Attachment to Amendment 2 Solicitation # 1232SD18B0008 Upgrade BAC’s for Building 24 Lubbock, TX

RFI RESPONSES

Number Questions from Industry Government Response 1 Section 233602 Laboratory Airflow Control Valves - As this specification is currently written, Accutrol and Siemens are listed as acceptable manufacturers.

The specification requires that the Lab Airflow Control Valve incorporate vortex shedding airflow sensors in the airstream, in addition to other features which appear to exclude all other manufacturers, including Siemens.

Phoenix Controls utilizes venturi valve technology because it does not require sensors in the exhaust air stream which can become fouled and require inspection/maintenance. Phoenix Controls venturi valves are factory calibrated as an assembly to insure accurate field performance.

We request that Phoenix Controls standard low pressure venturi (0.3 in.w.g.)

airflow control valves, fume hood displays, and BACnet hardware offering (as per attached data sheets) be listed as acceptable.

This request has been reviewed by the Design firm and is addressed in the attached Addendum to the design. Bidder’s should price their bid according to the project drawings and specifications.

2 The fume hoods observed during the walk-through have combination vertical and horizontal sashes, but no nameplate information with the manufacturer or model numbers were found. Is there manufacturer and model information available for these hoods?

The fume hoods are manufactured by Sigma;

model and serial numbers are not available.

3 Period of Performance: 120 calendar days from receipt of Notice to Proceed for Base Bid. For total project awarded, with the expectation that all (4) phases will be awarded; JCI would like to request that this be changed to 200 calendar days from receipt of Notice to Proceed.

The period of performance has been revised to 200 calendar days. See the revised solicitation package attached to Amendment 2.

4 Will the existing chill water and hot water control valves be changed out, or will we use the existing valves with DDC actuator conversion kit?

The bid should be based on changing out the existing control valves with new valves to ensure no problems with the system after the project is completed.

5 Can the Government confirm the due date for bids? As a result of Amendment 2, the due date for proposals has been extended to August 10, 62018. Bidder’s should review the amendment for details.

6 How should bids be submitted? Bids must be submitted via email to Trent.Stevens@ars.usda.gov and must reference the solicitation number in the subject. Bidder’s shall follow the instructions for submitted bids in the solicitation.
