Paragraph/ Section of Page:

Description of Question Response

1 TO 1 SOW 4 not given

Page 4 of the TO1 SOW under constraints states that, “Due to access, The COR/TPOC may have to skip doors due to access restrictions.

The contractor may have to loop back for doors that the COR/TPOC may not be able to gain access to at the time of the walkthrough and should be captured in the prices quoted.

Since it is impossible to anticipate how many doors will need to be revisited and how many return visits to gain access to restricted doors, can these “skipped” doors be priced as T&M?

No, NIST will make every effort to ensure that the rooms are available for inspection. In the unlikely event that a door will need to be skipped NIST will attempt to have the room accessible later the same day if possible. In the event that a skipped location cannot be visited the same day the contractor will need to document those and the COR or TPOC will cooridnate the evaluation at a later date. This is an assumed risk. The contractor will need to incorporate the costs necessary to reduce the risk.

2 not given not given not given Depending on the amount of delay caused by skipped doors needing to be revisited, will the schedule be extended?

No, the number of doors that may need to be re-visited will be less than 1% of the total number of locks on each task order. Every door will be available for review unless absolutely necessary.

3 not given not given not given The TO SOW states that no travel is required. Does NIST expect that the bidder has an office or team member that is considered local to Boulder? Will travel be disallowed?

As the Boulder, CO campus is considered one of the primary duty/work stations of the task order, there will not be a separate line item in the task order where the contractor can bill for travel costs.

Section L- Instruction, Conditions and Notices to Offerors or

Respondents

8. Task Order

Pricing

We are asked to provide the Task order 2 Ceiling price. I believe the Total Ceiling price needs to be more than $3,466,000.00. We are asked to calculate this price with the following equation:

$3,466,000.00- the total proposed Task 1 firm fixed price = total ceiling price for Task order 2

OR $3,466,000.00 - $3,466,000.00 = 0

There appears to be some confusion in the wording of the Offeror's question. Task Order 1 is the only Task Order included in this RFP. Within Task Order 1, there is Task 1 and Task 2. The total of the Task 1 and Task 2 prices shall equal $3,466,000.00.

The total ceiling price of Task Order 1 as a whole (which includes Task 1 and Task 2 as described in the Task Order 1 SOW) shall be $3,466,000.00. That is the total budget for Task Order 1. Offerors shall propose their firm fixed price for Task 1 (Task 1 as described in the Task Order 1 SOW). Then, the total ceiling price of Task 2 shall be the difference between $3,466,000.00 and the firm fixed price proposed for Task 1. As an example, if an Offeror proposed a firm fixed price of $60,000.00 for Task 1, then the total ceiling price for Task 2 would be $3,406,000.00.

5 1449 Form Page 3 & 4 OF

CLIN Pricing 0001

- 0005

What metrics are we to utilize to provide a price for CLIN 0001 – 0005?

The document sates the results of the RFP are to award an ID/IQ with a ceiling of $9,200,000. The CLIN 0001 – 0005 state they are for Base years as well as options period 1 – 4. The document Task Order 1 Statement of work Attachment 4 on page 2 mentions Task 1 (CLIN 0001) as well as Task 2 (CLIN 0002) but these CLIN 0001 and 0002 do not have the same description as those found on 1449 Form.

Please clarify what we are to price on the 1449 form and what costs either fixed or T&M comprise of CLIN 0001. Please clarify what costs on the 1449 form would be for CLIN 0002, 0003, 0004, 0005 as the fixed portion of work would already be complete in CLIN 0001.

Please clarify where we are to show the price for TASK1 and TASK2 on the 1449 form and are these tasks 1 and Task 2 CLIN 0001 & 0002 on the 1449 form? If so that would have us only doing the fixed cost portion TASK 1 (CLIN 0001) attachment 4 in the base year CLIN 0001 on form 1449.

See the instructions given on Page 83 of the Official SF1449. Under the " Volume II- Business Volume " section, 3rd paragraph, it states "... Offerors are NOT requested to insert any pricing numbers/figures into the "Unit Price" or "Amount" fields for any of the CLINs 0001-0005 in the Schedule of CLINs. ...."

Offerors should not show any pricing on the SF1449 itself. Please follow the instructions given in the SF1449, as amended, for submission of the "Base IDIQ Contract Pricing" and then the "Task Order 1 Pricing."

Attachment 4 Task Order

Statement of Work

Page 1 OF 21 3, 4, 5

We are aware that the :

• 2016/2017 a pilot program mentioned in the solicitation task order was done for this cyberlock program. At a similar time, an award was made to Sightcomm by DOC NIST for a project called “Wireless It Based Locking System Project” Task Order No. DOCSB134116NC0600 Contract No. GS06F1238Z

• “Sightcomm” which is a joint venture between two companies “CRI” and “Insight Systems Corporation”.

Did Sightcomm (as outlined in FAR 9.505-2) prepare specifications or work statements in support of this solicitation?

No, beyond the installation and testing of the aforementioned wireless pilot, Sightcomm was not involved in the development or deployement strategy developed for this procurement. The prepared specifications and documentation for this procurement action was developed by NIST Federal Staff.

Task Order 1

SOW

5 -7

Does the “Secret Security” Clearance need to be in place at the time of award for all personnel that will be working on the contract? Or is NIST willing to sponsor individuals to achieve this level of minimum clearance?

From this paragraph the personnel do not need to be individually certified in the Assa Abloy IP Enabled Products. Simply the integrator needs to be certified as stated in contractors’ requirements. Was individual certification in Assa IP Enabled Products mistakenly omitted in the “personnel Requirements” section?

Yes, NIST will be willing to sponsor technicians for badging and to meet the required minimum security level.

The ASSA ABLOY certifications for IP enabled locksets are only applicable to companies with trained technicians and does not apply individual technicians.

Section C.

Past

Performance & Attachment 3 rfp and attachment 3 One

Can an official Past Performance from PPIRS / CPARS from a similar referenced project be utilized instead of the “Past Performance Questionnaire Template”. A few of our warranted contracting officers directed us to utilize this instead of a questionnaire as they stated the CPARS is the official review and should be utilized.

Past Performance Information Retrieval System (PPIRS) data has been merged into the Contract Performance Assessment Reporting System (CPARS). CPARS.gov is now the official source for past performance information. Performance evaluations contain both government and contractor comments to provide a balanced view of performance, allowing source selection officials to look beyond contractor references.

Yes, a PPIRS/CPARS Assessment may be submitted instead of the Past Performance Questionnaire Template the Government posted with this RFP.
