About this file
This document contains questions and answers regarding a federal solicitation for trail paving and roadway microsurfacing work at the National Conservation Training Center in West Virginia. Key details include that the work includes repaving walking trails, microsurfacing two roads, and replacing bike racks. The period of performance was extended to May 28, 2021 due to winter weather. The contractor will need to schedule work around facility events and lodge occupancy. Noise restrictions apply near buildings and lodges. Sections of trail may be closed as long as basic access routes remain open. VDOT asphalt specifications are allowed. Existing pavement markings do not need to be removed if the new surface is not impacted. Tree removal is prohibited and appropriately sized equipment must be used.

Solicitation No. 140F0920B0003:
Project: NCTC Trail Paving and Roadway Micro-Surfacing
Question & Answer Items include:
1. Q: The project bids on the 21st, with a note that the estimated start date would be the 23rd. This is not an issue if the project extends into spring of next year. I bring this up because the specs say you have up to 30 days to review submittals. Please comment on changing the original completion date of Dec 30th.
A: Due to the looming winter season, the period of performance for this project will be extended to on, or about, May 28, 2021.
2. Q: Section 01 14 00 Work Restrictions, Part 1 General, 1.2.4 Closed Weekends: This section talks about working during weekends when the campus is closed. I need to make sure that this is an opportunity to work during a closed weekend, not that we would only be able to work during closed weekends. Please clarify.
A: The purpose of this paragraph is to let the Contractor know that, if the Contractor chose to work on a closed weekend, the Contractor would have full use of the site during the times indicated. No, it does not indicate that the Contractor would only be able to work during closed weekends.
3. Q: Section 01 14 00 Work Restrictions, Part 1 General, 1.2.7 Continuous Noise: This section says that work near or within the educational buildings will have to be done on the weekends. Please give us information as to what you mean by near so that we can bid the work accordingly.
A: It is not expected that any of the work of this project that is closest to the educational buildings will cause a problem with noise (i.e. microsurfacing near Entry Auditorium and behind the Laboratory, a very small portion of trail work near Instructional East). However, if these small areas do cause a problem in regard to noise, this paragraph states that “work creating loud noises near or within the educational buildings shall be performed outside of normal business hours. Normal business hours are 8am to 5 pm.
4. Q: It also says that work cannot be performed near the lodges when guests are likely to be in their rooms. Please provide direction on times we cannot work in the areas near the lodges, and provide direction on what you mean by near the lodges so we can bid the work accordingly.
A: It is expected that some of the trail work (i.e. the spurs from the loop trail to the lodges) will likely cause a problem with noise if a lodge is occupied. Guests are likely to be in their rooms at any time that is not normal business hours, i.e. loud work near the lodges should take place between 8:30 am and 4:30 pm. Additionally, NCTC will work with the Contractor’s schedule as much as we can to only use lodges that are not near the work area. Lodges are typically booked on a weekly basis (i.e. we can’t re-locate guests every 2 days). At this time, it is unlikely that any of the lodges will be occupied prior to the completion of this project due to the Covid19 pandemic. However, this cannot be confirmed at this time.
5. Q: Section 01 14 00 Work Restrictions, Part 1 General, 1.3.2 Trail Paving: This section says that only a portion of the trails will be able to be closed at any one time. We understand the importance of this note. However, will we be able to close sections of the trail that will require the guests to take a longer path to their destination? Does that mean that we can close sections of the trail, as long as guests can get from point A to point B?
A: Yes, as long as guests can get from their lodge to Commons and the Classrooms, it is acceptable if they have to walk the longer way around the inner loop trail. Again, NCTC will work with the Contractor’s schedule as best we can to use lodges that are not near the work area and/or make the most sense for guest access around the site.
6. Section 01 14 00 Work Restrictions, Part 1, General 1.4.3 Special Requirements Facility Events: This section says that from time to time there are various public events that we will have to adjust our work schedules. Is there a schedule of such events that we can include in our project schedule?
A: Unfortunately, no. We will address these events on a case-by-case basis.
