PIPELINE AND WELFIELD OPERATIONS CONTRACT

ADDITIONAL INFORMATION/INSTRUCTIONS

Solicitation Point of Contact

The only authorized point of contact for this acquisition is the Contracting Officer, Emmett

Larson. Any questions or concerns shall be address to the below point of contact. All questions must be submitted in writing via electronic mail.

General Information

This acquisition will be solicitated and awarded in accordance with FAR Part 12, Acquisition of

Commercial Items, and FAR Part 13, Simplified Acquisition Procedures.

Quote Delivery

The vendor shall submit their quote via email to the point of contact identified above. The quote package must be completed and returned prior to the date and time set for closing of quotes.

Quote Preparation Instructions – General

Quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section. To aid in evaluation, the quote shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the vendor, the date, and the solicitation number.

Overall Arrangement of Quote

The overall quote shall consist of three (3) separate volumes, individually titled as stated below:

Volume I – Cover and Other Documents

This volume shall consist of the vendor’s cover page which provides Vendor Name, Address, Unique Entity ID (UEI), Point of Contact, email, and phone. The cover page may include a brief introductory of the company. This volume shall also include any required representations, certifications, and acknowledgement. This volume shall also include the completed SF 1449 and any SF 30 amendments issued for this solicitation.

Volume II – Factor 1: Technical Capability

a. General

(1) This volume consists of the vendor’s outline addressing the technical and management aspects of the acquisition, capabilities, and what will be done to satisfy the requirements of the Statement of Work. The technical capability will be evaluated according to the criteria contained in FAR Provision 52.212-2, Evaluation –

Commercial Items and Section M, Evaluation Factors for Award, it shall be specific and complete in every detail. The technical capability should be practical and straightforward, concise delineation of the vendor’s approach to the requirements of the Statement of Work.

(2) To enable the evaluation of the technical capabilities portion of the quote strictly on the merit of the material submitted, no contractual price information is to be included in the technical quote. Where estimated labor hours will provide clarity, they shall be quoted in man-hour figures only, with no indication as to the cost of these labor hours.

(3) The quote shall not merely offer to perform the work according to the Statement of

Work but shall outline the actual work proposed as specifically as practical. The

Statement of Work reflects the objective of the program under consideration.

Therefore, repeating the Statement of Work without sufficient elaboration will not be acceptable.

(4) The technical capability discussion shall contain most of the quote. It should clearly address each of the quote evaluation criteria contained in FAR Provision 52.212-2 of this solicitation and as identified below including any sub criteria contained.

(5) Technical capabilities Exceptions and Deviations shall identify and explain any exceptions or deviations take or conditional assumptions made with respect to the technical requirements of the solicitation. Any exceptions, etc. taken must contain sufficient amplification and justification to permit evaluation. All benefits to the

Government shall be explained for each exception taken. Such exceptions shall not, of themselves, automatically cause a quote to be deemed unacceptable. However, a large number of exceptions or one or more major exceptions not providing benefit to the Government may result in rejection for the quote as unacceptable.

b. Subfactor 1: Technical Approach

The vendor shall submit a quote that demonstrates that the vendor has a strong understanding of the maintenance and troubleshooting set forth in the Statement of Work (see section M for additional details).

c. Subfactor 2: Management Plan

The vendor shall submit a quote that clearly indicates that the vendor has a management plan to accomplish the maintenance tasks and perform troubleshooting as defined in the Statement of Work (see section M for additional details).

d. Subfactor 3: Organization Experience

The vendor’s quote shall display the capability, resources, and experiences in identifying and solving mechanical problems with natural gas compressors.

e. Format and Content:

(1) Volume II – Factor 1: Technical Capability shall have the following format.

a. Page size: 8-1/2” x 11”

b. Font Size: Text shall be no smaller than 12-pitch (12 characters per inch)

c. Graphics/Organizational charts shall be clearly readable

d. Number of pages: Excluding cover page, table of contents, resumes, dividers, and drawings shall not exceed 15 pages

e. Volume shall include the following components:

i. Table of Contents

ii. List of Tables and Figures

iii. Technical capability discussions that addresses the evaluation criteria shown in FAR Provision 52.212-2, Evaluation – Commercial Items

iv. Technical Capability Exceptions and Deviations

The above components shall be subdivided or supplemented as appropriate.

Volume III – Factor 2: Price Quote

The price quote (Volume IV) shall consist of the vendor’s fixed unit price for each line item

(Section B - Schedule of Services-Pricing) to perform the work specified in this Request for

Quote (RFQ). The Government may deem a quote as unacceptable if the vendor omits any unit pricing.

