Solicitation Number: 140L3623R0011 Project Title: Keno, Kennedy, & Elevation Area Road Maintenance

1. What control (152.04c) has been set or will be set on the project by the Gov?

• All staking provided by the government. No 152xx pay items on quote schedule.

2. What data (152.04c) will be made available?

• All staking provided by the government. There is no topographic survey for the site. All features will be slope staked and field fit. No 152xx pay items on quote schedule.

3. Will there be design centerline alignments (152.05b)?

• All staking provided by the government. There is no topographic survey or design surfaces for the site. Center line is based off existing road and road width. No 152xx pay items on quote schedule.

4. Original ground topographic verification (152.05c), where does the theoretical ground elevations come from? Is staking required on all of the Roadway excavation and embankment (3.9 miles)?

• All staking provided by the government. There is no topographic survey for the site. No 152xx pay items on quote schedule. Staking is not required for by the contractor for any of the 204 Roadway Excavation and Embankment pay items.

5. Does Drainage Excavation require staking (9935 feet)?

• Government will provide a stake identifying the construction begin and end.

It is the intention of the government that from the beginning and end stake the contractor can construct per the typical section.

• Note ditch lines that are less than 50% full are to be reconstructed under the 303 pay items where ditch line is present.

6. Does Drain Dip construction require staking as opposed to Reshaping Drain Dip?

• It is the intention that the contractor can from a single stake identifying drain dip construct or reconstruct a field fit functioning dip within the length and grades identified in the typical section.

• Drain dip construction implies there is no existing or remnant dip.

https://sam.gov/

Reconstruct drain dip implies there is some remnants of a previously constructed dip. Both will need to be constructed to a field fit functioning drain dip. The reconstruction should be less effort than a construction.

7. Does Catch Basin construction require staking as opposed to Reshaping Catch Basin?

• It is the intention that the contractor can from a single stake identifying catch basin construct/reconstruct a field fit catch basin from the typical section.

The contractor should be able to excavate a 5 ft back of catch basin and slope the back of catch basin to specified slope on the construction stake. Slope is ideally 1.5:1 unless it doesn’t catch within excavator reach in which case the slope will be steepened or a rock buttress added at the government’s expense.

Backslope will be identified per construction stake.

8. Is there a water source that would be provided close to the project?

• Keno Creek, Kennedy Creek and Elk Creek are adjacent water sources.

Contractor would need to seek water rights from other parties or time operations with weather. Note there are no requirements for proctor tested compaction with measured and tested moisture. See supplemental specification section 204 exact language of moisture requirements.

9. Would the native material used to rebuild roads from embankments need to be classified?

• Per Pay item 20403 Roadway excavation and embankment, Unclassified

Borrow, compaction placement method 3.

• Material specified is unclassified and treated as such.

10. 25104 Keyed riprap class 4. Government furnished. Would the government supply hauling to the sited? If not, How far away is the material?

• Material would be conserved by the contractor from excavations performed in the project area or plucked from BLM ownership along the project roads.

Contractor would be responsible for transport of material within the project area.

11. What other permitting is needed for the Keno Creek pipe replacement?

• BLM holds the 124 permit from fish wildlife and parks for culvert replacements in the project site. No other permit required from the BLM for this project.

• Note required project submittal 30 days prior to work 60201C Culvert replacement. Construction plan with Soil Erosion and Sediment Control for stream pipe replacement. See Supplemental Specifications section 157 and FP-14 sections 157 and 107.
