner of the park. Tasks include sawcutting the asphalt, excavating as needed, installing 4 inches of crushed gravel base and 5 inches of concrete with welded wire fabric reinforcement. The concrete must meet TxDOT specifications and have broom finished exposed surfaces to match adjacent sidewalks. The contractor must provide striping, directional arrows, erosion control and reseeding disturbed areas. Drawings, details and TxDOT specifications are furnished. The period of performance is 6 months at the park located in Brownsville, Texas. This scope of work corresponds to Solicitation 140P1324Q0002 to be awarded by the National Park Service Intermountain Region.

1.0 PROJECT DESCRIPTION / SUMMARY:

The work for this project takes place at the southwest corner of the park at the existing

Brownsville Historic Battlefield Hike and Bike Trail. The project will focus on the asphalt section of the multi-use trail that connects from PAAL Road south to the area paved with red brick at the southwest corner of the park. Tasks include replacing the existing asphalt trail with a new concrete trail and regrading the area to either side of the trail for positive drainage.

2.0 OBJECTIVES:

This project is intended to improve the trail by replacing the aging asphalt surface with a more durable concrete surface.

3.0 BACKGROUND:

The park is linked to the City of Brownsville’s Historic Battlefield Trail by an 800 foot long trail on park property. The City trail links several park units with the city museum district via a ten mile long route. The trail is a primary entry point to the park for dozens of walkers and bikers each week.

The portion of the trail within the park was constructed by the City of Brownsville in 2004 and has been regularly maintained by the park to seal the surface and fill cracks. The effects of soils in the area and high heat cause the asphalt surface to flex and crack and large chunks of asphalt break off the edge of the trail. The trail has reached a point that cyclic efforts cannot sustain maintaining and the surface needs to be replaced.

Recognizing problems with asphalt, the park proposes to remove the current layer of asphalt and replace it with a more durable concrete surface. The park has found that concrete withstands conditions better and is easier to maintain. This course will make the trail connection viable for decades and secure the important access to the city trail.

4.0 SPECIFIC WORK / TASKS:

4.1 Demolish existing asphalt trail to locations specified on Sheet C201.

a. Provide neat sawcuts at limits of asphalt pavement removal to not damage existing adjacent surfaces which will remain. The Contractor is responsible for repairing any damaged pavements/ surfaces to remain during demolition work.

b. Demolish asphalt down to base and excavate as needed for new concrete and base.

4.2 Install new concrete trail.

a. New concrete trail will extend from the existing PAAL Road, west of the Visitor

Center, to the southwest corner of the park, ending at the red brick pavers near the intersection of TX-550 Frontage Road and Parades Line Road.

b. Length: approximately 800’-0” long

c. Width: 8’-0” wide

4.3 Trail Requirements:

a. Concrete: 5 inches thick, 3,000 psi minimum compressive strength (f’c ) or Class

“A” concrete in accordance with TxDOT 2014 specifications: s421.pdf (state.tx.us)

Concrete mix must have an air content by volume of concrete of 5 - 7%. Concrete slump must be 3 inches ± 1 inch for hand placed concrete.

b. Reinforcement: 6”x6” – W6 X W6 welded wire fabric in accordance with ASTM

A1064 or #3 rebars spaced at a maximum of 18 inches in each direction per

TxDOT 2014 Specifications:s440.pdf (state.tx.us). Reinforcement must have a minimum concrete cover of 2” and must not be placed lower than mid-depth of concrete.

c. Base: Crushed gravel (Type C) base with a depth of 4 inches. Ensure surface of gravel base is even and uniform and place using ordinary compaction. Provide https://ftp.dot.state.tx.us/pub/txdot-info/cmd/cserve/specs/2014/standard/s421.pdf https://ftp.dot.state.tx.us/pub/txdot-info/cmd/cserve/specs/2014/standard/s440.pdf Stolle, Nicholas I Larger bedding depth recommended as drainage in project area is poor according to USDA soil survey.

base material in accordance with TxDOT 2014 Specifications: s247.pdf

(state.tx.us)

d. Finish exposed surfaces of concrete to a uniform transverse broom finish surface.

Color and surface texture to match adjacent concrete sidewalk. Surface of new concrete must be level with existing adjacent concrete.

e. Ensure that abrupt changes in sidewalk elevation do not exceed ¼ inch without a bevel. With a bevel, abrupt changes may not exceed ½ inch.

f. The running slope of walking surfaces shall not be steeper than 1:20. The cross slope of walking surfaces shall not be steeper than 1:48 per ABAAS requirements.

Contractor shall use a max. 2’-0” long level to check the slopes of new concrete.

ABA Standards (access-board.gov)

g. Contraction joints shall be provided at a spacing of 8’-0” O.C. Sawcut contraction joints 3/16 inch wide at optimum time after finishing, cutting one-fourth into depth of slab.

h. Construction joints must be pre-planned and located where a contraction joint would be located, spaced 8’-0” from adjacent contraction joints.

i. Isolation joints shall be provided where new concrete abuts existing surfaces to remain. Expansion joints shall be provided at a maximum spacing of ± 60’-0” O.C.

and must be located where a contraction joint would be located, spaced 8’-0” from adjacent contraction joints. coincide with the curb expansion joints.

j. Seal all joints in accordance with TxDOT Detail Sheet JS-14, attached.

k. Gaps between slabs and any other surface shall not exceed ½” maximum.

l. If roots are encountered, verify with the CO/COR prior to accommodating or removing inch diameter or larger roots. Roots may remain in the bedding or base.

For improvements within 6 inches of a root, the concrete thickness may be reduced by 1 inch and the bedding increased by 1 inch to minimize impacts to the roots.

Adjust bedding and surface profile to provide a 1-inch bedding cushion around the roots. The surface profile may be adjusted to the extent allowed by ABAAS. Root removal must be in accordance with TxDOT Specifications: s752.pdf (state.tx.us)

4.4 Provide striping and trail markings to new concrete.

a. Stripe new concrete pavement down centerline of trail. Striping to be 4” wide, methyl methacrylate (MMA), skid resistant, white.

https://ftp.dot.state.tx.us/pub/txdot-info/cmd/cserve/specs/2014/standard/s247.pdf https://ftp.dot.state.tx.us/pub/txdot-info/cmd/cserve/specs/2014/standard/s247.pdf https://www.access-board.gov/aba/ https://ftp.dot.state.tx.us/pub/txdot-info/cmd/cserve/specs/2014/standard/s752.pdf Stolle, Nicholas I The larger distance between joints for this stretch of sidewalk is to make the panels more square, which helps to prevent shrinkage cracking.

b. Add directional arrows at end of new concrete, as indicated on drawings. Arrows to methyl methacrylate (MMA), skid resistant, white. Size indicated on drawings.

4.5 Erosion Control and Reseeding

a. Provide erosion control on either side of the new sidewalk, 4’-0” wide and for the entire length of the concrete.

b. Reseed areas of disturbed soil/grass.
