Q11. Statement of Work, Page 3, Section 1.0 Scope of Work states “Contractor to provide and install a retrofit kit”. The OEM (ABB) of the existing VFDs has stated that ACH580 VFD components cannot be “retrofitted” within existing VFD enclosures without violating UL and CE listings/testing/certifications. Is the USDA requiring retrofit kits of the existing VFD components (while reusing the existing enclosures or are they requiring new VFD assembly replacements complete with new enclosures for each of the thirty-eight (38) VFDs listed on Attachment 2?
A11: Keypads will be installed in new unit, no retrofit kit is needed now. This was left by mistake when a change in scope was mad on our end.
Q12. Other than the on-line background check that each site visit person participated in AND site-specific training that is provided by the USDA, what additional security background checks will be required from the Prime Contractor’s personnel and any of their subcontractor’s personnel?
A12: Contractors and Subcontractors who will be on site for more than 5 days a month can get a Long Term Visitor Badge (LTVB) which means you don’t have to sign in each day in the visitor center as long as you have an escort available. To get a local credential (PIV) badge for the facility to be able to escort workers and subs (At a 5:1 ratio), you must complete some additional forms for a deeper background investigation and fingerprints (digital fingerprints at contractor’s expense (typically less than $20/person)). This process typically takes 1-2 months. After approval, the LTVB takes about 30 minutes on site to finalize the badge and photo, and the local credentials take about an hour on site with security to finalize the badge and photo.
Q13. Is there a cost associated with any further security background checks?
A13: Only additional cost would be for the fingerprints for the employees who are attempting to gain a local credential (Local PIV) to the facility. In the past this typically costs about $20 per person plus the time to get the digital fingerprints completed.
Q14. Other than the 2-hour NBAF Site Security and Safety Orientations, approximately how much time (i.e., 1 hour, 2 hours, etc.) will be required for contractors and subcontractors to attend any additional USDA site specific training requirements for this project?
A14: No further training is required as of right now. If additional training becomes mandatory during this project, USDA will be responsible for that additional time.
Q15. Is there a cost for security badging? If so, how much per employee?
A15: Cost of printing that badges is on USDA. Cost for fingerprints for Local Credentials is on the contractor.
Q16. Will the Prime Contractor and their subcontractors require USDA escorts the entire time while on site and performing the construction of the work?
A16: Until the Prime Contractor has enough employees with local credentials, USDA will provide escorts.
Q17. If USDA escorts (which are required to have line of site on a 5:1 ratio) ARE required, how many USDA escorts should the Prime Contractor figure being available for their crews on any given workday?
A17: USDA can provide up to two escorts as needed, if more escorts are required, this can be accomplished with adequate coordination (minimum 3 working days in advance)
Q18. During individual VFD startups, does the USDA require any site-specific safety PPE to be worn by the technician (i.e., arc flash suit, Cal suit, etc.)?
A18: Follow OSHA guidelines for Arc-Flash protection.
Q19. Is the Prime Contractor required to perform any new controls sequences of operation, graphics, trending, scheduling, on the Metasys BAS reflecting the newly installed VFDs?
A19: There is no new Matasys BAS work, but it is the contractor’s responsibility to restore the existing integration with the VFDs on Metasys with the newly installed VFDs.
Q20. Is the Prime Contractor required to perform any Metasys BAS controls work other than connecting/terminating the existing BACnet communication cabling to the new BACnet gateways on each new VFD?
A20: There is no new Metasys BAS work, but it is the contractor’s responsibility to restore the existing integration with the VFDs on Metasys with the newly installed VFDs. To accurately test and report span, scaling, and communication accuracy on all the data, the integration with Metasys would need to be restored and fully working.
Q21. Can the USDA provide a photo of one (1) existing opened VFD enclosure for each of the 75HP, 100HP, 125HP and 150HP VFDs?
A21: Currently have photos of the 150 from the cup, but no others, need to work with Matt and Chandler to determine which ones can be shut off for photos to be taken.
Q22. Is there a laydown area for a trailer on site available throughout the 120 day period of performance?
A22: Yes. 40 ft trailers may have issues with maneuvering the site to get to the loading docks.
Q23. What is the maximum size of trailer that can be stored on site?
A23: Typically 20’ or smaller enclosed trailers have been used for previous projects.
Q24. Can we place a dumpster on site throughout the 120 day period of performance?
A24: Yes
Q25. How many VFDs can be replaced simultaneously?
A25: Cannot be replaced simultaneously if they are within the same ID TAG set- (Example – VD- 17310-1, -2, etc, only one can be done at a time, but other sets can have one being done at the same time as a different set) A schedule will need to be provided for review prior to starting the shutdowns.
Q26. Does the USDA expect the Contractor to provide temporary power and/or disconnects to ANY of the VFD-connected motors while the individual VFDs are being removed and replaced?
A26: There are redundancies in place, so no temporary feeds are required, but systems should not be down for more than time than needed for the swap and system back online before taking down the next in the sequence.
