About this file
This document provides details for a federal solicitation to perform asphalt reclamation and reconstruction work on Road 42 located on the Ochoco National Forest. The solicitation seeks a contractor to pulverize existing asphalt and mix it with existing base and added cement to create a stabilized base. Additional requirements include constructing a new asphalt concrete running surface, restriping, resetting cattle guards to the new grade, removing and replacing asphalt surfaces on two bridges, upgrading an intersecting road, and performing asphalt patching outside of the reconstruction section. The work is to be completed under the oversight of the USDA Forest Service Pacific Northwest Region. The pre-bid meeting notes and additional documentation in the appendix provide project site information for interested bidders.

Summary of Road 42 Reconstruction Project Pre‐Proposal Meeting (2 pages)
Meeting Date: 04/22/21 10:00 AM – 1:00 PM
Meeting Location: At project site, Forest Road 42
Attendance: Forest Service: Justin Nettleton, Danielle Berman, Bryan Kurtz
Siegmund Excavation and Construction: Two representatives
High Desert Aggregate: Two representatives
GENERAL DISCUSSIONS
‐ Optional Items:
Generally speaking, it is the intention of the Forest Service to award optional items in groups as follows. Base items and option 3 items together, option items 1 and 4 together, and option items 2 and 5 together.
‐ Horizontal and vertical control of reconstructed road:
As stated in the contract, it is the Contractor’s responsibility to propose, and the Forest Service to accept a method to ensure the reconstructed road is in its original horizontal alignment, original cross slope, and its original vertical alignment (with minor changes associated with raised grade).
‐ Geotechnical investigation:
The Forest Service performed a geotechnical investigation May of 2020 to determine existing pavement section makeup and depths. The field notes/road log is attached. This is intended to give bidders a general sense of existing conditions.
‐ Water sources in addition to those currently specified in the contract:
There are pre‐approved additional water sources within the project area, including near the specified detour route, and the 4215 aggregate placement area. Also, it is possible to use other water sources if approved by District resource specialists when proposed. However, prospective bidders shall not assume additional water sources will be available for use.
Additional pre‐approved water sources will be added through an amendment to the solicitation (see attached map). Additional pre‐approved water sources:
Howard Creek Rd22 @ T13S, R20E, Sec. 26, NW ¼
Grey Creek Rd4215 @ T15S, R20E, Sec. 23
North Fork Crooked River Rd4215 @ T15S, R21E, Sec. 8, SW ¼
SPECIFIC QUESTIONS
‐ Is there an escalation clause in the contract to account for changes in asphalt pricing?
o Answer: There is not an escalation clause in this contract for asphalt prices.
‐ Is it necessary to scarify the existing concrete bridge decks after removal of existing asphalt, and prior to placement of new asphalt surface course?
o Answer: Scarification of the existing deck will be waived if the contractors asphalt removal proposal can acceptably remove the existing asphalt and allow sufficient adhesion between cleaned deck and new AC surface. Tack coat shall still be required.
‐ Is dust abatement watering for public traffic on the designated detour route required?
o Answer: Watering of the detour route specifically for dust abatement is not required. It is the contractor’s responsibility to determine and provide (with use of specified government sources) the appropriate amount of water to meet detour route maintenance requirements throughout periods of road 42 closure.
‐ Are there operating window (date or time restrictions) to accomplish specified work in the contract?
o Answer: There are not any additional restrictions (such as wildlife restrictions), other than those specified in the contract (such as specified period of performance and temperature specifications).
‐ Is the entire 9.6 mile section of road 42 to be closed during construction regardless of the specific segment awarded?
o Answer: No, as specified in drawings and other documents, road closure shall be according to the options awarded. Note: Detour signs and the detour route remains the same during work on any of the segments specified in the contract.
‐ Is repair of cattle guard steel decks required while replacing and resetting cattle guard foundations?
o Answer: No, repair of cattle guard decks is not required. Cattle guard decks shall be reinstalled in as‐is condition, and as specified. Any repair work necessary will be determined and negotiated at the time of removal.

Coring asphalt field work on May 18, 19, and 20, 2020
Coring equipment
Generator
Bobcat 873 Mini Excavator with 12 inch auger bit, soil cutting teeth
Jackhammer, electric geology pick, shovel, broom, Cold AC patch, GPS, ruler
Method
Generally alternated side of the road every 1/2 mile. Tried a few different methods to get this to work. Easiest method was to use an existing crack in the
AC. Then jackhammer approximately a 16 inch diameter hole in the cracked AC.
This did not need to to perfect, just enough to allow auger teth to AC easier. The auger teeth were flat for soil and would cut AC but seemed hard on the equipment and wore the teeth down. The auger would cut through the remaining AC, base, to subbase if possible. The auger would reach about 24 inches. Clean out hole with shovels and hands. Use geology pick to scratch sides of hole. Measure AC, base, and top of subbase. Describe soil material of base and subbase. Randomly sample base and subbase material. Fill hole wiith excavated materials and compact. Top hole with cold patch and compact.
