Page Limitations. The proposal cover page, executive summary, definitions for acronyms page, Table of Contents, list of tables/figures, resumes, schedule of proposed labor categories, schedule of proposed products, and completed Past Performance Questionnaires will not count towards the page limits listed above for Volume I. Resumes shall be provided as an attachment to the volume, and each resume shall be limited to three (3) pages in length. Proposal contents that exceed the stated page limitations will be removed from the proposal by the Contracting Officer, prior to turning the proposal over to the Government evaluation teams and will not be considered in the evaluation.

Format. Text shall be single‐spaced, on 8½” x 11” paper (except as specifically noted), with a minimum one‐ inch margin all around. Pages shall be numbered consecutively. Offerors may use 11” x 17” sized pages for tables, charts, graphs, or pictures that cannot be legibly presented on 8½” x 11” paper. Cross‐referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. Hyperlinking of cross‐references is permissible.

Information required for proposal evaluation, which is not found in its designated volume or cross‐ referenced, is assumed omitted from the proposal.

Electronic Submission of Proposal.

(a) By submission of an electronic proposal, the offeror must ensure that the submission is readable, in the format specified in the solicitation, and has been verified as free of computer viruses. Prior to any evaluation, the Government will check all files for viruses and ensure that all information is readable. In the event that any files are defective (unreadable), the Government will only evaluate the readable electronic files. Further, if a defective (unreadable) email/attachment renders a significant deficiency in the offeror's proposal, the Government may consider the proposal incomplete and not consider such proposals for further evaluation.

(b) The offeror must ensure that:

(1) It has verified that its electronic proposal is readable on the hardware and software

(2) It has verified that the electronic proposals are free of computer viruses using standard commercial anti‐virus software.

(c) A proposal that fails to conform to the requirements of paragraphs (a) and (b) above may be subject to interception or delay at Governmental electronic communications portals. This interception or delay may result in the proposal being lost, deleted, destroyed, or forwarded in such a manner that the proposal arrives at the target destination past the time and date of the deadline for submission established in the solicitation. In the event that a proposal is lost, deleted, or destroyed due to the offeror's failure to conform to the requirements of paragraphs (a) and (b) above, such proposal will be considered to have never been

delivered to the Government. In the event that a proposal is delayed due to the offeror's failure to conform to the requirements of paragraphs (a) and (b) above, the proposal will be treated as late in accordance with the provision of this solicitation entitled Late Submissions, Modifications, and Withdrawals of Proposals.

Submission Due Dates. Offers must be received prior to 3:00 EST, January 25, 2019 5:00 EST, February 15, 2019. The offeror shall adhere to the following instructions in preparing its proposal in response to this solicitation. The proposal shall fully comply with all requirements. The offeror shall provide a brief history of the creation and development of the company and a description of the legal structure and organization of the company. Joint ventures shall be clearly explained, to include the organization of each member of the venture, the construct of the joint venture, the relationship between the members of the joint venture and the Small Business Administration’s approval of the joint venture. Information is to be formatted at a summary level and should represent only data found elsewhere in the proposal. Any proposed unique approaches should also be highlighted. Price information shall not be included in this document. Reference to the proposal areas containing substantiating information should be given when possible. The company officials to be contacted for information about the proposal and/or notified of the selection decision should be identified.

Technical/Non‐Price Proposal Sections:

Volume I, Phase Two of an Offeror’s proposal, following the Executive Summary, shall consist of the following three sections. The page limit detailed above applies to Phase Two of Volume I as a whole. The government has not placed individual page limits on individual sections of this phase.

A. Technical/Management Approach and Capability:

The offeror shall clearly demonstrate its technical understanding/capability and management approach/capabilities to successfully provide the products and services required to complete the base IDIQ contract SOW and Task Order 1 SOW requirements. In doing so, the offeror shall include the following sections, which are not explicit subfactors:

o Technical Approach/Capability for IDIQ SOW: The offeror shall clearly demonstrate that it will successfully complete all IDIQ SOW requirements and provide the government with access to all Assa Abloy, RS2, and any alternate software solutions including related products, services, and licensing options that may be required to complete all requirements within the IDIQ contract scope of work. This shall include, but is not limited to the following:

o A demonstration of the offeror’s technical understanding of and capabilities to perform requirements as described in the IDIQ SOW.

o The offeror’s proposed schedule of Assa Abloy wireless locksets (and related software or other products) it believes may be necessary for completion of any and all potential task

PAGE 9 OF 13 1333ND19RNB130003001

orders under the IDIQ contract. The offeror shall NOT include pricing for the items in this schedule (pricing shall only be included in the Volume II sections). At a minimum, the offeror’s proposed schedule of products shall include the items the Government has identified in the attached “Minimum Schedule of Products.” . The offeror’s proposed schedule of products shall serve as the “menu” off of which the Government may order products (including hardware and software) via task orders issued under the resultant IDIQ contract. Therefore, the proposed schedule shall be comprehensive.

