About this file

This Statement of Work (SOW) details requirements for replacing an existing boat ramp at the Havasu National Wildlife Refuge's 5-mile Landing Recreation Area near Golden Shores, AZ. The project involves removing the current 70' x 16' x 1' concrete and rebar boat ramp and constructing a new ramp with specific dimensions: a 50' long x 16' wide main ramp and a 20' long x 16' wide approach apron.

The technical specifications require 95% ground compaction with 51 tons of aggregate base for the main ramp and 4 tons for the apron, #4 rebar placement every 2 feet on center, and 3,500 PSI concrete with fiber reinforcement and rolling stamp finish. The ramp must include 6" curbing on each side (excluding approach apron), "V" grooved angled tooled joints, and heavy broom finish. The project must be completed within 120 days of contract award. Payment and performance bonds are required for bids over $35,000 and $150,000 respectively. No engineered plans, permitting, SWPPP, or dust control are required, and contractors may use marsh water for compaction work.

STATEMENT OF WORK

Havasu National Wildlife Refuge (NWR)

Boat Ramp Construction Lake Havasu National Wildlife Refuge Complex

Topock, Arizona

REVISED

February 2025

BACKGROUND

This Statement of Work summarizes the justification for a construction contract to replace an existing boat ramp with a new concrete boat ramp at a recreation area that provides public vessel access in the Topock Marsh Impoundment at Havasu NWR.

DESCRIPTION OF PROJECT NEEDS

A contracted vendor will need to remove a boat ramp consisting of concrete and rebar. The ramp is located at 5-mile Landing Recreation Area just north of Golden Shores, AZ on County Road 1. The ramp measures 70-feet long x 16-feet wide x 1-foot thick. The removed concrete is to be stockpiled on site for refuge staff disposal or to utilize as rip-raff within the recreational area.

The ramp is to be replaced with a boat ramp that is 50’ long and 16’ wide and a 20’ long x 16’ wide approach apron. The underlying ground must be compacted to a 95% standard proxy with approximately 51 tons of aggregate base for the 16-foot x 50-foot ramp and approximately 4 tons of aggregate base for the 16-foot x 20-foot apron of each ramp. Forms must be set with #4 rebar every 2-feet on center.

The ramp shall have an 8”deep (20” total from top of slab) x 8” turndown with 1 -#4 bar in the center of turndown. Turn down slab bars into the thickened slab edge and tie to horizontal bar.

Pour back and finish concrete as described. Concrete is to be 3,500 PSI with fiber and rolling stamp finished.

SCOPE OF WORK

The vendor will provide all equipment, materials, tools, and labor to remove and replace the boat ramp.

Remove the existing boat ramp and approach ramp consisting of the following dimensions.

o Approximately 1’ x 16’ x 70’ with rebar

Stockpile the old concrete and rebar for refuge staff disposal.

Compact each area with 51 tons of aggregate base for the 70’ long section (50’ ramp &

20’ approach ramp) as mentioned above.

Form and set ramps with #4 rebar set every 2’ on center matching the slope of the existing ramps and not exceeding 14% incline.

Rebar shall be set in the lower 1/3 of the slab. 6” tapered areas shall be placed in the center of the slab.

Concrete shall taper down to 6” at the lower edge of the ramp to allow for proper rebar cover of 3” Provide 6” curbing on each side of the boat ramp (excluding approach apron) Pour back and finish concrete for the boat ramp and straight in approach (may be slight field adjustments). Concrete to be 3,500 PSI w/ fiber reinforcements, no admixtures.

Concrete retarder is appropriate, although not required.

Provide “V” grooved angled tooled joints with a heavy broom finish on the ramp. Provide heavy broom finish on approach aprons. Provide tooled control joints as appropriate on both the ramp and approach apron.

Under normal conditions, the boat ramp edge will be submerged, currently the water is at level where de-watering/sheet piles are not required and the total length of the ramp is exposed.
