GOVERNMENT QUALITY CONTROL PLAN:
The COR, or a designated inspector, will conduct compliance inspections while work is in progress, usually daily at first, to ensure that work is proceeding satisfactorily. Compliance inspections will be accomplished by 100 percent visual inspection of each treatment unit and will be based on adherence to the required specifications / cutting prescriptions.
The Contractor shall notify the COR when units are completed prior to his moving out of the general area.
Compliance inspections will be conducted within three (3) business days of completion of treatment units and the Contractor notified of any part of the unit(s) requiring additional work or rework.
Work will be accepted on the basis of visual inspection for compliance with specifications on areas reported as completed by the Contractor.
Compliance Inspection The Contracting Officer may, by formal inspection, determine if the specified methods of work have been used. Failure to use specified methods shall require prompt corrective action. Failure to take prompt and satisfactory corrective action may be cause for termination of Contractor’s right to proceed and the contract considered in default.
Work shall be inspected as Unit or groups of Units assigned in the contract. Quality and pay rate shall use the same groups.
Inspection Procedures Layout will be accepted based on visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector.
Boundary painting will be accepted based on formal or visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector. The Contractor’s inspection data will be provided to the Contracting Officer before the Forest Service begins their inspection. A minimum of twenty-five (25) percent of the total distance listed on the unit will be inspected. This will constitute a minimum inspection for determining satisfactory performance, which will be based on a pass-fail evaluation.
GPS work will be accepted based on visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector. The GPS traverse will meet the standards as stated in the Forest Service Timber Cruising Handbook section 2409.12 .52.21. This will constitute a minimum inspection for determining satisfactory performance.
Whenever administratively practical, inspections will be done weekly as the work progresses.
All handwritten work will only be accepted if completely legible. This includes, but is not limited to paperwork, information on ribbons, stakes, and trees.
The Contractor shall notify the Contracting Officer when work commences and shall keep the Contracting Officer informed of any changes in the Contractor’s work schedule. Government inspection will take place after Contractor’s self-inspection.
Contractor self-inspection shall be done in accordance with Contractor’s Quality Control Plan.
Contractor shall provide and use an inspection system acceptable to the Government.
The Contractor shall make periodic inspections while layout and marking is in progress to assure work is proceeding satisfactorily. Records of the inspection shall be maintained for the life of the contract and shall be available to the Contracting Officer upon request.
Determination of Acceptable Work
1. Layout Inspection
The Government inspector will check boundary location. Failure to follow specifications in layout guide will result in rework.
1.1 Logging Systems Worksheet
The Government inspector will check the logging systems worksheets for thoroughness and consistency with on the ground conditions. Failure to meet the required minimum quality will require rework.
2. Boundary Painting The Government inspector will check boundary paint, line location, spacing of painted trees, stump marks and tracer paint. Failure to meet the required minimum quality shall require rework.
3. GPS
The Government inspector will check data collection settings, feature shape and missing data. Failure to meet the required minimum quality shall require rework.
a. Electronic Files: The Government inspector will check data collection settings, and missing data. If electronic files are created from hard copies, 100% accuracy is required between hard copies and the electronic files. Failure to meet the required minimum quality shall require rework.
4. Reconnaissance Without Flagging The Government Inspector will verify that the unit should be dropped. Failure to provide properly determine the need to drop a unit shall require rework.
Unsatisfactory Work Work not meeting specification shall be reworked prior to payment. Repeated failure to perform work (two re-works) may be considered cause for contract termination and default action.
Re-Examination Upon Contractor’s Request If the original inspection results are not acceptable to the Contractor, a re-inspection may be requested in writing. The same inspection procedures will be followed, but different plots or trees will be measured, different parts of the boundary, or GPS areas. If the re-inspection confirms the original inspection as not meeting standards, the Contractor shall reimburse the Government for actual costs incurred for making re-inspection. Failure to pass on third inspection may be grounds for termination for default.
1. LAYOUT:
Boundaries of units will be flagged with blue ribbon and determined by the unit boundary implementation maps with boundary adjustments made due to logging feasibility, riparian habitat conservation areas, unsuitable forest lands, and to meet standards for ground-based equipment and other logging systems, following the Unit Layout Specifications Guide and Virtual Boundary Desk Guide. Adjustments in unit boundaries are common and reconnaissance for logging feasibility is required. Typical adjustments account for approximately 25% of unit acres being eliminated for various reasons. All adjustments will be agreed upon prior to final acceptance.
Resource Protection
During the course of layout, the contractor shall avoid forest resources that may require protection by following the measures below. All resources found and protected should be listed on Logging Systems Worksheet.
Resource to be Protected Method for Protection Quality Standard for Layout Means of Designation
Soil Protect by avoidance following slope limitations.
