Questions and Answers Payson Heli-Base (Amendment Three)

1. Is there any water usage data available? Is there a minimum water pressure required? The scope call for 8 permanent, 7 permanent seasonal and 5 temporary & permanent seasonal. The assumption is that up to 20 people will be utilizing this facility at a maximum. It is further stated that the restrooms shall be sized for a minimum of 16 people. It is desirable to have at a minimum 3 water closets and 2 urinals in the men’s restroom space and 2 water closets in the women’s restroom space. 5 Shower stalls are also required. A minimum of 4 outside hose bibs, interior utility sinks, ice making machine and other various water using equipment. Provide a hose bib for each helipad.

Answer: No water usage data available. Minimum water pressure requirements will be determined during design phase.

2. Will a water well be required to fill an on-site holding tank for domestic water or will water be provided by a contractor hauler?

Answer: The project will include locating and drilling for a well to provide all water for the operation of the site

3. Will the building require a pressurized water fire suppression system?

Answer: Yes

4. Will the hanger building need to be provided with any water service?

Answer: Yes

5. Is there any limitations on the location of the sanitary septic system?

Answer: The sanitary septic can be placed anywhere outside of the heritage limits and within forest property.

6. Does the existing site have water well and septic system service and if so are these locations known?

Answer: The site does not have existing water or septic services.

7. It is stated that the site building should have a buffer zone of at least 50’ from public roads and property of other ownership. Will the surveyor be required to prepare a property boundary drawing?

Answer: Refer to the solicitation - Task 2 – Field Investigations. 5.01.C.

8. Why is the construction area shown on the heritage inventory map not consistent with the concept plan layout?

Answer: This was the incorrect map. It has been updated but will be removed from the solicitation as it is only needed once the project is awarded.

9. Other than those areas related to the helipads and rotor wash is it expected that the access drive and parking areas will be paved with asphalt or concrete?

Answer: The roads and parking lots will be constructed of asphalt pavement.

10. Can you clarify isolated grounds and 200% neutrals? We would typically make sure that only IT UPSs are fed from the dedicated IT panel in the telecom room. Any of the supporting HVAC, for example, would be served from a different panel. The documentation mentions isolated ground panels and isolated ground receptacles for IT and computer loads with the latter being fed from dedicated computer power panels with 200% neutrals. We have no problem designing to this standard, but please confirm that the owner will require it.

Answer: This will be verified by Forest Service CIO department during design phase.

11. Is lightning protection in this scope? The evaluation in NFPA 780 will probably recommend it, but are we expected to perform those calculations and – as is most likely based on the recommendation – provide a performance specification for a Franklin system?

Answer: Yes. Lightning protection is in the scope and shall be incorporated into the design.

12. Can you clarify the connection for a portable generator? What is the expectation for this requirement? Is a separate service section with Kirk key interlocks and Camlock connections desirable?

Answer: No additional clarification on the connection for the portable generator. The D/B shall propose possible solutions for the connection during design phase.

Answer: There will not be onsite fuel storage.

14. Is the “Vehicle Bay/Fire Cache” and/or the “Covered Outdoor Maintenance Area” described in the design prospectus the same scope item as “Task 9 - Helibase Attached Garage Construction” indicated in the solicitation? The square footages don’t match as well: 1250 sf for vehicle bay, 1200 sf for maintenance area, and 2600 sf for garage.

Answer: The attached garage should incorporate those items. The drawing on the site plan is just a location not specifically drawn to scale and size for all these uses. For bidding purposes use 2600 SF.

15. The design prospectus does not appear to include any specification of the requirements for the hanger. Is more information on the requirements for the hangar available? Plan dimensions, door height and type, air conditioning or heating requirements, additional office or maintenance space etc.?

Answer: Requirements for the hangar will be provided separately as a response to RFIs.

16. Will the hangar be used only for aircraft storage? Will there be hazardous operations including fuel transfer, welding, torch cutting, torch soldering, doping, and spray painting occurring in the hangar? What is the total fuel capacity of all aircraft that will be stored in the hangar?

Answer: The uses within the hangar will be more than just storage. Those uses will be discussed during design. The fuel capacity of the aircraft will be provided during design. Fuel capacity of helicopter is 220 gallons
