About this file

This is a combined synopsis/solicitation issued by the Bureau of Land Management seeking quotes for pipeline and wellfield operations services. Key requirements include inspection, testing, maintenance, and repair of a 425-mile crude helium pipeline and associated equipment as well as 19 active natural gas wells. Interested parties must visit the site by November 18th and submit any questions by November 22nd. Quotes are due by December 9th. The selected contractor will coordinate with two existing onsite contractors to ensure delivery of helium to purification plants. STATEMENT OF WORK (SOW)

CLIFFSIDE WELLFIELD AND PIPELINE

POTTER COUNTY, TX

PIPELINE AND WELLFIELD OPERATIONS

Bureau of Land Management (BLM)

October 20, 2022

Statement of Work

1. Background

The BLM has 23 production gas wells (19 currently producing) which were completed between the 1930s and 1960s

(not including exploration/plugged wells). For all the current production wells each well head is contained in a well cellar that is protected by a sliding metal door. These cellars are classified as confined spaces and as such require the proper safety equipment and approval to enter. The BLM also inspects, maintains, operates, and manages a 425-mile pipeline which transports crude helium between Amarillo, Texas and Bushton, Kansas.

The Gasfield and Pipeline Maintenance team is currently responsible for the testing, maintenance, inspection, repair, and product analysis of the Helium Conservation Pipeline (aka Pipeline): 1) a 425-mile pipeline transporting crude helium between Amarillo, Texas and Bushton, Kansas and associated Federally owned lateral lines; mainline valves;

approximately 1,500 induced current cathodic protection system and their test stations; analyzers and analysis equipment; and miscellaneous valving and equipment; 2) 19 active (and 4 inactive) natural gas wells, well cellars and wellheads, associated valving, gauges, and equipment, wastewater collection stations, and transport pipeline from the wells to the gas metering building (ending at the valve risers located on the east side of the gas metering building).

The Helium Stewardship Act of 2013 directed the sale of the Federal Helium Supply (FHS). The BLM anticipates the sale and conveyance by the end of 2022. In the event the sale does not occur, does not close, or the FHS is not transferred on or before December 3, 2022, the BLM intends to award a contract to operate and maintain the wellfield and pipeline operated by the Bureau of Land Management.

2. Location

Performance of this Contract shall primarily be carried out at the hub of the FHS, the Cliffside Plant, located approximately 12 miles northwest of Amarillo, Texas at 13301 Brickplant Road. From that location, the crude helium pipeline extends 425 miles to Bushton, Kansas, with one BLM Field Station along the pipeline’s route at Satanta, Kansas.

3. Specifications

The BLM has two primary contracts that are already in place. One contract for leasing of plant and another to operate.

The selected contractor will work in close coordination with these contractors and BLM representatives to ensure that

FHS continues to meet the helium delivery needs of the storage contract holders’ purification plants along the 425-mile crude helium pipeline.

4. Contractor Responsibilities

4.1 Regarding the Pipeline and Wellfield, Contractor shall:

This scope of work for this contract includes: the inspection, testing, maintenance, and repair of the Helium

Conservation Pipeline, associated valving, and equipment; the inspection, testing, maintenance, and repair of the active production wells, associated valving, drip stations, gathering lines, and equipment; and conducting

Pipeline and wellfield underground locator activities along the 425-mile Pipeline (to include lateral lines) as well as wellfield buried piping in order to protect the Pipeline and other underground equipment.

Helium Conservation Pipeline Requirements

The Pipeline is a 425-mile pipeline stretching across Texas, Oklahoma, and Kansas, with the endpoints located at the Cliffside Plant in Amarillo, Texas and Bushton, Kansas. The Pipeline also includes three government owned lateral lines and the Satanta Maintenance Station, located approximately 188-miles along the pipeline from

Amarillo’s Cliffside Plant at Satanta, Kansas. Pipeline construction is 8.625" Outer Diameter (OD) X .250" wall, API 5LX, X-46 piping from Cliffside to Satanta, and 4.5" OD X .219" wall, API 5L, Gr. B piping from Satanta to Bushton. Pipeline lateral construction is 4.5" OD X .219" wall, API 5L, Gr. B and 3.5" OD X .188" wall, API

5L, Gr. B piping, and the pipeline operating pressure is not to exceed the established safety limit of 1,500psig.

Specific work to be performed includes:

Pipeline Serviceability and Assurance of Mechanical Integrity