o If proposing the use of a software platform other than the existing RS2 platform, offerors shall clearly demonstrate in the technical proposal that the proposed platform meets or exceeds all minimum system requirements detailed in the IDIQ SOW for the software platform.

o The offeror’s proposed base IDIQ contract schedule of labor categories that will be available for use to complete any and all task orders that may be issued under the IDIQ contract. The offeror shall NOT include pricing (labor rates) for the labor categories in this schedule (labor rates shall only be included in the Volume II sections). The schedule of labor categories shall include the labor category titles along with the descriptions of the work to be performed under each category, the minimum experience requirements, and the minimum education requirements. The offeror’s proposed schedule of labor categories shall serve as the “menu” off of which the contractor may select labor categories to use in task orders issued under the resultant IDIQ contract.

o Task Order 1 Technical Approach/Capability: The offeror shall clearly describe its proposed technical approach and capability to successfully complete the Task Order 1 SOW requirements.

The offeror shall clearly identify any unique approaches, tactics, and methodologies to be used in accordance with the structure of the SOW. The technical proposal should describe its safety practices for sensitive environments, proposed different approaches to different door types, resolutions for issues that may be non‐standard such as astragals, pick plates, etc.; as well as describe any practices the offeror intends to use when addressing items such as large holes from a previously installed lockset, or when drilling a door suspected of being lead based paint. The offeror shall clearly demonstrate that its proposed key personnel for Task Order 1 meet the minimum qualifications identified in the Task Order 1 SOW.

o Management Approach for IDIQ Contract: The offeror shall clearly describe its proposed approach and abilities to successfully manage all task orders that may be issued under the IDIQ contract. The offeror shall clearly demonstrate the organization of its proposed team, clear lines of authority and communication, and its ability to manage the quality, cost and timely completion of all, including multiple task orders issued under the IDIQ contract. This shall include an overview of the offeror’s expected resolution process and response times for a service call at each of the two campuses.

B. Experience:

At a minimum, the Experience subsection shall provide examples of relevant experience (either as a prime Contractor or as a significant subcontractor) in performing work on similarly sized and scoped contracts completed or substantially completed within the past five years. Descriptions of previous contracts/orders shall clearly describe the following: contract/order number, contracting agency/entity, PAGE 10 OF 13 1333ND19RNB130003001 title of effort, total potential dollar value of effort, performance period, the offeror’s role in the effort, and a brief description of the effort.

C. Past Performance:

Offerors shall submit past performance information in the form of completed Past Performance Questionnaires. The term “offeror,” as used here refers to the prime contractor and any of its proposed subcontractors. The attachment to the RFP titled “Past Performance Questionnaire Template” shall be used. Offerors shall have their references complete the questionnaire for previous individual contracts of similar size and scope to this requirement. The Offeror shall then submit the questionnaires (completed by their references) as attachments to the proposal. The Offeror’s references shall not submit completed questionnaires directly to the government. The Offeror must submit the questionnaires completed by their references, as attachments to the quotation.

It is recommended that Offerors provide at least 3 to 5 Past Performance Questionnaires for services similar in size and scope to those of this requirement, for work completed or substantially completed within the last five (5) years. If the Offeror performed as a subcontractor under a given previous effort, the Offeror should also clearly indicate the approximate percentage of work that the Offeror performed under each task/category of effort throughout the course of the contract.

Volume II – Business Volume

The Offeror shall clearly describe its proposed pricing for the base IDIQ contract and for Task Order 1, in accordance with the following.

The offeror agrees to hold the prices in its offer firm for 180 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

The Proposal Form (Standard Form 33), must be executed fully and used as the cover sheet (or first page) of this volume. ALL AMENDMENTS TO THE SOLICITATION MUST BE ACKNOWLEDGED ON THE SIGNED SF33 PAGE 1, OR ON ADDITIONAL PAGES IMMEDIATELY FOLLOWING THE SIGNED SF33 PAGE 1 IF NECESSARY.

Therefore, all Offerors must submit a signed and completed SF33 as part of their Business Proposal.

