About this file

This document contains questions and answers regarding solicitation number 140L0621R0037 from the Department of the Interior Bureau of Land Management for the Haekel Road Double Chip Seal project. The solicitation requires double chip sealing of Haekel Road within 120 calendar days of receipt of the notice to proceed, expected in spring 2022. Offerors need only provide total pricing on block 17 of the SF1442 form, as the government may use multiple contract line items or consolidate line items at award depending on the final funding structure. However, the contract will be awarded as a firm-fixed-price lump sum. All date references in the solicitation and on the SF336 form are replaced with a 120 calendar day period of performance starting from the notice to proceed.

Amendment 2 – Q&As #2

1) Q: The SF1442 continuation Sheet (OF 336) shows period of performance and delivery dates as “2021”. Should these dates reflect 2022? (Solicitation, pg. 3/37) A: All date references are changed to 120 calendar days after receipt of the notice to proceed (expected to be issued in Spring 2022 due to seasonal temperatures).

2) Q: L-7 (a) requires only that “Blocks 14, 15, 16, 17, and 19 of Standard Form (SF) 1442” be completed. Is any pricing required to be entered on the Optional Form 336 for each CLIN? (Solicitation, pg. 3/37) A: No, the offeror only needs to include a total price in box 17 (amounts). CLINS within the 1442 have been updated. Two CLINS exist as a result of initial funding document arrangement. The government may use multiple CLINS and/or consolidate the CLINS into a single line item at contract award depending on the final funding document structure. However, the contract will be awarded on total firm-fixed-price basis (lump-sum).

3) Q: 52.211-10 Commencement, Prosecution, and Completion of Work, (c) states that the work is to be ready for use not later than 120 calendar days after NTP (Solicitation, pg.

10/37). This conflicts with the dates on the SF336, which says:

That the Period of Performance of Item No. 00020 is scheduled from 04/01/202[2] to 10/21/202[2]. These dates reflect a performance period of approx. 203 days

That the Period of Performance of Item No. 00030 is scheduled from 05/01/202[2] to 10/12/202[2]. These dates reflect a performance period of approx. 164 days

Please confirm the Period of Performance assigned to each CLIN.

A: All date references are changed to 120 calendar days after receipt of the notice to proceed (expected to be issued in Spring 2022 due to seasonal temperatures).
