• In the B.4 PRICE SCHEDULE and on the SF1449, CLIN 0001 Transition Period shows as a one (1) month transition as a fact finding/preparation time. According, to the Q&A responses, this one

(1) month transition period has been stated as being part of the Base Period. Can the government please clarify if the transition period will require O&M services to be delivered on January 1, 2021 or will a one (1) month fact finding/preparation time begin with O&M services starting on February 1, 2021?

The first month (January would be fact finding with the first month of service beginning February 1 2021.

• If the government is keeping the transition period that does not require O&M services to be delivered, can the government please clarify if the Base Period will still be 12 months long or does this need to be adjusted to 11 months? If so, can the government please confirm the B.4 Price Schedules and the SF1449 to reflect a transition period from 1/1/2021 to 2/1/2021 and a Base Period from 2/1/21 to 12/31/21 or ending 1/30/2022 depending on your decision to have the Base Period go for either 12 months or 11 months?

Base period of actual service would from 02/01/2021 to 12/31/2021 or 11 months with the first month being fact finding / preparation time.

• In the B.4 PRICE SCHEDULE starting on page 16 of 164, the Davis Bacon Act tables include the Project Manager and Utility Supervisor/Deputy Program Manager. These positions are Exempt and not DBA. Will the Government please create a separate table for Exempt staff? In addition, will the Government please label the DBA table totals as DBA versus SCA?

List both positions as exempt as this type of supervision will be required for all the contracted work covered by this contract.

• Does the government require a completed SF1449 with pricing information to be submitted with the Business Volume or only the Pricing Schedule in B.4

Pricing should be included in the Business volume as well as the pricing schedule in B.4.