35% maximum slope favorable skidding for ground based logging, with the exception of short pitches over maximum slope no more than 200’.
Sustained 20% maximum slope adverse skidding for ground based logging.
Indicate slope limitations on Logging Systems Worksheet
Landline blaze trees, section corners, survey monuments and bearing trees
Protect by avoidance. Nearest available location within 5 feet of landline and on forest service lands.
Flag unit boundary to protect trees along blaze/survey line; Indicate approximate location of section corners found on Logging Systems Worksheet.
Riparian Habitat Conservation Areas
(RHCA)
Protect by avoidance by installation of buffer following PACFISH guidelines (See below).
COR will notify contractor of which guideline to use a project-by-project basis.
Nearest available location with flag line outside of protected habitat area.
Flag unit boundary designating RHCA using PacFish Guidelines.
Wildlife habitat protection areas
Protect by avoidance, unit boundary shall exclude areas indicated on layout map.
Nearest available location within 5 feet.
Special wildlife areas are mapped allocations that have not been designated on the ground by the Forest Service, Layout unit boundaries to avoid overlap with wildlife habitat protection areas.
Special Measurement Areas (SMA)
Protect by avoidance. Nearest available location within 5 feet.
SMA areas may be flagged inside unit. They are identified on the map as SMA and may be flagged on the ground. Flag unit boundary following existing SMA polygon or flagging.
Figure 1- PACFISH Requirements
Flagging Boundaries of units must be flagged with blue flagging and must be inter-visible. The length of flagging will be between 12” and 30” from the knot made after tying the flagging. Knot will face into the unit. Unit corners are designated with 3 flags tied around the bole with knots facing into the unit.
The minimum distance between flagging is determined by site conditions. When available select live trees that do not have other merchantable trees between them.
When possible choose boundary trees that are in good health, have good form, and are expected to remain standing for several years. Choose trees of merchantable size over young regeneration.
Standard Widths Defining Interim RHCAs (PACFISH)
The four categories of stream or water body and the standard widths for each are:
Category 1 -Fish-bearing streams: Interim RHCAs consist of the stream and the area on either side of the stream extending from the edges of the active stream channel to the top of the inner gorge, or to the outer edges of the 100-yearfloodplain, or to the outer edges of riparian vegetation, or to a distance equal to the height of two site-potential trees, or 300 feet slope distance (600 feet, including both sides of the stream channel), whichever is greatest.
Category 2 -Permanently flowing non-fish-bearing streams: Interim RHCAs consist of the stream and the area on either side of the stream extending from the edges of the active stream channel to the top of the inner gorge, or to the outer edges of the 100 year flood plain, or to the outer edges of riparian vegetation, or to a distance equal to the height of one Site-potential tree, or 150 feet slope distance (300 feet, including both sides of the stream channel), whichever is greatest.
Category 3 -Ponds, lakes, reservoirs, and wetlands greater than 1 acre: Interim RHCAs consist of the body of water or wetland and the area to the outer edges of the riparian vegetation, or to the extent of the seasonally saturated soil, or to the extent of moderately and highly unstable areas, or to a distance equal to the height of one site-potential tree, or 150 feet slope distance from the edge of the maximum pool elevation of constructed ponds and reservoirs or from the edge of the wetland, pond or lake, whichever is greatest.
Category 4 -Seasonally flowing or intermittent streams, wetlands less than 1 acre, landslides, and landslide-prone areas: This category includes features with high variability in size and site-specific characteristics. At a minimum the interim RHCAs must include:
a. the extent of landslides and landslide-prone areas
b. the intermittent stream channel and the area to the top of the inner gorge
c. the intermittent stream channel or wetland and the area to the outer edges of the riparian vegetation
d. for Key Watersheds, the area from the edges of the stream channel, wetland, landslide, or landslide-prone area to a distance equal to the height of one site-potential tree, or 100 feet slope distance, whichever is greatest.
e. for watersheds not identified as Key Watersheds, the area from the edges of the stream channel, wetland, landslide, or landslide-prone area to a distance equal to the height of one-half site potential tree, or 50 feet slope distance, whichever is greatest.
Choose trees of desirable species (DF, WL, PP, WP) over trees of less desirable species (ES, GF, LP) when possible.
Additional Layout Requirements Do not put unit boundary along mid-slope with adverse skidding unless located on existing road.
Each unit will be laid out as only one loggings system, either ground based or cable/cable assist.
Skyline units will require a minimum of two profiles to determine if feasible. Contactor will run profiles on the ground and Forest Service will analyze and verify feasibility. Submitted profile data will be reviewed within 5 business days of submittal.
Units shall be a minimum of five acres.
