QUESTIONS
1. QUESTION: Section 3.2.1 mentions a telescoping, knuckle boom, but it appears only knuckle boom is mentioned elsewhere. Can you confirm only a knuckle boom configuration is required?
ANSWER: Only a knuckle boom crane is required. Please see the attached updated Attachment 1 with telescoping removed.
2. QUESTION: Will the crane require the API 2C monogram be applied?
ANSWER: The monogram is not required, but the crane must be built in accordance with API Spec 2C and certified by ABS in accordance with Section 3.1.1 of the SOW.
3. QUESTION: Will the crane have an operator’s cabin?
ANSWER: The crane shall be equipped with a seated control station which rotates with the crane and allows for unobstructed visibility of the load at all times. The control station does not need to be enclosed.
4. QUESTION: Would NOAA be able to make progress payment?
ANSWER: NOAA will make one payment at the time of acceptance of the crane.
5. QUESTION: If the crane is to have ABS approval, is it only the design that is to have ABS approval, or is this intended to include material certificates, the manufacturing process, and ABS witness to factory load tests as well?
ANSWER: ABS approval throughout the entire process, including design, fabrication and all testing required before leaving the factory. This includes an ABS Surveyor verifying all checkpoints during fabrication and testing.
6. QUESTION: Nowhere in the RFQ have we found mention of how the specified approvals and requirements are to be verified. ABS certification is often used for the purposes of 3rd party verification, and considering the multiple references to ABS approvals, the reference to the ABS Guide to the Certification of Lifting Appliances and other ABS references in the RFQ, would NOAA consider including ABS certification in the RFQ?
Oscar Elton Sette Aft. Deck Crane 1305M220QNMAN0158
ANSWER: ABS Certification is required in the RFQ. This has been incorporated into the item description.
7. Question 3: The RFQ indicates offerors proposals are to include shipping, but does not define the destination other than a shipyard located on the West Coast of the United States or Hawaii. Would it be possible for NOAA to specify a single destination so that we can be more accurate in our proposal price?
ANSWER: The crane will be delivered to:
Marine Operations Center - Pacific 2002 SE Marine Science Drive Newport, OR 97365-5229 United States
8. QUESTION: While not that large a crane, it does have some sophistication, and will take time to develop the design. Would it be possible to extend the due date for a few days or even a week?
ANSWER: NOAA will extend the closing date to May 20th at 4:00PM please see the updated RFQ and Posting.
9. QUESTION: Section 3.1.2 of the procurement specification states “Safe Working Load/Man Rated Load of 7,000 pounds (3175kg) shall be required at the maximum crane reach of 45ft +/- 3” (13.72m) at a dynamic sea state level 4.” Does it mean that 7,000 pounds should be considered in personnel lift mode? Or can we consider 7,000 pounds cargo mode and 3,500 pounds in personnel lift mode?
ANSWER: 7,000lbs is the man rated load that we need to carry. It's personnel, equipment and the boat.
10. QUESTION: What is the application of this crane?
ANSWER: The majority of the use of this crane is to put boats with personnel and equipment into the water, and then retrieving them when the boats return to the ship.
11. QUESTION: Is it possible for the lifitn requirement of 7,000 man rated lbs to be reduced?
ANSWER: No.
