About this file
This is a Questions and Answers document for Solicitation 140FC125Q0008 regarding the Havasu Boat Ramp replacement project. The document contains 25 technical questions and answers that clarify construction specifications and requirements.
Key construction details include: the ramp will be 70' total length (including 20' apron), with a 12" to 6" tapered thickness to provide 3" rebar cover; 6" curbing required along entire ramp length except landing; 3500 PSI concrete with #4 rebar placed in lower 1/3 of slab; and "V" grooved angled tooled joints with heavy broom finish. The ramp must match existing slope (max 14% incline) and entry approach angle. No engineering plans, permits, SWPPP, or dust control are required. While epoxy-coated rebar is acceptable, it's not required. No bid bond is needed, but payment/performance bonds are required for awards over $35,000/$150,000 respectively. Demolition spoils can remain onsite, and marsh water can be used for compaction. No utilities or restrooms are available onsite.

Solicitation 140FC125Q0008 Havasu Boat Ramp
Questions (Q) and Answers (A)
1 | P a g e
Q1. Do we need to add footings to the ramp?
A1. Contractor to provide 8”deep (20” total from top of slab) x 8” turndown with 1 -#4 bar in the center of turndown. Turn down slab bars into the thickened slab edge and tie to horizontal bar.
Q2. The ramp doesn't appear to be 70' long, how long are we needing this to be if we are doing a removal and replacement?
A2. Existing ramp is closer to 35'. I believe that the 70' referenced in the SOW might have been in error due to the original having two identical boat ramps listed. 50' extends the ramp down to the bottom of the lagoon area. We'll call it 70' in total, including the 20' apron on the flat parking area.
Q3. The SOW has the pad at 1' thickness. Do you want us to taper the last four feet of the ramp down to about 4"?
A3. Taper slab down to 6” to provide at least 3” cover on all rebar.
Q4. Do you want us to pack in rip-rap at the bottom of the ramp?
A4. No, if we find that rip-rap is needed, we'll do that in house later.
Q5. When removing the old ramp, do you want us to separate out all the rebar from the concrete and place it in separate pile?
A5. No
Q6. Will the boat ramp stop at the water’s edge, or will a portion of it be submerged?
A6. Under normal conditions, the boat ramp edge will be submerged, currently the water is at level where de-watering/sheet piles are not required, and the total length of the ramp is exposed.
Q7. Does the rebar need to be epoxy-coated?
A7. No
Q8. Is bonding (Bid/P&P) required for this project?
A8. There is no bid bond requirement. The payment bond/performance bond requirements are dependent upon the award amount. If your bid is over $35,000 a payment bond will be required; over $150k and both payment and performance bonds will be required.
Q9. Is there a turned-down slab around the perimeter?
A9. Contractor to provide 8”deep (20” total from top of slab) x 8” turndown with 1 -#4 bar in the center of turndown. Turn down slab bars into the thickened slab edge and tie to horizontal bar

Q10. Is a density/compaction test required?
A10. Compact to 95% standard proctor, no test required
Q11. Please confirm no restrooms are available onsite for Contractor use.
A11. That is correct, no restrooms on site. Porta-jon can be provided by contractor if needed.
Q12. Please confirm no power/electrical connections are available onsite for Contractor use.
A12. That is correct
Q13. Can the Gov’t provide As-Builts(e-files) to the Contractor for the ramp listed in SOW page 8, reference photos from the previous ramp build?
A13. No plans available.
Q14. Please confirm demolition spoils and concrete (w/rebar) are permitted to remain onsite.
A14. Yes
Q15. Per the pre-bid site walk, please confirm there will be no requirements for engineering plans, permitting, SWPPP, BMPs, or Dust Control throughout this project.
A15. Correct
Q16. Per the pre-bid site walk, please confirm water from the marsh may be used by the
Contractor for the compaction of subgrades, aggregate base courses, etc.
A16. Correct
Q17. Per the pre-bid site walk, please confirm the ramp shall be created to match the existing ramp slope as estimated but no more than a 14% incline (based on the existing ramp 5’ Rise / 35’ Run).
A17. Correct
Q18. Per the pre-bid site walk, please confirm if the ramp shall be revised in the SOW from a
16’W x 20’L Landing and a 16W’ x 70’L Ramp to match the field measurements taken during the site walk.
A18. Correct
Q19. Per the pre-bid site walk, please confirm if the new ramp shall be installed with a straight entry approach angle to match the existing site’s entry/exit point.
A19. Correct. May be slight adjustment in the field. For bidding purposes, match approach angle.
Q20. Per the pre-bid site walk, please confirm if the new ramp shall be installed with a tapered ramp tail from 12” to 4”.
A20. Tapered ramp tail shall be 12” to 6” to provide adequate rebar cover of 3”.

Q21. Per the pre-bid site walk, please confirm if the new ramp shall be installed with lateral 8” curbing along both sides.
A21. Contractor to provide 6” curb entire length of the ramp (except landing)
Q22. Per the SOW, the concrete is listed at 3,000 PSI, the contractor suggests amending the
SOW to increase the concrete strength to 3,500PSI. Please advise if this will be an acceptable change.
A22. Contractor to provide 3500 PSI concrete. Provide tooled control joints as appropriate to reduce slab cracking.
Q23. Per the SOW, the concrete does not specify admixture(s), the contractor suggests amending the SOW to contain retarder and hydraulic cement additives within the mix design. Please advise if this will be an acceptable change.
A23. Concrete retarder is appropriate, although not required. No add-mixtures required.
Q24. Per the SOW, the concrete is listed with #4 rebar, the contractor suggests amending the
SOW to increase the rebar size to #6 epoxy coated rebar(greenbar). Please advise if this will be an acceptable change.
A24. Contractor to provide #4 rebar (epoxy coated is appropriate, although not required).
Rebar shall be placed in the lower 1/3 of the concrete slab at 12” thick concrete and in the center of the slab for the 6” taper.
Q25. Per the SOW, the ramp should contain a rolling stamp finish, the contractor suggests amending the SOW to contain angled straight line drainage grooves and a heavy broom finish. Please advise if this will be an acceptable change.
Q25. Yes, “V” grooved angled tooled joints with a heavy broom finish will be acceptable and preferred.