7. Q: Section 01 33 00 Submittal Procedures, Sections SD-07 Certificates and SD-09 Manufacturers Field Reports: Can you briefly comment on these sections? What manufacturer’s statements and documentation of would you be looking for on this project? What operation and maintenance could you request?
A: Per the submittal register attached to Section 01 33 00, there are no SD-07 or SD-09 submittals required. However, manufacturer’s certificates may be acceptable for some submittals required by WV DOH specifications. These will be discussed on a case-by-case basis.
8. Q: 3.1 Disposition of Materials, 3.3.1 Removed Materials: Jefferson asphalt does not manufacture asphalt with RAP. Asphalt milling are stockpiled and sold.
A: That will be acceptable as it is assumed that they are sold for re-use? A certificate (SD-07) from Jefferson asphalt stating as such will suffice.
9. Q: Technical Requirements, Part 3 Execution, 3.2 Earthwork: This section says that the contractor is responsible for obtaining all utility clearances prior to excavation. We do not believe that West Virginia Miss Utility Locator will respond to a call to mark utilities on a federal facility. Please comment if I am incorrect.
A: Correct, Miss Utility will not mark utilities. If location of underground utilities is necessary, they must be located by a private utility location company, hired by the Contractor.
10. Q: Specifications call for the following items of work: Remove and replace bike racks.
Are they shown in the plans? How are these paid?
A: Yes. See detail 4 sheet 13 of 14 for a detail of the existing bike racks. We are expecting the same or similar bike rack. These should be included in the lump sum price of CLIN 00010 – Repave Walking Trails.
11. Q: Existing pavement eradication of existing pavement markings and new pavement markings after microsealing. Are there any quantities available? How are they paid for?
A: Quantities of pavement markings for removal and new pavement should be the same as it is expected that the new markings will match the existing. Quantities are not provided but there are dimensions on drawing sheet 10 for Conservation Way and sheet 100 for Roosevelt Road (Baird Drive work on drawing sheet 12 is NIC, or not in the contract anymore). Details for markings are shown on sheet 13. Markings will be paid for within the lump sum price of CLIN 00020, Microsurfacing Conservation Way or 00030 Microsurfacing Roosevelt Road as applicable.
12. Q: Can we use VDOT Superpave asphalt materials in lieu of WVDOH? The VDOT mixes are Superpave BM-25.0A AND Superpave SM-9.5AL. Both are approved VDOT mixes.
A: VDOT Superpave BM-25.0A AND Superpave SM-9.5AL mixes are approved for use.
13. Q: I see that Baird Drive is not in the contract. Are we not bidding any of the work on sheet 9 of 14?
A: The Program Office decided to remove the requirement for Baird Drive from this particular project and possibly do it later in FY 2021.
14. Q: On sheet 13 of 14 under the trail typical it is showing 3” new WMA. Are you requiring warm mix asphalt?
A: Per Technical Project Requirements, Earthwork, Aggregate Base & Bituminous Paving,
2.7 Asphalt Mix Design: The job mix formulas shall be hot mix asphalt (HMA) or warm mix asphalt (WMA)
15. Q: I have found a Company that will price out the microsealing. They do not think it is necessary to eradicate existing pavement markings prior to microsealing. I seem to remember someone said that the pavement markings might need to be eradicated prior to the microsealing. Is it mandatory that we need to eradicate the pavement markings?
A: If the existing pavement markings do not telegraph through to the finished surface, and if it does not decrease the longevity of the new surface, existing markings can remain. If either situation will occur, plan on removing the markings prior to application.
16. Q: We believe that it is cost effective to widen the work area for the asphalt trails to a width of 10-12 feet to allow milling machines, asphalt pavers, and asphalt delivery trucks while replacing the asphalt trails. We would then bring in screened topsoil to restore the disturbed areas, then seed and mulch the disturbed areas.
A: Plan on using appropriately sized equipment, and the manpower necessary for the job at hand. These are trails, not streets, and are to remain the size they are now with minimal exception. Any damage off the sides of the paved trails will be repaired as required within the specifications and drawings.
17. Q: Will limited tree removal be allowed to gain access to the work areas?
A: No. As with Question 16, plan for use of appropriately sized equipment and increased manpower required to complete the work.
