About this file

This is a Questions and Answers document for the Allegheny National Forest Elijah Fishing Pier Repairs solicitation (RFQ 12445526Q0013), issued as Amendment 0001 on January 21, 2026. The document addresses contractor inquiries regarding site access and material specifications for the pier repair project.

The Q&A clarifies that contractors do not require scheduled site visits as the road to the Elijah Fishing Pier is open year-round without winter maintenance. Regarding material specifications, the solicitation originally required Douglas Fir lumber treated with Copper Naphthenate Hydrocarbon Solvent A per AWPA UC4B (minimum). However, in response to contractor concerns about West Coast availability, the government confirmed that Yellow Pine is acceptable as a substitute if Douglas Fir is not reasonably available, provided the same treatment requirement (Copper Naphthenate Hydrocarbon Solvent A, per AWPA UC4B minimum) is maintained. The government notes that Douglas Fir offers the longest design life and lowest maintenance requirements, but acknowledges the practical sourcing constraints for East Coast contractors.
