Q&A Amendment 2 140G0123Q0121
1) The current order option year end date is listed as 9/7/23. Is this agreement being stopped early? If yes, what is the reason?
a. Previous award on BPA 140G0120A0012 for multiple USGS locations (not only LSC) NTE $1M over five years did not exercise option timely. This award will be an IDIQ with a ceiling and time limit, no option years.
2) What will the start date of this new order be?
a. As soon as possible after closing of the solicitation.
3) When will the award be announced?
a. As soon as possible after closing of the solicitation.
4) Section 2.2 States automatic fill-up on a weekly basis, but 3.1, 3.3, 3.4.1 state that authorized representatives will place orders and that the Government will order by email or phone. Please clarify if the vendor can set up an automatic delivery schedule, and delivery in that manner less any emergencies that may arise.
a. Contractor would work with Facility Manager. Ultimately NO tank will run out of propane using the agreed schedule.
5) Section 3.4.2 We are not able to include date of purchase, unit price or any total (extension of each item) on the delivery tickets Is this acceptable? Will the order number change per each delivery or remain the same? If it changes per order, it may not be shown on the delivery tickets.
a. Each task order will be funded for a specific dollar amount. That task order will have it's own number and Contractor will be responsible for tracking funding as it is delivered/invoiced.
6) Section 3.5 Can the delivery tickets be emailed after each delivery instead of being included with the monthly invoicing?
a. Yes.
7) On the pricing sheet could you explain the difference between the Fixed Mark Up Rate and the Price you pay per gallon?
a. It is your fixed mark-up rate on the price you pay per gallon. If you pay $1.00 per gallon to purchase and your mark up rate per gallon is $.35, then your price per gallon is $1.35.
8) Will the USGS will pay the State Motor Fuel tax.
a. When purchases are not made by the Government itself, but by a prime contractor or by a subcontractor under a prime contract, the right to an exemption of the transaction from a sales or use tax may not rest on the Government’s immunity from direct taxation by States and localities. It may rest instead on provisions of the particular State or local law involved, or, in some cases, the transaction may not in fact be expressly exempt from the tax. In most cases, the copy of the contract, purchase order or credit card receipt is ample evidence that the sale was made to the federal government and is therefore exempt. The Contractor shall be responsible for working with the state.
