About this file
This document contains questions and answers related to solicitation number 140L0621R0024 for the Reser Dam Reconstruction project. The Bureau of Land Management is seeking to reconstruct Reser Dam through a contract awarded in the fall of 2021, with mobilization likely in the spring of 2022. Work will include embankment redesign, outlet works improvements, a boat ramp installation, riprap placement, and fish habitat structures without requiring dewatering. Test pits 1 and 4 can serve as borrow sites for embankment fill. The project is not in a critical sage grouse area and does not require detours. Payment for fish structures will be based on tonnage. Nearby land ownership includes BLM property. Fly ash will be required in concrete and riprap must be angular.

Solicitation No: 140L0621R0024 – Amendment 0002 Questions & Answers
Questions & Answers
5. Our concrete supplier in Havre currently has only one mix design that uses fly ash and it’s a 6-sack mix. The specs call for a 5.5-sack and 6.5-sack mix design. Would a 6-sack fly-ash mix design be acceptable for the project?
For the Lean Concrete/Concrete Bedding/RipRap Grout -Yes. Not for the 6.5 sack structural concrete mix design according to our specs SECTION 03300 2.05.
6. Was attendance at the pre-bid mandatory?
No.
7. Is there a map/drawing available that shows where the contractor can store/stage the excavated material?
No there is not. But that being said on Drawing C1, we need to keep the excavated material and contractor staging out of the auxiliary spillway. South of the auxiliary spillway, CP-3 and TP4 would be acceptable. North of the access road and up near TP-1. East of STA 9+00, and west of the Reser Road would be acceptable.
8. Is it assumed that the site is balanced? Meaning no additional import of material? If not has the BLM identified a borrow site in close proximity to the project?
Don’t Assume this. The site is probably not balanced due to slight embankment redesign with wider top width and a berm constructed on downstream toe between STA 3+50 -Sta 5=50 and an unknown exact muck Excavation in the foundation, many variables involved, and quantities will be measured. If Excavation is needed, from drawing C1 TP-1 and TP-4 are acceptable Borrow sites. The data from these test pits are in Appendix A Geotechnical Testing Summary in the Technical Specifications of the contract.
9. Given the lateness of the RFP, is it assumed that this work will begin in the spring of 2022?
The government plans on issuing the NTP in the Fall to allow ample time for submittals. Given the types of preparatory work required to reconstruct this Dam, namely the work associated with the storm water application process, it is likely that mobilization will not happen until the Spring.
10. What are the top limits of the lime amended backfill?
Lime amended backfill shall be placed along the outlet works from elevation 2618.2 to elevation 2630.0 between the low-level inlet structure and the sand chimney. Lime amended backfill shall be placed from elevation 2618.2 to the pipe spring-line between the sand chimney and outlet. Refer to Plan Sheet OW3 for details.
11. Will the boat ramp conflict with the riprap slope protection?
The boat ramp will not conflict with the riprap slope protection.
12. Is the project located in a critical sage grouse area?
The project is not located in a critical sage grouse area and no clearance letter has been developed, although the project has been cleared by the US Fish and Wildlife Service.
13. What extent of public access is provided by the site road, and will the government require the contractor to establish a detour?
No detours are required. The site road is limited to traffic accessing the reservoir area and the site road may be closed to the public during construction.
14. Technical Specification Section 01150, 1.07.W indicates that Fish Structures quantities measured for payment will be based on field measured volumes, while Item 23 of the Schedule of Items indicates payment by the Ton.
Which measurement and payment method will be applied?
Payment for fish structures shall be made at the Contract unit price per ton, as indicated by truck weigh tickets.
15. What is the land ownership of the area east of the dam embankment?
The area located between the dam embankment and Reser Road is BLM managed land. The area south of the embankment to the second fence line located on the section line is also BLM managed land.
16. Does the existing stilling basin contain gabion wires?
Yes, but existing wires may be all or partially disintegrated. Refer to Technical Specification, Appendix B for as-built detail.
17. Is proposed new riprap required to be angular?
Yes, new riprap must be angular.

18. Will the foundation be placed on Bearpaw Shale?
Refer to Technical Specifications, Appendices A and B, Geotechnical Testing Summary and Original Record Drawings, for pertinent test pit information and original lithologic logs. Also refer to Technical Specification, Section 01150, 1.07.E, Muck Excavation for excavation and wasting as necessary to remove muck (saturated soil).
19. Is there a designated borrow source?
Test Pit 1 and 4 areas may be used as embankment fill borrow sources.
20. Will dewatering be required for fish structure, spawning bed, and/or channel excavation?
No, these improvements will be field fit and dewatering will not be required.
21. Verify that fly ash will be required for cast-in-place concrete.
Verified and available at no anticipated extra cost.
22. Boat Ramp Drawing F2 - Is there any other installation recommendations for anchoring the Flexamat to the ground other than the 18" bury at the top of the ramp? (sides and bottom)?
The Flexamat boat ramp is to be installed according to manufacturer's instructions, which, at a minimum, will include the top 18-inch-deep anchor trench. Rebar u-anchors will be needed at any seams in the mat. The Contractor is responsible for coordinating with the Flexamat manufacturer for submitting shop drawings that include installation instructions.
23. Rock RIPRAP - Is the Rock Rip Rap 100 Percent Quarried? It was thought it could be either Section 02275 RIPRAP Sec 2.01 A. possible field rock or B. Quarried Rock.
The riprap rock is to be imported from an offsite quarry as stated in technical specification paragraph 02275-2. 01 B.: "Quarried rock or boulders for use as slope protection or in the stilling basin from offsite shall have the following properties:"
