About this file

This document contains questions and answers related to solicitation number 140FS323Q0254 for moving services at the Department of the Interior Fish and Wildlife Service Regional Office in Atlanta, GA. The solicitation requires relocating furniture from the fourth floor to the third floor of the building over a two-week period in October and November 2023. Offerors are permitted an on-site survey between October 2nd and 13th to gather details. Pricing should be structured based on the quote schedule using hourly rates or unit prices for tasks like disassembly, packing, and transport. Around 200 plastic totes will be needed, and some workstations will be moved to an on-site warehouse while other furniture may be claimed by other agencies. The incumbent contractor is unknown as this is a new requirement. Elevator access and dumpster placement will be coordinated, and work must occur during regular business hours.

Questions and Answers

Question 1: Timeframe and Downtime: The statement of work stipulates that the job is scheduled between mid-October and the end of November, with a downtime limit of two weeks. To ensure complete clarity, could you kindly specify whether this two-week period pertains to the entire move or if it is specific to certain portions of the project?

Answer 1: We expect the job to be completed within a two-week timeframe.

Question 2: Equipment Allocation: I would appreciate it if you could provide a breakdown of the equipment that is designated for transport to the third floor. My understanding is that items highlighted in yellow on the inventory list are intended for relocation to the third floor. Please confirm if this interpretation is accurate.

Answer 2: The furniture to be relocated from the 4th to the 3rd floor is identified in the PWS.

See ADDENDUM A: Move / Excess Property Inventory and ADDENDUM B: 4th Floor Furniture Plan. Items are highlighted in yellow on both addendums.

Question 3: Pricing Structure: Does FWS have a preference regarding the pricing structure for the quote? Would you prefer an hourly rate or a flat rate for the entirety of the job?

Answer 3: Offerors should structure quotes based on the quote schedule. See ADDENDUM D: Quote Schedule. Offerors should provide a price per hour or unit for each task itemized on the schedule. Some units have been provided. Others should be estimated based on the evaluation of the job. The government will pay hourly rates based on the time it takes to complete the job. Offerors should indicate minimums if they apply.

Question 4: On-Site Survey: Are we permitted to coordinate an on-site survey before finalizing our bid?

This would enable us to gather precise details and optimize our proposal accordingly.

Answer 4: Yes, site visits may be scheduled between October 2nd and October 13th and should be coordinated with the onsite Facility Management Specialist, James Dubiel. In the event of a government shutdown, offerors should be prepared for the scheduled to be pushed back.

Question 5: Previous Contracts: Has FWS previously contracted a job of similar scope? If so, are there any specific considerations or unique factors that we should take into account when preparing our bid?

Answer 5: No, the only unique consideration would be the disassembly and disposal of the vertical filing carousel.

Question 6: Is any of the product being kept in the warehouse behind the building? If so, how many stations do you want held back? If not, we will plan on a full disposal?

Answer 6: -Only 5-10 workstations will be moved to the warehouse.

-Pricing should be submitted per unit (i.e., hour or piece). Our disposal process is currently underway.

Several field offices and other federal agencies have expressed an interest in our furniture and arrangements will be made to pick up those items at their expense. A final list of items for disposal will be made available post award. The government will pay for number of items disassembled and/or hours expended.

Question 7: Can we place a dumpster in the back parking lot?

Answer 7: Yes, we can place a dumpster in the back lot. Location TBD by building management company.

Question 8: Will we have uninterrupted access to the loading dock?

Answer 8: We will coordinate access and use of the loading dock with the building management company so that move activities can be completed without interruption.

Question 9: Will we be able to have uninterrupted access to one of the elevators?

Answer 9: There are two elevators. One is a freight elevator and is the only elevator that can be outfitted with protective padding and used to move furniture. The use of the freight elevator will be coordinated with the building management company and will be exclusively available during the scheduled move.

Question 10: Are chairs being disposed of as well?

Answer 10: Possibly. A final list of items for disposal will be made available post award.

Question 11: Are there elevators to move these items? Do you know how many packing containers are needed?

Answer 11: Please review Addendum D of the PWS, "Quote Schedule." We estimate a need for 200 plastic, reusable totes/crates.

Question 12: I would like to have the incumbent name and contract number if it is possible.

Answer 12: This is a new requirement.

Question 13: Are we moving the cubicles or just the furniture to the third floor?

Answer 13: Only furniture is being moved to the third floor. Cubicles will either be disassembled and claimed/picked up by other federal agencies or disassembled and excessed.

Question 14: Can we work on Saturday and Sunday if need be?

Answer 14: No. The space is secured and will require onsite oversight by FWS personnel. Work will need to be completed during regular hours, generally 6:00 a.m. to 3 p.m.

Question 15: What is the sq. ft. of the 4th floor the portion that is occupied by this moving project?

Answer 15: The fourth floor is approximately 23,000 SF.