Tasks defined under Sections 4 and 5 of the Statement of Work will be completed as Firm-

Fixed Price. Routine tasks pertaining to Pipeline/Wellfield Operations may be added into the scope of the contracts via FFP modifications stated in Section 6. For other repairs, maintenance, testing, etc. not already covered in the SOW, the Contractor may submit a quote to the

Government which will be Time & Material.

Quote Submission Checklist

a. Complete blocks 12, 17a, 17b (if applicable), 30a, 30b, and 30c of the Standard Form

1449.

b. Acknowledge receipt of all solicitation amendments (if applicable).

c. Provided Schedule of Services and fill-in unit pricing and total price for each line item.

d. Read entire FAR Provision 52.212-1, Instructions to Offerors – Commercial Items and additional instructions (Section L) to ensure compliance.

EVALUATION FACTORS FOR AWARD

Basis for Contract Award: This is a trade-off source selection. The Government will select the best overall quote based on an assessment of technical capability and price. To be eligible for award, the vendor must be deemed responsible in accordance with FAR 9.104; meet all requirements of the solicitation; conform to all required terms and conditions; and include all required certifications, unless a proposed exception is accepted by the Government. The

Government seeks to award to the vendor who provides the best value in meeting or exceeding the requirements of this solicitation. This may result in an award to a higher-rated, higher-priced quote, where the decision is consistent with the evaluation factors and the contracting officer reasonably determines that the technical superiority, overall business approach, of the higher-priced quote outweighs the price difference. While the Government source selection evaluation team will strive for maximum objectivity, the source selection by its nature is subjective.

Therefore, professional judgement is implicit throughout the entire process.

Number of Contracts to be Awarded. The Government anticipates awarding one contract to the vendor that presents the best overall value to the Government.

Technical Evaluation Committee (TEC). The Contracting Officer has established a TEC to conduct the evaluation of quotes received in response to this solicitation. The evaluation will be based exclusively on the content of the quote and any subsequent discussions required. The TEC will not consider any information or data incorporated by reference or otherwise referred to. The identities of the TEC personnel are confidential, and any attempt to contact these individuals for the purpose of discussing your quote (or other competing quotes) will result in the rejection of your quote.

The TEC will evaluate each quote submitted. Price information will then be considered, and a best value analysis performed.

Evaluation Criteria. In evaluating quotes, the Government will make tradeoffs among the factors to select the quote that is most advantageous to the Government. To arrive at a best value decision, the Government will assess each quote in accordance with the following evaluation factors and subfactors:

Factor 1 – Technical Capability

Subfactor 1 – Technical Approach

Subfactor 2 – Management Plan

Subfactor 3 – Organizational Experience

Factor 2 – Price

Relative Importance of the Factors. The relative importance of each factor/subfactor is as follows: subfactor 1 is more important than subfactor 2 and 3 combined. Subfactors 1, 2, and

3 combined are more important than Factor 2: Price. Price is still a major consideration in the source selection decision. The price factor may become more significant in contributing to the source selection decision if competing quotes offer comparably evaluated technical capabilities and personnel ratings.

Evaluation Approach. An adjectival rating will be used to evaluate the Technical Capability subfactors. Adjectival ratings shall not be used for the price factor, instead price quotes will be evaluated to determine if prices are fair and reasonable.

In arriving at a best value decision, the Government reserves the right to give positive consideration for quotes that exceed requirements and may favorably consider innovations and efficiencies that enhance price, schedule, or performance that are a benefit to the Government.

Quotes that exceed the requirements are less likely to be recognized as beneficial unless the benefits derived by the approach are explicitly described and justified.

Factor 1: Technical Capability

Technical Capability Ratings. Based upon the Government’s evaluation of the quote, a adjectival rating will be assigned which reflects the extent to which the quote meets or exceeds the Government’s specified performance and capability requirements considering any strengths, deficiencies, and weaknesses associated with the quotes capabilities.

The adjectival ratings shown below will be used to evaluate the subfactors under Factor 1:

Technical Capability. The adjectival rating depicts how well the quote meets the technical capability requirements and the level of risk assessed.

RATING DEFINITION

Outstanding

Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good

Quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable

Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal

Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable

Quote does not meet requirements of the RFQ, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.

Subfactor 1 – Technical Approach. Vendor shall submit a quote that demonstrates the following:

a. A firm understanding of the maintenance and troubleshooting set forth in the Statement of Work.

b. The quote shall address each performance requirement set forth in the Statement of

Work.

c. The quote shall provide technical solutions that indicates requirements will be met on schedule.

d. Examples of quote strengths include but are not limited to:

• The Vendor’s quote includes specific equipment listed in the solicitation, identified using proper nomenclature or assigned names/identification.