Units shall have an estimated minimum volume of 2000 bf per acre on average throughout the unit for ground based harvest systems and a minimum of 5000 bf for cable/cable assist units. Notify the COR or Inspector if you believe the unit does not meet these requirements.
Landing locations for ground based harvest systems will need to be identified using the following as a general guide:
Approximately one landing is needed for every 30 acres.
In some cases additional landings may be needed if unit is not contiguous or if ground conditions require multiple landings due to resource protection requirements.
Landings must be located within the units and accessible by road, if no appropriate landing location is available within the unit, identify an alternative location as close to unit as possible.
Ideal landing locations consist of slopes 0-10% and a half acre or more in size.
2. BOUNDARY PAINTING AND TAGS:
Boundary painting is done in accordance with specifications listed below and attached in the Boundary Marking Guide. Riparian buffers will be painted but not tagged. All other sensitive resources (Property lines, archeological sites, etc.) shall be painted and tagged.
All boundary that does not abut any of the sensitive resources listed above shall be designated as one of two types of Virtual Boundary- Discernable or Geo-Fence- and will not be posted with paint or tags. All road boundaries shall be Discernable, while all other Virtual Boundaries shall be Geo-Fence. The Contractor is required to make decisions on the ground as to which boundary designation is appropriate.
The Forest Service shall provide Tracer Paint. The Contractor shall use the attached Inventory Record for Contract Marking Paint to record lot number, color, and amount of paint and return all full, partial, or empty paint cans to the Government. The Contractor is responsible for the security of all Tracer Paint in their possession. The Contractor is responsible for providing paint guns or similar hardware for the application of paint.
Tag and Paint Scheme All tags should have sale name and unit #. Tag will be placed on trees along the outside edge of the unit. The tag faces into the cutting unit. Tags should be placed at eye level or just above (approximately 6’). Tags will be attached to trees using no less than 5 staples per tag. Every tree that has a tag will also be painted. RHCA buffers shall be painted only (No tags). All other marked boundary shall have both paint and tags.
Three orange vertical stripes shall be painted on boundary trees, and 1 stump mark. The vertical stripes shall be between two and three feet long, two inches wide and between four and eight feet above ground level. The center stripe shall face the cutting unit and cross through the tag if present.
One stripe shall face the previous boundary tree, and the other stripe shall face the next boundary tree.
The stump marks will be a concentration of paint two inches wide and up to 6 inches long, touching the dirt at the base of the tree. Place in a crevice if one is available. Painted boundary trees will be inter-visible.
The first and last boundary tree in a painted segment shall have a single 3”-5” orange dot above the center strip to denote the ends of a painted segment.
All internal boundaries will be painted in the same manner as external unit boundaries.
Corner Trees Corner trees on tagged boundaries shall have two tags in a “chevron” orientation (see attached example in Boundary Marking Guide) Corner trees will be painted with three vertical stripes in the same manner as above. Corner trees will also have a unit number painted on the bole of the tree just below the 3 vertical stripes facing into the unit.
Corner trees on any untagged boundary do not need tags.
Corner trees along road will be tagged and painted in the same manner as above except the unit number will face the road.
Corner trees on any untagged RHCA boundaries do not need tags.
Corner trees where discernable or geo-fence boundary intersect with the road do not need paint or tags.
3. GPS WORK
The GPS area standards must meet 10% error standards for an Area-Based Cruise within the current Timber Cruising Handbook (FSH 2409.12) Chapter 50.
FSH 2409.12 Chapter 50 details technical requirements for area determination and may require the possession of specialized equipment and software. It is imperative that the Contractor read and understand those requirements. The Contractor may use whichever method they prefer, provided that it meets the handbook standards.
Documented error reports shall be provided to the Forest Service.
The Contractor shall store all raw data and any corrected data onto a flash drive. After the data has been collected the storage device shall be turned into the Contracting Officer.
The Contractor shall follow as close as possible to the posted boundary during data collection.
The contractor shall store location accuracies onto a flash drive.
Corrected and uncorrected electronic GPS files will be delivered as shapefiles (.shp) in R6 Albers projection, NAD 83 datum, meters useable by Forest Service GIS systems e.g., ArcGIS Pro.
Delivered GPS files will include unit polygons as well as separate line features representing each boundary designation type (Painted, Discernable, or Geo-Fence).
Compare hard copies and electronic data files for inconsistencies.
4. RECONNAISSANCE WITHOUT FLAGGING:
For units of layout that may require being dropped from project area due to unforeseen resource protection issues or low volume, time may be spent on reconnaissance or initial/partial layout before determining unit would need to be dropped. Notify COR of issues with layout and reasons for recommendation for dropping unit. Final decision on dropping unit will be determined by COR.
