About this file

This document contains questions and answers from a post-site visit regarding Solicitation Number 140L3722R0004-Amend 0001 for the NIFC 300-JWH UPS Replacement project. The project involves replacing two 120 kVA uninterruptible power supply systems with new UPS units. Acceptable unit sizes are 120 kVA or 125 kVA, with the larger size requiring an increased 225 amp input panel feed breaker. The required battery runtime is 90 minutes at 80% power factor with the sole energy source being the batteries. The construction period may be adjusted for material delays. The fire alarm system provider is ProTek LLC. Individual battery cell identification and certain testing requirements are specified.

NIFC 300-JWH UPS Replacement Solicitation Number 140L3722R0004-Amend 0001

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. Is 120 KVA UPS rating the only size that can be quoted?

See Specification 263353 Paragraph 2.2.D Addendum 1

2. Liebert would like to bid this job, but all we have in this size range is 100 kva or 125 kva.

See Specification 263353 Paragraph 2.2.D Addendum 1

3. If allowed, this would increase the size of the INPUT (IB1, IB2 INPUT PANEL) feed breaker to the UPS (UPS 1, 2) from 200 A to 225 A for the 125 kva size.

See Sheet E002 Addendum 1

4. Drawing shows Qty 1 Battery Cabinet for each UPS. What is the actual battery run time required?

See Specification 263353 Paragraph 2.2.F Addendum 1

5. Sheet 8 of 10 (E002) General notes A: States Basis of design for UPS System is Eaton 93PM series with 150 KW Frame and 120 Rating.

However, Section 2.2 PERFORMANCE REQUIREMENTS (F) Minimum Duration of Supply:

If battery is sole energy source supplying 22.5 kVA at 80 percent power factor, duration of supply is 90 minutes.

Question: Can someone verify what the actual load in KW is so we can supply the correct battery Solution?

See Specification 263353 Paragraph 2.2.F Addendum 1

6. In the information regarding schedule, in the project description Section H‐2 states that the project can proceed during the declared fire danger season. In the NIFC JHW 300 UPS Replacement Document in the Prologue Section, General Information #1 states the project schedule is 160 days but no work will not proceed from May 31 to October 31 to minimize disruptions to the fire program, which statement will be enforced as it will matter to schedule?

The Construction Period described in the Prolog will be enforced.

7. As far as the schedule being 160 days, there is a chance that some materials have a long lead time, can the POP be adjusted to allow for this supply chain time frame?

Material shortage, delays and long lead times can be presented to the COR for the adjustment of the period of performance.

8. I did not see any mention as to the Fire Alarm system provider, could we get the name of the fire alarm system and service company?

Most recent programming changes were performed by ProTek LLC.

9.

Page 263353 – 9 Paragraph 3.1.I Specification states to, “Identify each battery cell individually.”

The batteries in the 93PM battery cabinet are assembled four to a tray with 10 trays, depending on the UPS configuration. Each battery cabinet includes a wiring diagram showing inter‐tray power cabling; however, each battery is not labeled. Is the drawing sufficient or does each battery require its own label? Keep in mind that only the label for the outside battery will be visible, the label for the other three batteries is covered by the outermost battery.

Each battery cell to be identified individually per Specification.

10.

Page 263353 – 10 Paragraph 3.3 Battery Equalization Valve regulated; lead‐acid batteries typically do not get an equalization charge. Applying an equalization charge to this type of battery technology can damage the battery. Is this a requirement?

See Specification 263353 Paragraph 3.3 Addendum 1

11.

Page 263353 – 11 Paragraph 3.4.D.5 The specification states to, “Test dc undervoltage trip level on inverter input breaker. Set according to manufacturer's published data.”

This type of test is not normally performed in the field, even if performance testing is requested, which is not the case with this project. Is this a requirement?

See Specification 263353 Paragraph 3.4.D.5 Addendum 1

12.

Page 263353 – 11 Paragraph 3.4.D.7 The specification states to, “Test insulated case and molded‐case breakers.” This type of testing requires removal of the breaker from the UPS.

Typically, this type of testing is not done on UPS equipment in general, but certainly not on a new UPS. Is this a requirement?

See Specification 263353 Paragraph 3.4.D.8 Addendum 1

13.

Page 263353 – 11 Paragraph 3.4.D.9

See Specification 263353 Paragraph 3.4.D.9 Addendum 1

The specification states to, “Test automatic transfer switches.” This specification appears to refer to an automatic transfer switch (ATS) designed for an emergency generator. Paragraph G refers to simulate the loss of emergency power.

Power inputs defined as “Normal” and “Emergency” are typically found in generator ATS switches. Is this test a requirement for UPS testing?

14.

Page 263353 – 12 Paragraph 3.4.D.9 The specification states to, “Test direct current system’s batteries. The specification may be written around a flooded battery system or a large, VRLA (Valve Regulated Lead Acid) system that requires field assembly. The 93PM solution comes with fully assembled and tested battery cabinets. Is this section required?

See Specification 263353 Paragraph 3.4.D.10 Addendum 1
