HURON SHORES 6 PLEX ROOF
HURON-MANISTEE NATIONAL FORESTS
IOSCO COUNTY, MICHIGAN
BASIS OF AWARD
Bidders shall enter an amount for each item. The Government intends to award one contract for the items listed below to the Contractor who provides the best overall value to the Government. The Government reserves the right to award all, part or none of the contract.

SECTION C – SPECIFICATIONS
SECTION 01010 - SUMMARY OF WORK
PART 1 GENERAL
1.01 SUMMARY
A. Description of Work:
1. Work Covered by Contract Documents:
a. Provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, certificates, insurance, temporary protection, and other items designated under provisions of this contract necessary to completely reroof with new materials the roof of the Huron Shores 6 Plex building, at the Huron Shores Admin Site located at 5761 N Skeel Road, Oscoda Michigan, as outlined in the contract specifications.
b. The project shall consist of removing all existing roofing materials (Built up Roof/Tar and gravel, see photo), underlayment materials, vents, drip edge, etc. and removal and proper disposal of all debris from the site. The contractor shall inspect with the CO (Contracting Officer) all existing conditions of the roof. Contractor is to supply sufficient decking material to repair 64 sq. ft. of roof deck where needed. If new substrate boards and/or framing in excess of 64 square feet is required, the COR shall prepare a change order for CO approval prior to any change order work being performed. Contractor shall install ice and water shield, drip edge, shingles, ridge vents, and any other boots, flashings, and incidentals needed to provide a finished project. New roofing materials shall not be installed on defective or rotten members. The deck must be smooth, dry and free of surface imperfections when the new roofing materials are applied. Repairs, if any, shall be made to the existing roof surface to ensure an adequate substrate for the new roofing. Manufactures application instructions shall be followed. All exposed roof must be covered every night and in bad weather to protect the roof boards and structure underneath. See below for a more detailed explanation for the Description of Work and the Estimated Quantities.

REROOFING PROJECT
SPECIFICATIONS
Contract to be completed by: 30 days after award.
No building permits are needed for this contract.
Site visits shall be coordinated with the Huron Shores Ranger District, 989-739-0728.
*Note that this is a two story building and contractor must supply his/her own ladder to access the roof.
All work shall meet Manufacturers Specifications, the 2015 International Building Codes, and Forest Service Specifications. In the case of conflict use the requirement which is more protective. Copies of manufacturers product specifications and installation instructions shall be submitted to the CO prior to the start of work.
All work shall be performed in compliance with OSHA Regulations.
Work area shall be cleaned up at the end of each work day. A magnet shall be used to remove all nails/staples from the grounds daily and at the end of the project.
All employees working on project shall be paid in accordance with applicable Department of Labor Regulations Davis Bacon Wages which are attached to this bid package.
Davis-Bacon Wages for a roofer in Iosco county are $21.89/hr including fringes.
Remove all existing roofing material from the 6 Plex roof down to the roof deck in order to correctly install the new roofing material. Disposal of ALL debris from the project shall be at the Contractor’s expense and shall be disposed of in a licensed landfill. A copy of the receipt(s) shall be provided for the CO’s records.
Inspect substrate and framing and bring to the attention of CO any problems. Do not install any new roofing products until approval is received from CO or designated inspector.
Shingles will only be permitted to be installed in a diagonal pattern that corresponds with the manufacturer’s installation instructions.
Contractor is to supply all flashings needed to properly flash and seal around all penetrations.
For Installer, submit a copy of a certificate signed by asphalt shingle manufacturer stating that Installer is approved, authorized, or licensed to install roofing system indicated prior to commencing project.
Preapproved products are listed below. If the contractor chooses to use an “or equal” product, product data sheets must be submitted a minimum of 2 weeks prior to start of work period for review and approval.
Shingles - Manufacturer: GAF, CertainTeed or approved equal.
Line: Timberline HD, Color: Fox Hollow Gray or CertainTeed Landmark, Color: Cobblestone Gray
Ridge Shingles – Timbertex, Fox Hollow Gray or Shadow Ridge, Cobblestone Gray to cover ridge cap and ridge vent. Ridge shingles shall be the same color and manufacturer as the roof shingles.
Ridge Vent – Manufacturer: GAF Cobra Snow Country or Air Vent Inc. ShingleVent II or approved equal. Ensure existing roof is cut ~ 2” on either side of ridge line and install ridge vent.
Ice and Water Shield – Manufacturer: GAF Weatherwatch Leak Barrier or CertainTeed WinterGuard or approved equal.
Drip Edge - Style 1”x2-1/2” aluminum, Color: White
1. Material and Labor Warranty Period: 30 years from date of Substantial Completion, prorated, with first 10 years non-prorated.
2. Wind-Speed Warranty Period: 30 year Asphalt shingles will resist blow-off or damage caused by wind speeds up to 70 mph for 10 years from date of Substantial Completion.
3. Algae-Discoloration Warranty Period: Asphalt shingles will not discolor 10 years from date of Substantial Completion.
4. Workmanship Warranty Period: 10 years from date of Substantial Completion.
Extended Product Manufacturer Warranty – Contractor to provide to the CO an extended product manufacturer warranty which incorporates a roof “system” of products all made by the same manufacturer. The extended warranty shall be for at least 10 years past the normal product warranty and shall cover replacement costs of the material and labor. The GAF Material Corporation Smart Choice Golden Pledge Ltd.
Warranty and CertainTeed SureStart 5 Star Coverage Protection are pre-approved.

Payment:
The quantities shall be paid for as lump sum quantities or by other methods of measure as listed in the SCHEDULE OF ITEMS. Such payment shall be considered full compensation for constructing the complete project in accordance with the plans and specifications. One final invoice shall be submitted to the CO. The invoice must be inputed into the IPP System.
Additional Documents required to be prior to final invoice processing are:

These ESTIMATED quantities were compiled to give the Contractor an idea of the scope of the work requested. The Contractor shall be responsible for the generation of their own quantities upon which to base their bid to provide a completed warranteed roofing system.
