About this file
This document is an Amendment providing written answers to questions raised during a site walk for the QL Water Line federal contract opportunity. The key details are as follows:
The solicitation is for a project to abandon the existing Queen Lily Campground water source and install a new distribution system tied into the North Fork Campground Water System. This includes demolishing existing hydrants and infrastructure, and installing new distribution line components. The bid proposal due date has been extended to July 12, 2024 by 1pm PST.
The government provided responses to several contractor questions, including: guidance on spoil disposal, approval to use excavated material as fill, verification of piping size, acceptance of 1" HDPE as a substitute, and handling of large rocks encountered during trenching. The government also stated that existing boulders can be moved and replaced as needed for the new water line and hydrant installation. This contract opportunity is being issued by the USDA Forest Service.

Amendment 1:
This document is to provide written answers to some of the questions raised during the site walk on 6/20/2024. In order to incorporate any proposal changes due to the clarifications, the bid proposal due date is extended and will now be July 12th, 2024 by 1pm PST.
Question 1: There could be excess material from trench excavation. What are the requirements for spoil disposal?
Gov Response: Any excavated material not used for demo activities and trench backfill can be stockpiled in the location shown in Figure 1. Exact spot to be coordinated with COR within circled area at time of contract. This location is approximately .5 mi south of the Queen Lily site.
Figure 1: Excess excavation material disposal location
Bridge reconstruction will be complete prior to October
Question 2: Can excavated soil be used as compacted fill material (reference Detail 4/C-04)
Government Response: Yes excavated material can be used as the compacted fill material as long as it meets the requirements of a satisfactory soil in specification 312000. COR will review and provide approval in field.
Question 3: C-02 shows ¾” piping for installing the pressure reducing valve on, infield inspection showed 1” piping. Please advise.
Government Response: Contractor to verify piping size and provide the appropriate PRV for installation.
Question 4: ¾” HDPE can be a somewhat specialized product to order. Is 1” HDPE an acceptable substitute for branches o main line to hydrants?
Government Response: Yes 1” HDPE is acceptable. Please indicate in submitted proposal if you plan to use this size product.
Question 5: Please advise on what would occur if we encountered in the intended trench path of the new water line a large rock that cannot be removed or would require a large excavation to remove.
Government Response: Contractor shall coordinate with COR on site for each case encountered.
Each will be handled on a case-by-case basis, but will generally require a rerouting of the water line trench from the originally agreed upon route.
Question 6: There are some existing boulders lining the edge of asphalt and near the proposed hydrant locations. Please advise on what to do with existing boulders.
Government Response: Existing boulders can be moved for the installation of the new water line and hydrants. They should be placed back in a similar area around the paved hydrant pad upon project completion. If boulders of a similar size are removed during trenching activities, they can be added to the border of boulders within the site typical.