Examples – 8.625” Pipe, Mainline Valve # xx of 38, Wellhead Bivins A-2, etc.

• The vendor’s quote includes references to specification-based requirements and industry best practices for repairs, such as API 1104 and ASME Section

9, as identified in the solicitation.

• The Vendor’s quote specifically addresses their technical approach to covering the geographic areas of Texas, Kansas, and Oklahoma.

• The Vendor’s technical approach specifically identifies their understanding and approach to meeting timebound requirements in the solicitation, such as response to requests for Underground Pipeline Location services, response to repairs, and methods of communication with BLM and onsite operations contractor.

e. Examples of quote weaknesses include but are not limited to:

• The Vendor’s quote and technical approach does not include specifics related to quantity or distance of mainline valves or active wellheads.

• The Vendor’s quote does not include specific language related to their strategy in covering the geographic areas of Texas, Oklahoma, and Kansas.

• The Vendor’s quote does not include specifics on their ability to meet timebound requirements for Underground Pipeline Locate services or communication with BLM and onsite operations contractor related to repairs.

• The Vendor’s quote does not include language and specification-based standards included in the solicitation.

Subfactor 2 – Management Plan. The quote must clearly indicate that the vendor has performed adequate planning to accomplish the maintenance tasks as defined in the Statement of

Work. The vendors quote shall include:

a. A complete plan to accomplish each requirement, including subcontracting for major problems.

b. That the vendor demonstrates the ability to have appropriate personnel and equipment available to efficiently carry out the requirements of the Statement of Work.

c. The vendors quote shall indicate the proper level of effort required for each task identified in the Statement of Work.

d. The vendor shall display the ability to schedule planned work within 10 calendar days and response times for non-scheduled and emergency requirements.

e. Examples of quote strengths include but are not limited to:

• The Vendor’s quote includes specifics related to the quantity or type of equipment and personnel required to complete the requirements of the solicitation.

• The vendor’s quote includes references any qualifications or experience of personnel that will be required to complete the work and meet the requirements of standards listed in the solicitation.

• The Vendor’s quote specifically addresses their technical approach to covering the geographic areas of Texas, Kansas, and Oklahoma and includes language of how nonscheduled work will be completed over this widespread geographic area.

• The Vendor’s technical approach specifically identifies their understanding and approach to scheduling time and frequency of primitive maintenance and routine inspection requirements identified in the solicitation.

• The Vendor’s quote specifically identifies subcontractors or other capacity necessary to complete unscheduled, emergency, or routine repairs and maintenance identified in the solicitation.

f. Examples of quote weaknesses include but are not limited to:

• The Vendor’s quote and management plan does not include specifics related to their ability to complete requirements of this solicitation related to the specific quantity or distance of mainline valves and active wellheads.

• The Vendor’s quote and management plan does not include specific language related to their strategy in covering the geographic areas of Texas, Oklahoma, and Kansas.

• The Vendor’s management plan does not include specifics on their ability to meet timebound requirements for Underground Pipeline Locate services or communication with BLM and onsite operations contractor related to repairs.

• The Vendor’s management plan does not demonstrate their ability to complete scheduled and emergency work within the timeframes identified in the solicitation.

Subfactor 3 – Organizational Experience. The vendors quote shall display the capability, resources, and experience in identifying and solving problems with natural gas compressors.

a. Examples of quote strengths include but are not limited to:

• The Vendor’s quote includes specifics related to their ability to analyze and resolve problems with natural gas compressors.

• The vendor’s quote specifically identifies knowledge, skills, or experience with specific makes and models of natural gas compressors.

• The Vendor’s quote specifically addresses their technical approach or qualifications related to personnel that would be working on natural gas compressors.

g. Examples of quote weaknesses include but are not limited to:

• The Vendor’s quote specifies general maintenance language that is not specific to the responsibilities in the quote.

• The Vendor’s quote does not include specific language related to their strategy in covering the geographic areas of Texas, Oklahoma, and Kansas.

• The Vendor’s quote does not include solving problems with natural gas compressors.

Factor 2: Price. Adjectival ratings shall not be used for vendor’s price quote. The price evaluation assesses each vendor’s total quoted Firm-Fixed price for tasks under sections 4 and 5 of the Statement of Work.

Solicitation Requirements, Terms and Conditions. The vendor is required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or criterion. Failure to comply with the terms and conditions of the solicitation may result in the vendor being ineligible for award. Vendors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale.
