About this file
This document is a solicitation evaluation criteria form for the State of Nebraska's Department of Health and Human Services (DHHS) seeking a Program Integrity Case Management (PICM) and Fraud Abuse Detection System (FADS) Analytics Solution. The solicitation (Number 122125 O3) is scheduled to open on July 10, 2025, at 2:00 pm CST, with mandatory response requirements including a Contractual Agreement Form, Corporate Overview, Technical Response, and Cost Sheet. The evaluation process will assess vendor responses across three primary categories: Corporate Overview (25 points), Technical Response (60 points), and Cost Sheet (15 points), with a potential total of 100 points, and an additional 20 points possible through oral interviews.
The cost evaluation will use a comparative scoring method where the lowest cost submission receives maximum points, with other submissions scored proportionally using a specific formula. Vendors will be ranked based on their total points, with the Cost Sheet points calculated by dividing the lowest cost submitted by the individual cost submitted and multiplying by the maximum possible cost points. The solicitation indicates potential for a comprehensive cloud-based solution supporting fraud detection, case management, and advanced analytics for approximately 340,000 Medicaid recipients, with an anticipated implementation date no later than October 31, 2026. The contract is expected to have an initial five-year term with options for two additional two-year renewal periods.
