GENERAL

Scope of Work Complete replacement of the existing flat membrane roofing system for the approximate 7,450 square feet Tonopah Field Office building located in Tonopah, NV. Furnish all labor, equipment, supplies and materials, necessary to complete the work.

Demolition and legal disposal of existing roofing system. Install new roofing system including new PVC thermoplastic membrane fully self-adhered on new cover board on new insulation on new air barrier on new sheathing per attached specification Section 07540. Replace any missing or damaged vent seals, down spouts, flashing, trim and all other work needed to make the roof complete.

The Contractor shall replace any deteriorated sheathing.

Background The Tonopah Field Office is a pre-manufacture modular building that has been in use since 1998. See attached construction drawings dated 1997.

An inspection of the roof has found the seams of the existing roof membrane are coming apart and water has been leaking into the building.

The building has a lightning protection system mounted in multiple places on the roof/walls that shall be removed to replace roofing and reinstalled after the new roof is installed (see more details below).

Project Access and Location Access and location to the Project Site: Access to the project is at the Bureau of Land Management, Tonopah Field Office, 1553 South Main Street, Tonopah, Nevada 89049.

Office hours are from Monday thru Friday 7:30 AM to 4:30 PM except on legal government holidays.

Existing Conditions Building: Pre-manufactured modular building.

Access: A truck/lift bucket or an extension ladder is required to access the roof.

Size: The original structure is approximately 7,200 square feet and the canopy at the main entrance to the building is approximately 250 square feet for a total of approximately 7,450 square feet.

Height: The approximate eave height is 16 feet.

Pitch: Existing pitch is a flat roof design, dual pitched 1/4 inch in 12 inches to east and west.

Outer wall extends above the roof height approximately 6 inches to 12 inches.

Interior: The ceiling is a drop-down tile system. Ceiling tiles may be removed if required to access vent pipes.

Artistic Designs: None.

Apparatus: Roof vents, lightning protection system, and satellite dish are located on the roof.

Pre-Bid Site Visit Inspection:

The Contractor shall provide their own examination and report for use in finalizing requirements for this roof replacement. The inspection shall utilize the least intrusive methods as possible.

Examine substrates, areas and conditions for compliance with requirements for installation tolerances and other conditions affecting performance of the roof system.

Together with other possible bidders and Contracting Officer’s Representative, destructively probe roofing system in two (2) separate locations approved by Contracting Officer’s Representative to ascertain existing roofing materials to accurately bid demolition work. Existing roofing materials may include, but not be limited to the existing roofing membrane over possible cover board, over possible rigid insulation board, over possible standing seam metal roof (per original construction drawings), over possible air barrier, over existing ½” OSB sheathing (per original construction drawings). Patch probe locations with suitable material such as multiple layers of 4-inch wide Flex Tape, or equivalent to temporarily prevent leaks until contract is issued and roof is replaced.

Together with other possible bidders and Contracting Officer’s Representative, verify if insulation can be installed on the roof of the canopy at the main entrance to the building. It appears that the existing sheathing is located near the top edge of this canopy roof, so there may not be room for insulation.

The Contractor shall provide experienced roofers to access the project roof and provide all safety equipment required by OSHA. This roof system has no safe access system, nor is there any safety rails, tie-offs or fall protection devices available.

Use of Premises:

The Contractor and his sub-contractor(s) shall have full use of areas needed to perform the inspections. Contractor’s use of premises is limited only by Government right to perform their daily duties/work.

Schedule and sequence operations necessary to complete the inspection.

Contractors will be notified of the pre-bid site visit date no earlier than two weeks in advance of the inspection date.

Other arrangements requested by the Contractor must be received within 5 working days after the pre-bid site visit date is sent.

PROJECT IMPERATIVES

The project shall include/address, but not be limited to:

Safety: The Contractor shall provide all safety equipment required by OSHA including, but not limited to a safety barrier around perimeter of roof. This roof system has no safe access system, nor is there any safety rails, tie-offs or fall protection devices available.

Contractor and Sub-Contractors Building Access: All labor, equipment, supplies and materials shall find its way onto and off the roof areas without passing through the building and without causing damage to the building exterior, roads or landscaping. Contractor shall be responsible for replacing with like, kind and size any damage caused by the contractor or their representatives.

Full Government Occupancy: Government will occupy site and existing building during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage.

Recycling: Select/use products with recycled content according to the Comprehensive Procurement Guidelines: http://www.epa.gov/. Select/use Energy Star or Federal Energy Management Program (FEMP) - designated Energy Efficient Products.

Salvage: Recycle as much of the construction and demolition waste generated on the project as possible. Develop a construction waste management plan to establish material diversion goals and maximize the materials to be salvaged or recycled.

Existing Lightning Protection System: Verify that existing lightning protection system conforms with attached original Roof Lightning Protection drawing dated 2001. Mark up drawing to reflect any differences. Photograph entire system to document layout. Submit drawing and photographs to Contracting Officer’s Representative for approval. After approval, remove lightning protection system to replace roofing. Reinstall lightning protection system per marked up drawing and photographs after: 1) new roof has been installed, 2) final roof inspection with the roofing system manufacturer has been performed, and 3) all identified roof related deficiencies have been corrected and approved by Contracting Officer’s Representative. Lightning protection installation shall be in accordance with ANSI C2, NFPA 70, UL 96 & 96A, LPI-175 and the attached original Lightning Protection specification Section 16451 for the Tonopah Field Station. The installation shall be performed by an experienced installation company that is certified with Underwriters Laboratories for lightning protection installation. Submit certification to Contracting Officer’s Representative for approval.

Existing Parapet Wall Coping: Remove existing parapet wall coping and replace with PVC membrane flashing on top of parapet wall with PVC clad G-90 galvanized sheet metal drip edge exposed on fascia all around roof, including the canopy roof at the main entrance to the building (see photo below).

Demolition: Do not schedule roofing tear-off or new work when inclement weather is forecast or imminent. Do not continue to tear off or install new work when inclement weather is imminent - “tie off” work in progress and provide water cut-offs. Maintain a system to provide rapid protection of exposed structure or of uncompleted work in the event of sudden inclement weather. All temporary work that is used to protect work at end of day or from weather is to be completely removed prior to resuming permanent work.

Protection: Arrange work to prevent transportation of demo or new work materials across newly installed roof areas and restrict high foot traffic.

New Material: All roofing system material and accessories shall be provided in new condition, according to manufactures written details and guidelines.

Installation: Contractor shall install roofing system per manufacturers detail, guidelines, industry standards and code requirements, and shall not inhibit proper water flow.

Calculations and Test: All roof installation and details shall be completed in accordance with the Roofing System manufacturer’s guidelines. Roofing system attachment shall be completed according to ASCE 7 calculations and associated ASTM 1952 test results.

Single Source Manufacturer: All roofing materials, flashing and vent seals shall be provided by a single source manufacturer and covered under the roofing warranty.

Color: Accessories exposed at or below the outside roof line shall match as close as possible to the existing color of the current trim/siding.

Roof System: The new roof system shall address thermal expansion and contraction, uniform wind load capacity, static pressure, air infiltration and static pressure water infiltration.

Manufacturer's Field Service Inspection: Per attached specification Section 07540, engage a factory-authorized service representative to test and inspect roofing installation, including accessories, and submit inspection report.

Contractor License: Contractor performing work shall hold a State of Nevada Contractor’s License and be trained and certified in the specific product installation.

Codes/Standards All services performed under this Scope of Work shall be performed in accordance with applicable building codes and industry standards.
