EVALUATION CRITERIA

PAGE 10 OF 55 1305M220QNWWR0067

1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010)

The Government will issue an award pursuant to this request for quotation to the responsible quoter whose quotation results in the best value to the Government, considering both price and non-price factors. All non-price evaluation factors (“Management and Technical Approach” and “Past Performance”), when combined, are significantly more important than the Price factor. The following factors will be used to evaluate quotations:

1) Management and Technical Approach - Quoter's will be evaluated on their written approach and their demonstrated ability to perform the requirements as specified in the Statement of Work (SOW). The quoter’s technical approach shall include the following:

a) A written communications plan that details how/when they will communicate with local NWS staff and other Government personnel (including the CO).

The plan shall also address the quoter’s approach to customer service.

b) A written work process plan that details how they intend to approach and manage the cleaning efforts set forth in the SOW. The plan shall specifically address the monthly, quarterly, and semi-annual tasks.

c) A detailed staffing plan that outlines how the quoter will provide appropriate staffing (hiring/recruiting) to meet the requirements identified in the SOW. The staffing plan shall address how the quoter intends to continue the services outlined in the SOW without interruption in the event of illness, injury, vacation, resignation, etc. of regularly scheduled employees.

2) Past Performance. The quoter's past performance on contracts of a similar size and scope will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.

a) The quoter shall provide a detailed list of at least two but no more than three contracts they have successfully performed janitorial services for in the last five years. The list shall include a contract number for each, dollar value, service description, and a reference name, phone number, and email address.

3) Price. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s). The quoter’s price will be evaluated, but not scored.
