About this file

This is Addendum No. 2 issued by the Sewerage and Water Board of New Orleans (SWBNO) to Solicitation #2026-SWB-56 for Skilled and Unskilled Labor. The addendum provides corrections, clarifications, and updated meeting logistics for the Request for Proposal. The mandatory pre-proposal meeting has been rescheduled to October 14, 2026, at 1:30 p.m. CDT at 625 St. Joseph Street in the Executive Boardroom, with virtual participation available via Microsoft Teams. The proposal due date has been extended to October 29, 2026, at 11:00 a.m. CDT. The solicitation seeks skilled and unskilled labor to perform essential maintenance work on SWBNO's water, drainage, and sewerage systems throughout the City of New Orleans and portions of Jefferson Parish. The contract term is two years with three optional one-year renewals, commencing upon Board approval and Notice to Proceed issuance.

The addendum addresses seven questions from prospective bidders regarding proposal format, pricing calculations, overtime invoicing, required documentation, contact procedures, cost proposal evaluation methodology, and insurance requirements. Contractors must submit cost proposals in both Excel and searchable PDF formats as separate files. Annual total cost calculations should use the formula of Total Hourly Rate multiplied by 2,080 hours, excluding estimated FTE counts. Overtime compensation must be calculated at one and one-half times the basic rate of pay for hours exceeding forty per workweek, per prevailing wage standards established by the U.S. Department of Labor. Cost proposals will be opened and scored as part of the formal evaluation process, with the 20-point cost score calculated based on the lowest proposed cost among all proposers. The Errors and Omissions/Professional Liability Insurance requirement may be marked "Not Applicable" for this labor-focused solicitation. A 30% Economic Disadvantaged Business Enterprise (EDBP) participation requirement applies, with documented good faith efforts required from proposers unable to meet this goal.

C. Responses to Questions

1. Please clarify whether the Cost Proposal is required in Excel format, searchable digitally signed PDF format, or both, given the differing requirements in Section 1.5 and the Technical and Cost Proposal Submittal Checklist.

Answer: Please provide the Cost proposal in Excel as a separate file and in PDF as a separate file.

2. For the Price Sheet, should Annual Total Cost Equal Total Hourly Rate × 2,080 only, or should it equal Total Hourly Rate × 2,080 × the anticipated FTE count shown in the Technical Specifications?

Answer: The Price Sheet should be calculated at Total Hourly Rate x 2,080. Do not use the FTE count calculating the total as that is an estimated employee count.

3. Please clarify how overtime is to be invoiced. Is the contractor’s total hourly bill rate multiplied by 1.5, or is the 1.5 multiplier applicable only to the employee’s base wage, with the contractor markup calculated separately?

Answer: Per Page 27-28, Section Labor Standards – Part b: …work in excess of forty hours in such workweek unless such laborer or mechanic receives compensation at a rate not less than one and one-half times the basic rate of pay for all hours worked in excess of forty hours in such workweek.

4. Please confirm whether the Corporate Resolution must accompany the proposal, given that the checklist identifies it as an award-stage document while the Corporate Resolution instructions state that it must be submitted with the proposal.

Answer: The Corporate Resolution should be submitted as required. See Page 20 Checklist of the RFP document.

5. Please confirm the appropriate email address for written questions, because the cover page references cmoses@swbno.org while Sections 1.3 and 1.4 identify pmackyeon@swbno.org.

Answer: Please submit all questions to pmackyeon@swbno.org.

6. Please clarify whether the Cost Proposal is included as part of the proposal evaluation process or will be used solely as a negotiation tool after the evaluation process determines the proposer considered to be the best candidate. Section 3.2 identifies the Cost Proposal as a 20-point evaluation criterion, and Section 3.3 provides a formula for calculating the cost score based on the lowest proposed cost among all Proposers; however, Section 3.3 also states that the Cost Proposal from the awarded respondent only will be opened. Please clarify whether all submitted Cost Proposals will be opened after completion of the technical evaluation for purposes of calculating the 20-point cost score, or whether only the selected Proposer’s Cost Proposal will be opened and used for negotiations.

Answer: Cost proposals will be opened and scored as a part of the evaluation process in accordance with the RFP document.

7. Please clarify the insurance requirement under Item (d), Errors and Omissions/Professional Liability Insurance. Is Errors and Omissions/Professional Liability Insurance required for RFP #2026-SWB-56, Skilled and Unskilled Labor, or may this requirement be marked “Not Applicable” for this solicitation?

Answer: The requirement may be marked "Not Applicable” for this solicitation.

The changes, additions, and/or deletions included herein are hereby made part of the solicitation documents for 2026-SWB-56 Skilled and Unskilled Labor, as fully and completely as if the same were set forth therein. The bidder shall be responsible for having knowledge of all addenda issued for this RFP.
