C. Areas requiring only part time occupancy, with conditions being maintained at the unoccupied level the remainder of the time, shall be isolated from the full time occupied area. Use either separate equipment or zones to meet the needs of these areas.
D. Areas having excessive heat gain or heat loss, seasonal imbalances, or affect by solar radiation at different time of the day shall be independently zoned or controlled.
E. For the spaces that have additional HVAC requirements:
1. Address each room, heating, cooling, and exhausting fumes in a separately zoned or dedicated HVAC system, as required.
2. Provide automatic, countdown timer, or on/off switch controlled exhaust fans as appropriate.
Fans to exhaust to the outside.
F. Fresh air intakes shall be located away from the helipads so that they do not introduce excess dust and gas fumes into the facility. For security purposes, they shall be located, extended, or secured to prevent tampering. Locate intakes on the roof or as high as practical. Locating intakes high on a wall is preferred over a roof location. Access to mechanical areas and building roofs shall be strictly controlled.
4. SITE REQUIREMENTS
4.01 HELIPADS:
A. Type 2 Helicopter: Two (2) pads in total. Pad shall be concrete. Dimensions shall be 20’ x 20’ centered in a 90’ radius circle with a minimum 150’ separation from each pad and have weight bearing capability of 11,900 pounds minimum.
B. Type 1 Helicopter: One (1) pad in total. Pad shall be concrete. Dimensions shall be 35’ x 35’ centered in a 150’ radius circle with a minimum of 300’ separation to adjacent pad(s) and have a weight bearing capability of 44,700 pounds minimum. Consideration shall be made for other aircraft parked in proximity to the Type 1 as it can kick up a lot of debris.
C. The helipads shall be constructed to meet FAA requirements and meet Airport requirements concerning rotor wash.

D. Provide anchored tiedowns per FAA and helicopter manufacturer requirements. At a minimum, the tiedowns shall securely hold the aircraft to withstand 100 year storm event.
E. All helipads shall be marked in accordance with FAA standards Advisory Circular 150/5390-2C.
F. Surface between pads should be natural, semi natural vegetation, or other permanent surface that will inhibit dust and blowing debris from rotor wash and meet FAA and Airport requirements.
G. Provide lighting in accordance with FAA Standards.
H. Provide each helipad with a frost free hose bib in a valve box that is flush with the ground.
I. Provide each helipad with two 20 Amp GFI receptacles in a valve box that is flush with the ground.
J. Depending on layout, this row of helipads should have additional distance from the building(s) – an apron area – to reduce the influence of rotor wash, noise, etc. on the building occupants.
K. The helipads shall have direct access to take off area so that each aircraft has an unobstructed path to the hover lanes and approach and departure routes.
L. The area around the helipads shall be free of obstacles.
M. Each helipad shall be accessible by large trucks with good traffic flow for fuel and mechanic trucks.
N. Parking for fuel and mechanic trucks also needs to be considered in the helipad and building layout.
The preferred location for support vehicle parking is at each individual helipad
4.02 PARKING
Type of Parking Number of Spaces Special Description (as necessary)
Secured Parking 35 spaces 6 vehicle spaces shall be for larger vehicles (i.e. Ford 350/550’s), 2 spaces for pull behind trailers that are appx 10’ wide.
Helicopter Support Vehicles 10 spaces 5 medium vehicles, 5 large (semi) vehicles
A. The preferred option for Helicopter Support Vehicles is to have the parking at each helipad. This would require (2) two, 12x30 parking areas at each Type II helipad (outside the safety circle) and (2) two, 12x50 parking areas at each Type I helipad. This would need to take into account FAA regulations associated with the hardened area around the actual concrete helipad. The electrical outlets required at each helipad will need to be located so that they can be shared between the parking areas for use by the support vehicles. If this option is selected by the offeror, the 10 spaces listed above for the “Helicopter Support Vehicles” are not required.
B. The parking lot for the office shall be designed to allow for the turning movement of a typical fuel truck/Type 3 Engine. Parking lots shall be configured such that design vehicles have free movement, meaning that they will not run over curbs nor encounter areas where vehicles will need to be relocated to allow them to pass.
C. If the preferred option of controlled access to the site with a main gate is chosen then a minimum building set back from the parking area is 20 feet. If the main gate is not controlled access then maximize distance between the parking area and the building, preferably at least 100’. If it is not feasible, e.g., existing construction of sites and roadways does not permit this distance, strive to limit parking closest to building to employees only.
D. Curb should be at least 20’ from the front of the building.
E. If the preferred option of controlled access to the main gate is not chosen - Design site entrance and circulation controls to prevent high speed approaches to buildings by vehicles. Use various types and designs of static barriers such as walls, fences, bike racks, plantings, trees, and street furniture to prevent vehicular damage to buildings and protect vulnerable areas. Offset vehicle entrances as necessary from the direction of a vehicle’s approach to force a reduction in speed.

F. If the preferred option of controlled access to the main gate is not chosen - Provide a path for delivery vehicles that does not allow access to unauthorized areas.
G. With the preferred option of controlled access to the main gate is chosen then provide a straight access alignment to the helipads from the main gate with parking for the building off to one side of this access.
H. Provide secured parking area vehicle and person access gates/entrances with electronic controls to minimize vehicle entry and removal. Gate access shall be tied into the access control system.
4.03 OTHER SITE REQUIREMENTS
A. The site building should have a buffer zone of at least 100’ 50’ from public roads and property of other ownership. Meet FAA design requirements.
B. Provide a 30’ x 30’ exterior covered courtyard area adjacent to the Break Room.
C. Provide a covered, hardened surface (concrete) out front of Exercise Room
D. Provide space for temporary Porta Potties outside in the event seasonal influxes and fire conditions require additional staffing at this location.
E. Signing and Markers:
1. Provide a USDA Forest Service Site Identification Sign along the entrance road. Sign should meet the requirements shown in chapter 8C signs for an A5 sign.
2. Provide standard road marking signs per the MUTCD.
F. Fencing is required around Government vehicle parking areas, employee parking areas, aircraft and cargo areas, and “Mission Essential Vulnerable Areas” such as ground level utility mains, transformers, natural gas lines, fuel tanks, and ground level HVAC units. The preferred option for fencing is to have controlled access to the main entrance and therefore the entire site. An electronic access gate controlled by key card access with a call button tied back to the helibase building is optimal. With this option there is no need for further fencing within the site. All parking would then be secure parking.
1. Use eight foot chain link fence with 3 strand barbed wire top guard.
G. On the eastern boundary (along the Type 1 helipads) and the western Boundary (along the future Airport aircraft parking apron) some type of vehicular barrier shall be installed to prevent vehicular access. Acceptable barriers could consist of a chain link fence, a berm with vegetative obstacles, or boulders. The most economical approach shall be chosen for this boundaries. On the North boundary of the site a chain link fence with access gate(s) shall be required. This fence shall be tied into the western and eastern boundary barriers to form a continuous vehicular access barrier.
1. If chain link is selected, use eight foot chain link fence with 3 strand barbed wire top guard.
H. Provide 5 foot wide concrete walkways between the facility and parking area(s). Slope to allow water runoff. All walkways shall meet accessibility standards.
I. Landscape with native plants to reduce maintenance. Minimize the use of irrigation systems. Where needed, use drip or other point of use irrigation systems and consider temporary systems to establish plants only. Where landscape plants must be watered, grade surface terrain to harvest runoff.
J. Harden and protect underground utilities by encasing them in metal conduit. Blast protect incoming power and water lines.
