About this file
This document contains questions and answers regarding Solicitation Number 1332KP19RNEEG0001 from the National Oceanic and Atmospheric Administration for the DSCOVR Antenna Improvement project. The solicitation requires upgrading the HR#2 feed and triplexer on an existing antenna to increase the maximum transmitter power capability to 1 kW for the feed. Testing of the upgraded feed and triplexer must be conducted both individually and together as an assembly to demonstrate compliance with all specifications. The control system interface is also in scope to maintain equivalent capability to the replaced equipment. Specific manufacturer and model numbers for the RF components will not be provided beyond the block diagram response.

NOAA Solicitation No.: 1332KP19RNEEG0001
DSCOVER Antenna Improvement (DAI) Hurricane Related HR Feed Upgrade
Questions and Answers (Q&As)
1. In section 8.3 HR#2 Feed upgrade RF requirements, is it expected that testing of the Max Transmitter
Power (Future Capability) requirement of 1.0 kW for the feed as stated occurs during the factory test?
Answer: Testing of the upgraded feed at full power shall be performed at the contractor’s in-plant facility or at the government’s facility. Full compliance with all specifications must be demonstrated.
2. The triplexer requirements are typically part of the feed system. Do all requirements of section 8.3
HR#2 Feed upgrade RF requirements apply to section 8.5 Triplexer Requirements?
Answer: Yes. The requirements delineated in sections 8.3 and 8.5 must be tested for functionality as a complete feed assembly. The requirements in each section shall each be subject to and must pass stand-alone unit testing.
3. Does the current scope include upgrade to control system to interface with the feed and RF system?
Answer: No. The RF electronics, feed polarization, other controls shall integrate into the upgrade and provide the equivalent capability to the equipment being replaced.
The current control system interface for this antenna is a custom software design which communicates directly with the antenna control unit (ACU) and the antenna’s solid state power amps (SSPAs). Any unit or subsystem currently under ACU control should remain that way.
Note: Reference Amendment A001, Question and Answer No. 17 has been revised to read as follows:
17. Will NOAA provide the manufacturer and model number for the RF components that are part of the RF System in order for bidders to evaluate the upgrade?
Answer: Specific manufacturer and/or model numbers for the RF components will NOT be provided. The RF System Block Diagram provided in response to questions #16 should suffice for this upgrade.
