About this file

This is a Questions and Answers document for the Allegheny National Forest Elijah Fishing Pier Repairs contract opportunity, dated January 27, 2026.

The document addresses three key inquiries regarding site visits and material specifications. Contractors are not required to schedule a site visit, as the road to the Elijah Fishing Pier is open and receives no winter maintenance. Regarding lumber materials, while Douglas Fir is the preferred specification due to its longest design life and minimal maintenance requirements, Yellow Pine is acceptable as an alternative if Douglas Fir is not reasonably available. All lumber must be treated with Copper Naphthenate Hydrocarbon Solvent A per AWPA UC4B (minimum) standards. If Yellow Pine is used instead, contractors must substitute the appropriate treatment chemical for Yellow Pine while maintaining the same UC4B treatment use category and retention levels. The treatment specifications remain unchanged regardless of lumber type selected.
