Requests for Information Solicitation 12505B20R0002

Question 1: Addendum 2 states, “The existing system is a Tridium (Honeywell) Niagara Framework Building Automation System (BAS). This system was installed in 2012. In 2017, the system was updated from a Tridium N3.5 to the most current Tridium IoT (Internet of Things) software platform, the Tridium N4. The components for this project shall be compatible with Tridium N4.” Please clarify if the system will allow a Jace to communicate to Siemen’s controllers.

Answer 1: The Contractor is responsible for ensuring the new BAS system components are compatible with the existing.

Question 2: Mechanical Plan M-603 states, “Construction Phasing – G. All VAV, supply and exhaust, terminal units shall be provided with new Honeywell Spyder controllers unless otherwise directed. The controls for the VAV terminal units shall follow the VAV controls diagram included within the contract documents.” Would a variance be allowed for Siemen’s Controls?

Answer 2: The Honeywell system is required.

Question 3: Specification 01 30 00 includes a requirement for two contractor roles: Project

Manager and On-Site Project Superintendent. Is the Project Manager role, an offsite role primarily, i.e. not daily on-site requirement?

Answer 3: Yes, the Project Manager role is primarily an offsite role.

Question 4: Can the On-Site Project Superintendent serve as the SSHO?

Answer 4: Yes, if the On-Site Project Superintendent is qualified to serve as the SSHO.

Question 5: Is the SSHO required to be an employee of the Prime Contractor?

Answer 5: No.

Question 6: Can the On-Site Project Superintendent serve as the QC Manager?

Answer 6: Yes, if the On-Site Project Superintendent is qualified to serve as the SSHO.

Question 7: Is the QC Manager required to be an employee of the Prime Contractor?

Answer 7: No.

Question 8: Specification 02 82 13 addresses abatement of asbestos containing materials

(ACM). Is there asbestos to be abated and is there a hazardous material report that can be provided to allow this work to be bid?

Answer 8: The vinyl composition floor tile mastic has asbestos containing materials.

The cabinets under the fume hoods have asbestos containing materials in the transite panels. Otherwise, there is no known asbestos, mold, or lead issues.

Question 9: Specification 02 82 33 addresses abatement of lead. Is there lead to be abated and is there a hazardous material report that can be provided to allow this work to be bid?

Answer 9: See response to question 8.

Question 10: Specification 02 85 00 addresses mold remediation. Is there mold to be remediated and is there a report that can be provided to allow this work to be bid?

Answer 10: See response to question 8.

Question 11: Specification 01 14 00 states to refer to the solicitation for working hours, but working hours were not found in the solicitation. What are the working hours for this contract?

Answer 11: Monday through Friday, 7:00am to 3:30pm CST.

Question 12: Will the building be occupied during construction?

Answer 12: Yes.

Question 13: What, if any, restrictions apply to working in the facility?

Answer 13: None

Question 14: The price schedule includes one base item and five options. Would all options be exercised at the time of the initial contract award, or could they be exercised at a later date?

Answer 14: Can be exercised as late as December 31, 2020.

Question 15: Page 37 of the solicitation, Para. 3, states that the proposal shall include “c) price proposal”. No format or details for the price proposal is included in the solicitation outside of Section B.2 Schedule of Items. Is this the only format requirement for the price proposal? If not, please provide details.

Answer 15: Complete Section B.2 Schedule of Items and page 3 of the SF-1442.

Question 16: The solicitation states that the technical proposal is limited to “5 double-sided” pages. Since the submittal is electronic, is the page limit 10 pages?

Answer 16: Yes, 10 page limit.

Question 17: Is the cover page and table of contents included in the page count limit for the technical proposal?

Answer 17: No, cover page and table of contents is NOT included in the page limit.

Question 18: Factor 3 states that SF-1420 is to be used for past performance evaluation. Are other evaluation methods acceptable, such as CPARS or PPQs?

Answer 18: The SF-1420 was referenced in error. Please provide PPQs or CPARS to evaluate past performance.

Question 19: Factor 3 states that SF-1420 is to be used for past performance evaluation. Can this form be provided?

Question 20: The pricing table includes Option 3 for A.D.A Toilet Room Compliance. The drawings nor the specifications provide any detail regarding what is required for this option. Can a scope of work for this bid option be provided?

Answer 20: Option 3 is being deleted from the solicitation.

Question 21: The pricing table includes Option 4 for Generator Load Testing. The drawings nor the specifications provide any detail regarding what is required for this option.

Can a scope of work for this bid option be provided?

Answer 21: Option 4 is being deleted from the solicitation.

Question 22: The pricing table includes Option 5 for Facility Electrical Load Metering. The drawings nor the specifications provide any detail regarding what is required for this option. Can a scope of work for this bid option be provided?

Answer 22: Option 5 is being deleted from the solicitation.

Question 23: The pricing table includes Option 1 for the Second Floor. Confirm that Option 1 is for “Alternate #1” on the drawings.

Answer 23: Yes, Option 1 is for “Alternate #1” on the drawings.

Question 24: The pricing table includes Option 2 for the Third Floor. Confirm that Option 2 is for “Alternate #2” on the drawings.

Answer 24: Yes, Option 2 is for “Alternate #2” on the drawings.

Question 25: Can a copy of the site visit sign-in sheets be provided?

Answer 25: Provided as an attachment in beta.sam.gov.

Question 26: Protection of Existing Equipment and Property (01.01.00 Section 1.7G). This specification indicates a requirement to protect everything below the work area.

It was noted during the site visit that there are a lot of lab areas with glass beakers/test tubes/etc. and offices with personal items that could get damaged if something were to fall. Will the government clear these items prior to work in these areas?

Answer 26: Yes.

Question 27: Alternate #4 E-103. Alternate #4 includes a load bank test on the existing 150

KW Diesel generator on 1st floor. During the walkthrough it was determined that this generator is not operational. Please confirm if ALT-4 is to be included with this RFP.

Answer 27: Option 4 is being deleted from the solicitation.

Question 28: Base Bid E-101. If generator is not operational, does note one for intake louver still remain in this RFP?

Answer 28: Yes, please include the intake louver in your proposal.

Question 29: Base Bid E-101. There is a network panel outside of the stairwell near grid line N. Please clarify if there is any scope associated with the panel as it has (Base Bid) under it.

Answer 29: The Floor Level Panel shall be incorporated in the project Base Bid. The scope of work shall be as indicated; provide a 120 volt circuit and connect to panel. Delete the note (BASE BID) as all work on Drawing E-101 shall be incorporated in the Base Bid.

Question 30: Alternate #3 E-102. Please verify drawing note #5 should this be in the electrical scope?

Answer 30: Option 3 is being deleted from the solicitation.

Question 31: Alternate #3 E-102, E-105, E-107, E-110. Please clarify scope responsibilities for this alternate. Who is to demo existing door hardware? Who is to provide and install new door operators and pushplates. It is assumed that the EC is only responsible for providing 120V power to operators and low voltage to pushplates.

Answer 31: Option 3 is being deleted from the solicitation.

Question 32: Penthouse Alternate #1 & #2. Verify the scope for electrical on alternates 1 and 2 is demo only. No new electrical work is included in the scope for alt. #1 & #2 correct?

Answer 32: Correct. The Penthouse Electrical New Work is incorporated in the Base Bid and Alternate #5.
