PRE-BID REQUEST FOR INFORMATION # 1

PROJECT: Solicitation No. 12639518R0035 Phase 3 Modernization of Otis PSDEL Buzzards Bay, MA

DATE: 5 September 2018

TO: Mr. James Roloff Contracting Officer USDA APHIS 250 Marquette Ave. Suite 410 Minneapolis, MN 55401

PLEASE PROVIDE THE FOLLOWING INFORMATON FOR CLARIFICATION:

1. Spec line 2.4 mentions “ventilation using ambient air” to all rooms. Is there a required CFM for each room? Assume this question is referring to Section 13 21 25 Controlled Environment Rooms. Ventilation air is provided from the two ERUs (ERU-3 and ERU-4). No additional ambient air is required. Also, the air requirements for the chambers are stated on sheets 66 and 67 of the solicitation.

2. Is there any special and/or automatic fresh air/purge dampers required for the fumigation room? No. EF-2 and EAV-85A provide exhaust and SAV-85A provides ventilation.

3. Room schedule at the end of the specs mention wide temp range and wide RH range possibly requiring desiccant driers (for low temp/low RH setpoints) for dehumidification and/or steam generators (for high temp/high RH setpoints) for additive humidification and potentially high temperature rated parts. Are the full temp/RH ranges required or are there more defined temp/HR set points available to help with design and minimize expensive equipment that may not be needed? This is stated in section 3.7 of section 13 21 25 of the specifications. Ranges of humidity and temperature were provided by the Using Agency with the following additional explanations: Concerning the humidity range for a given room, the User can tolerate the relative humidity being anywhere within the stated range, the set-point being the ideal humidity level. Concerning the temperature setting for a given room, the User desires to hold a temperature within the setting range stated to an accuracy described under 3.4 TESTING. We do not know if the Government is able provide further relief from the large temperature ranges stated.

4. Spec line 2.4.1 mentions “coated coils” only. Please define required coating material. Coils shall be e-coated with epoxy.
