About this file
This document is an amendment to a federal solicitation providing additional details on the requirements. The solicitation is seeking proposals to install new 45 mil reinforced flexible polypropylene pond liners in six ponds and reconfigure piping features at six catch basins for the Ouray National Fish Hatchery. Proposers may propose alternate liner materials that meet the specified attributes. The amendment extends the response deadline to 26 May 2020 at 1900 hours and provides responses to contractor questions confirming that the existing liners to be removed are not the same material as specified for the new liners and that the government will consider liners from manufacturers other than the example listed. Interested parties in attending are named. No other terms or conditions are changed.

Solicitation Amendment
Document 140F0620R0011-0001
Document Title INSTALL POND LINERS & KETTLE MOD Page 2 of 2
A. The purpose of this amendment is to respond to contractor questions and extend the proposal due date.
B. The following is provided in response to contractor questions:
CONTRACTOR: 1) Is the existing liner material being removed also a 45mil RPP?
GOVERNMENT RESPONSE: No. The existing liners, that are to be removed, are HDPE type liners of unknown thickness.
CONTRACTOR: 2) Bid documents indicate you require the material to be supplied by Raven Industries (manufacturer). There are other manufacturers of this material, and similar materials, and there are also other NSF-61 approved materials available these days. Are you open to alternate materials and/or manufacturers? Or only Raven?
GOVERNMENT RESPONSE: The bid documents do not require that liner materials be supplied by a specific manufacturer. Section 02540 (Pond Liner), sub-Part 2.02 (Description of Materials), Item B of the project specifications indicates that DURA-SKRIM NQ45B as manufactured by Raven Industries is a pre-approved liner. Contractors are welcome to propose alternate RPP liners that are technically equal as measured by conformance to all specified attributes indicated in Section 02540, Part 2 (Products). We do not preapprove submittals, materials or equipment during the solicitation phase of the acquisition. It is the successful, awarded contractors’ responsibility to meet the requirements of the project specifications and drawings.
CONTRACTOR: 3) As we are liner fabricator and installer, we would only bid this as a supplier or sub-contractor. Do you have a list of bidding general contractors available who may be interested in receiving pricing from us to supply the fabricated liners?
GOVERNMENT RESPONSE: We don't maintain a plan holders list, the following firms and individuals have shown interest in the project:
JRock Concrete and Construction Perez Excavation Rocky Mountain Industrial (RMI) HD Fowler (Piping Supplier) Steve Winters Black Sheep Services B&B Roustabout
C. The response due date and time is extended to Tuesday, 26 May 2020 at 1900 hours local mountain time. Please provide acknowledgement of this amendment.
D. All other terms and conditions remain unchanged.
