About this file
This document is Addendum 2 for Proposal #14-25 issued by the City of Peoria, Illinois, for Mowing Services covering Facilities, Boulevards, and Right of Ways. The addendum, dated March 12, 2025, updates the original Request for Proposal (RFP) to clarify that bidders can submit proposals for all routes or select routes, with awards made by route. The contract will now be structured as a one-year initial term with three potential one-year renewals, totaling a potential four-year contract period. The bid opening is scheduled for March 18th at 2 PM in Room 110, with a question submission deadline of March 14th by 5 PM. The scope includes mowing approximately 1000+ city-owned vacant lots across 21 routes, with 18 mows per year per lot, and additional responsibilities for facilities, boulevards, and right-of-ways.
The addendum includes pre-bid meeting minutes detailing specific requirements such as general liability insurance of $1 million, workers compensation insurance, and EEO certification. Contractors must remove small debris and garbage from lots before mowing, avoid blowing grass clippings onto streets or sidewalks, and complete each mowing cycle within 7 days. The attached bid tabulation from the previous RFP (16-23) shows pricing variations from four contractors (American Outdoor Services, Hearns Landscaping, Rutherford Enterprises, and Walton Service Inc.) for six different routes, with per-route pricing ranging from $35 to $160. The City reserves the right to add or remove lots from routes based on city needs and may adjust the number of mows depending on weather conditions.
