12805B20R0014 East Grand Forks Roof Replacement

Questions were received as a result of the site visit on July 28, 2020. Below are the answers to those questions.

1. SOW 7.0.A details an onsite superintendent. Is a site superintendent required to be onsite when all work is being performed?

YES. SEE DETAILS IN REV. 1 OF PERFORMANCE WORK STATEMENT PARAGRAPH 7.0 A.

2. Is a site safety health officer required to be onsite when all work is being performed?

NO

3. Can the site superintendent and SSHO be one in the same?

SSHO IS NOT A GOVERNMENT REQUIREMENT, SO YES IT CAN

4. Does this employee need to be an employee of the prime contractor?

NO

5. Does the prime contractor need a qualified Fall Protection Competent Person on staff in accordance with ANSI Z359.2?

FALL PROTECTION IS REQUIRED WHILE WORKING ON THE ROOF. THE LEVEL OF TRAINED

STAFF IS A CONTRACTOR RESPONSIBILITY.

6. If a competent person is required onsite, does this person need to be OSHA 30 certified?

YES. SEE DETAILS IN REV. 1 OF PERFORMANCE WORK STATEMENT PARAGRAPH 7.0 A.

7. What are the working hours for the site?

NONE SPECIFIED, MEANS AND METHODS TO BE DISCUSSED DURING THE NOTICE TO

PROCEED.

8. Will a laydown area be provided for material and equipment?

YES; DETAILS WILL BE WORKED OUT IN NOTICE TO PROCEED MEETING.

9. SOW 3.0.H requires a safety plan. Does this safety plan require any “Activity Hazard Analysis” for new activities?

GOVERNMENT IS LOOKING FOR HOW THE CONTRACTOR HANDLES FALL PROTECTION

SITUATIONS AND ACCIDENTS. ACTIVITY HAZARD ANALYSIS IS NOT A REQUIREMENT BUT

MAY BE PROVIDED.

10. Is a new roof hatch to be provided and installed?

YES. SEE REV 1 OF PERFORMANCE WORK STATEMENT PARAGRAPH 3.0 K.

11. SOW 3.0.A states to remove existing roof system and spray foam. During the site visit it was mentioned that this roof system may need to remain. Can you please clarify as to what items are to remain and what items are to be removed?

12. Is the added two layers of insulation required to be fastened to the existing roof deck? If so, how would you like it fastened?

USE MEANS AND METHODS TO FASTEN. NEW DETAILS ADDED TO REV 1 OF PERFORMANCE

WORK STATEMENT PARAGRAPH 3.0A, B AND C.

13. The current metal roof has such a low slope that many roof suppliers and installers will not warranty a new metal roof with such a low slope. Can the warranty section pertaining to the metal roof be amended? Or can another roofing solution be considered for this portion of the roof? Such as adding insulation and EPDM over the metal?

14. On the North side of the building the current gutter is not directly fastened to fascia or main structural elements. Can this overhang portion of roof that is currently unsupported be cut back to the buildings eave support for the new gutter system? (Similar to the South side.)

YES

15. If the roof is not cut back, are we to use the existing supports for the new gutter install on all sides of the building? Are hangers, spikes or ferrules to be used?

IT WILL BE CUT BACK PER QUESTION 14.

16. Does the gutter system need to be seamless gutters?

NO

17. If areas of grass are disturbed, are they to be filled, seeded or mulched?

YES

18. Are gutters and downspouts to be aluminum, steel, wood, or plastic?

STEEL

19. What size gutters are specified? What gauge metal if required?

6”; 26 GAUGE

20. Are splash blocks required? If so what material?

NO

21. How many downspouts are required for this project? Are we to match existing?

MATCH EXISTING

22. Are PVC vent pipes supposed to be raised 1’?

ONLY IF NEEDED

23. Are cast-iron vent pipes to be extended 1’?

ONLY IF NEEDED

24. When the gas lines are disconnected, does new blocking or strapping need to be installed on top of the new roof structure?

YES

25. Will the unit currently on top of the metal roof be removed by the USDA?

NO. SEE REV 1 1 OF PERFORMANCE WORK STATEMENT PARAGRAPH 3.0L FOR DETAIL.

26. There are two larger vent stacks on the North side of the roof, both extending about 15 feet taller than the roof line. Does the insulation around these vents need to be replaced?

YES

27. Will temporary heating or cooling need to be provided prior to the disconnect of the rooftop units?

NO; USDA TO PROVIDE.

28. Will workers be able to use the facilities restrooms and hand washing station?

YES

29. Are there any site specific COVID regulations that must be followed?

YES: WHENEVER INSIDE THE BUILDING OR WITHIN 6’ OF A GOVERNMENT EMPLOYEE, MUST

WEAR A FACE COVERING. DETAILS MAY CHANGE AFTER PROJECT AWARD; WILL BE

DISCUSSED DURING NOTICE TO PROCEED; GENERAL GUIDELINES RECEIVED FROM THE

STATE AND/OR THE FEDERAL GOVERNMENT WILL APPLY.
