About this file

This addendum modifies specifications and drawings for an uninterruptible power supply (UPS) replacement project at the National Interagency Fire Center in Boise, Idaho. The Bureau of Land Management is seeking to replace an existing UPS system with one rated between 120 to 125 kilowatts at 480V 3-phase power. Acceptable manufacturers include Eaton, Vertiv, and Socomec. The new UPS must supply a minimum of 45 kilowatts at 80 percent power factor for 90 minutes when operating in parallel configuration. Submittal and performance test requirements are updated. Input breaker sizing and one-line diagrams are revised to accommodate the allowable UPS size range.

The related solicitation is for the NIFC 300-JWH UPS Replacement project numbered GAOA21. The Department of the Interior Bureau of Land Management Idaho Region is the contracting agency. The addendum provides necessary modifications to specifications and drawings for the UPS procurement opportunity.

This Addendum forms a part of the Contract Documents. It modifies them as follows:

SPECIFICATIONS

MODIFY – Specifications Section - UNINTERRUPTIBLE POWER SUPPLY Page 263353 - 4

On Specification Section 263353 paragraph 2.2 D make the following revision in red below:

2.2 PERFORMANCE REQUIREMENTS

D. Output Rating: UPS shall have a continuous full load rating of 120 to 125 kVA at 480V

3-phase with a power factor of 1.0. UPS shall be capable of supplying loads with a power factor ranging from 0.8 leading to 0.8 lagging without derating.

F. Minimum Duration of Supply: If battery is sole energy source supplying 22.5 kVA at

80 percent power factor, duration of supply is 90 minutes. Total system capacity with 2

UPS units operating in parallel shall be no less than 45 kVA at 80 percent power factor for 90 minutes.

MODIFY – Specifications Section - UNINTERRUPTIBLE POWER SUPPLY Page 263353 - 10

On Specification Section 263353 paragraph 3.3 A make the following revision in red below:

3.3 BATTERY EQUALIZATION

A. Equalize charging of battery cells if recommended by manufacturer, follow written instructions.

MODIFY – Specifications Section - UNINTERRUPTIBLE POWER SUPPLY Page 263353 - 11

On Specification Section 263353 paragraph 3.4 D make the following revision in red below:

3.4 FIELD QUALITY CONTROL

D. Tests and Inspections:

5. Test dc undervoltage trip level on inverter input breaker. Set according to manufacturer's published data.

6. If present, verify synchronizing indicators for static switch and bypass switches.

7. Verify correct phase rotation in normal and bypass modes.

8. Test insulated-case and molded-case breakers.

a. Perform insulation-resistance tests for one minute on each pole, phase-to-phase and phase-to-ground with the circuit breaker closed, and across each open pole. Apply voltage according to manufacturer's published data. In the absence of manufacturer's published data, use

Table 100.1 of NETA ATS.

b. Perform insulation-resistance tests on all control wiring for ground.

Applied potential shall be 500-V dc for 300-V rated cable and 1000-V dc for 600-V rated cable. Test duration shall be one minute. For units with solid-state components, follow manufacturer's recommendation.

c. Use primary current injection to determine long time and short time, ground fault, and instantaneous pickup, Use secondary current injection to test trip functions.

d. Perform minimum pickup voltage tests on shunt trip and close coils according to manufacturer's published data.

e. Verify operation of charging mechanism.

f. Verify correct operation of auxiliary features such as trip and pickup indicators, zone interlocking, electrical close and trip operation, trip-free, antipump function, and trip unit battery condition. Reset all trip logs and indicators.

9. Test automatic transfer switches.

a. Perform resistance measurements through bolted connections with a low-resistance ohmmeter, if applicable, according to Section 7.22.3.1 of NETA ATS.

b. Perform insulation-resistance tests on all control wiring for ground.

Applied potential shall be 500-V dc for 300-V rated cable and 1000-V dc for 600-V rated cable. Test duration shall be one minute. For units with solid-state components or for control devices that cannot tolerate the applied voltage, follow manufacturer's recommendation.

c. Perform a contact/pole-resistance test.

d. Verify settings and operation of control devices.

e. Calibrate and set all relays and timers according to Section 7.9 of

NETA ATS.

f. Verify phase rotation, phasing, and synchronized operation as required by the application.

g. Perform automatic transfer tests.

1) Simulate loss of normal power.

2) Return to normal power.

3) Simulate loss of emergency power.

4) Simulate all forms of single-phase conditions.

h. Verify correct operation and timing of the following functions:

1) Normal source voltage-sensing and frequency-sensing relays.

2) Time delay on transfer.

3) Alternative source voltage-sensing and frequency-sensing relays.

4) Automatic transfer operation.

5) Interlocks and limit switch function.

6) Time delay and retransfer on normal power restoration.

10. Factory assembled battery systems transported and installed completely intact, without disassembly or removal of any component(s) are exempt from these testing requirements. Battery systems assembled or installed in cabinets on-site shall be tested in accordance with the following requirements.