However, Offerors are NOT requested to insert any pricing numbers/figures into the “Unit Price” or “Amount” fields for any of CLINs 0001‐0005 in the Schedule of CLINs on pages 3‐4 of the SF33. Those fields should be left blank. Offerors shall follow the instructions in this section of the RFP for providing pricing information. Volume II of Offeror’s proposal shall be divided into two separate sections (A and B), as detailed below. Each of the sections (A and B) shall include a cover page with the following information:

(1) Solicitation number

(2) Date of submission

(3) Offeror’s corporate name, address, phone, and DUNS

(4) Authorized contractor representative name, title, phone, and email address

The Offeror shall clearly distinguish between the following two sections:

A. Base IDIQ Contract Pricing:

PAGE 11 OF 13 1333ND19RNB130003001

1. The Offeror shall propose ceiling fully burdened hourly labor rates for each year of the five‐year IDIQ contract period of performance. The Offeror shall assume for price proposal preparation purposes that the contract will begin on March 1, 2019 and go through April 30, 2024. However, these dates are not binding and the actual period of performance of the base contract may have a different start/end date. The offeror shall submit its pricing for this section in MS Excel format.

The Offeror shall submit ceiling fully burdened hourly labor rates for each proposed labor category detailed in the Offeror’s Technical Volume. For each proposed labor category, the Offeror may choose to propose a single ceiling fully burdened hourly labor rate or propose both a Gaithersburg campus rate and a Boulder campus rate for each labor category.

Below is a sample of what the proposed Labor Categories and corresponding rates should resemble. Offerors must propose labor categories that match the descriptions of the work to be performed under each category, the minimum experience requirements, and the minimum education requirements. However, since Offerors are required to provide the descriptions and minimum qualifications for each of its proposed labor categories in Volume I, the Offerors need not provide the descriptions and minimum qualifications again in Volume II, just the labor category titles will suffice. The proposed schedule, complete with the awardee’s labor categories and rates, will be included in Section B of the resultant IDIQ contract.

2. The Offeror shall propose a schedule of Assa Abloy wireless locksets (and related software or other products) to be available for purchase under the resultant IDIQ contract, and the proposed unit/batch pricing for each proposed product. The offeror’s schedule of products shall be the exact same schedule of products provided in Volume I of the proposal; however, the offeror shall clearly show the proposed unit/batch pricing for each proposed product for each year of the five‐year IDIQ contract period of performance. The offeror shall submit its pricing for this section in MS Excel format.

B. Task Order 1 Pricing:

Offerors shall submit a Pricing Spreadsheet as part of their Task Order 1 price proposal. The offeror shall propose pricing for Task Order 1 in accordance with the CLIN structure identified in the Task Order 1 SOW. This is a hybrid, Firm Fixed Price /Time & Materials type task order with the following CLIN structure:

Task 1 (CLIN 0001): Door Surveys for Gaithersburg and Boulder Campuses—Firm Fixed Price Task (total firm fixed price proposed by offeror)

Task 2 (CLIN 0002): Provision/Installation/Testing of Cyberlocks for the Surveyed Doors ‐‐‐ Time & Materials Task (total ceiling price calculated as shown below)

The Total Budget for Task Order 1 as a whole is $3,466,000.00. The total price for Task Order 1, CLINs 0001 and 0002 combined, will be $3,466,000.00.

Task 1 (CLIN 0001) is a Firm Fixed Price task, for which the offeror shall propose a total firm fixed price.

The offeror shall propose the total firm fixed price for Task 1 and shall clearly demonstrate how the proposed total Task 1 price was derived, describing the level of effort, labor categories used and that the labor categories and rates proposed for the IDIQ contract were complied with.

PAGE 12 OF 13 1333ND19RNB130003001

Task 2 (CLIN 0002) is a Time & Materials task, whose total ceiling (not to exceed) price shall be calculated as the Total Budget for Task Order 1 minus the proposed Task 1 Firm Fixed Price. The Total Budget for Task Order 1 is $3,466,000.00. Thus, the total ceiling price the offeror proposes shall be calculated as $3,466,000.00 minus the total proposed Task 1 firm fixed price. The offeror shall clearly delineate what this resultant Task 2 ceiling price is.

The contractor is required to provide the products and services detailed in this task order at unit/batch prices and labor rates that are at or below the prices/rates proposed in the offeror’s Base IDIQ Contract Pricing. Therefore, under Task 2 (CLIN 0002), the contractor shall provide/install/test the required wireless locksets for as many surveyed doors as possible under the resultant Task 2 ceiling price and shall adhere to the proposed IDIQ base contract unit product prices and fully burdened hourly labor rates in doing so.

For Task 1, the offeror shall propose a fixed payment schedule. The Task 1 payment schedule shall be on a monthly basis or another logical segmentation. However, the offeror shall clearly describe the Task 1 payment schedule and demonstrate that the sum of all task 1 payments equals the proposed Task 1 firm fixed price. Task 2 will be billed on a Time & Materials basis, where the contractor bills the government only for labor and material costs actually incurred on a monthly basis, at the prices/rates in the contractor’s Base IDIQ Contract Pricing schedules.
